RECOMMENDED ACTION
City Council:
1. Approve the purchase of a portion of 24650 Avenue Rockefeller, Santa Clarita,
Assessor's Parcel Number 2811-001-801, for construction of an American with
Disabilities Act (ADA) compliant access ramp at atotal cost of $158,000, which includes
a property purchase price of $134,000; $11,000 for escrow fees, title fees, appraisal fees,
and due diligence costs; and $13,000 in engineering and right-of-way acquisition process
costs.
2. Transfer Bridge and Thoroughfare funds (303) in the amount of $400,000 from Newhall
Ranch Road Bridge Widening over San Francisquito Creek expenditure account
S1039303-5161.001 to San Francisquito Creek Trail ADA Ramp Upgrade expenditure
accounts as follows: $158,000 to T1016303-5201.004 and $242,000 to expenditure
account T1016303-5161.001.
3. Authorize the City Manager to execute all required documents subject to approval by the
City Attorney.
BACKGROUND
The existing access ramp between eastbound Newhall Ranch Road and the west side of the San
Francisquito Creek Trail provides trail access for pedestrians and bicyclists. This ramp is also
used as part of the Santa Clarita Marathon route along the San Francisquito Creek Trail. This
ramp currently does not comply with the requirements of the Americans with Disabilities Act
(ADA) or the California Building Code due to its relatively short length and steep slope.

Upgrading this ramp to meet ADA requirements will be a significant improvement for trail users
and will provide code -compliant access to Newhall Ranch Road.
To build this ramp, acquisition of a portion of the adjacent property owned by the Southern
California Gas Company (SoCal Gas) is necessary. On June 25, 2015, the City of Santa Clarita
(City) contacted SoCal Gas to inform them of our desire to acquire approximately 10,874 square
feet of their parcel located at 24650 Avenue Rockefeller, Assessor's Parcel Number 2811-001-
801. SoCal Gas reviewed the ramp plan and will sell the property to the City. On October 6,
2015, the City and SoCal Gas reached a mutually acceptable price based upon independent
property appraisals.
Upon approval of the requested transfer of $400,000, the total expenditure budget will be
$424,038. The total estimated costs associated with the purchase of the property needed to
construct the ADA -compliant ramp are $158,000. This includes $134,000 for the purchase price
of the land and an additional $11,000 for escrow fees, title fees, appraisal fees, and due diligence
costs; and $13,000 in engineering and right-of-way acquisition process costs. The residual funds
of $266,038 are identified for future construction costs for the trail access ramp.
This project supports the Santa Clarita 2020 Strategic Plan in the area of Sustaining Public
Infrastructure.

FISCAL IMPACT
The existing budget of $24,038 in account T1016601-5161.001 and the requested transfer of
Bridge and Thoroughfare funds in the amount of $242,000 from expenditure account S 1039303-
5161.001 creates an expenditure budget of $266,038 for future construction costs. The requested
transfer of $158,000 to account T1016303-5201.004 will provide for the property acquisition;
escrow fees, title fees, appraisal fees, and due diligence costs; and engineering related to the
right-of-way acquisition process.
