Mayor Weste called the Study Session to order
at 5:30 p.m.
All Councilmembers were present.
All Commissioners were present.
All Commissioners were present with the
exception Vice Chair Levison who arrived at
5:34 p.m.
All Commissioners were present, with the
exception of Commissioner Dow.
Councilmember Kellar led the flag salute.
ITEM 1 FISCAL YEAR 2013-2014 BUDGET — Ken Striplin, City Manager, outlined the
proposed budget and the City's fiscal status and outlook.
Council / Planning Commission / Parks, Recreation, and Community Services
Commission, and Arts Commission members' questions, concerns, and comments
included: a possible increase in Community Services grants; possible extension of the
City's bike trail; continuing Senior Center efforts; funding for new Sheriff's Station;
support for a Saugus branch of the Santa Clarita Library; the possibility of placing
CNG stations around Canyon Country and various other City locations; and the
expansion of arts and events.
Addressing the Council was Sandra Cattell and Alan Ferdman.
RECESS AND RECONVENE
Mayor Weste adjourned the Study Session for the Planning Commission and the Parks,
Recreation, and Community Services Commission and called a recess for the Arts Commission
at 6:50 p.m. and reconvened at 7:00 p.m.

ITEM 2 ARTS IN SANTA CLARITA - Ken Striplin, City Manager, introduced the item and
Rick Gould, Director of Parks, Recreation and Community Services gave an Arts
Leadership overview.
Council / Arts Commission members' questions, concerns, and comments included:
the need for an Arts Commission Master Plan; loss of support for the arts due to the
lack of an Arts Master Plan; questions concerning cost estimates and if the cost
would be a one-time expenditure; the possibility of grant funding for a master plan
study; funding to support and the role of an Arts Foundation; and waiting for a
Master Plan prior to approving several current projects.
Motion by Boydston, second by Acosta to return four projects for approval.
There was no Council consensus.
ADJOURNMENT
Mayor Kellar adjourned the Study Session at 8:05 p.m.
