SUBJECT: DISCUSSION OF LETTER REQUESTING AN EXTENSION ON
COMMENT PERIOD FOR DRAFT CHLORIDE COMPLIANCE
FACILITIES PLAN AND ENVIRONMENTAL IMPACT REPORT

RECOMMENDED ACTION
City Council direct staff regarding content of letter to be sent on behalf of the City of Santa
Clarita.
BACKGROUND
At the City Council meeting on May 28, 2013, the City Council requested a special meeting to
discuss sending a letter requesting an extension of the comment period for the Draft Chloride
Compliance Facilities Plan and Environmental Impact Report. This item is being presented at a
special meeting, as comments from interested parties are due to the Santa Clarita Valley
Sanitation District (Sanitation District) by June 24, 2013.
The current comment period for the Draft Environmental Impact Report was set at 60 days,
which is the maximum period according to State law, except under unusual circumstances
pursuant to Title 14. California Code of Regulations, Chapter 3. Guidelines for Implementation
of the California Environmental Quality Act, Article 8. Time Limits, Section 15105(a).
According to Sanitation District staff the most time the comment period can be extended is 15
days from June 24 to July 9 in order to prevent further State fines and meet the deadlines in the
Chloride Total Maximum Daily Load (TMDL). Sanitation District staff will be available to
answer questions regarding the current Los Angeles Regional Water Quality Board deadlines
included in the TMDL.
