SUBJECT: AQUATICS CENTER SCOREBOARDS REPLACEMENT PROJECT

RECOMMENDED ACTION
City Council:
Approve the purchase of two new scoreboards and all connecting hardware to replace the
existing scoreboards at the Santa Clarita Sports Complex Aquatics facility with new
Daktronics scoreboards, in the amount of $200,810, as part of Capital Improvement Program
Project M3026.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City installed two Daktronics scoreboards and a timing system as part of the original
Aquatics Center facility construction in 2003. These two scoreboards are utilized by City swim
programs, as well as high school and club swim teams. The scoreboards are now over 12 years
old, past their useful life, and due to the age of the scoreboards, the parts and service are no
longer supported by the original manufacturer. Furthermore, the Aquatic Center is the
designated home of the William S. Hart Union High School District (District) swim and dive
teams, and is therefore contributing $100,000 towards this project.
City Aquatics staff completed research on the compatibility of alternative scoreboard systems, as
well as new Daktronics scoreboards. Staff held numerous meetings to verify the compatibility of
the new scoreboards with the existing system, and confirmed the new Daktronics scoreboards
would be compatible with the existing system. Since our scoreboard system and programming
requirements are site specific due to the existing hardware, programming requirements, and the
current layout, it was determined the new Daktronics scoreboards are the best economic value
for the replacement of the scoreboards and are deemed a validated single source vendor.

Per the City's Purchasing Policy, approved previously by Council, Section 8.0, the policy
exception states, "no quoting or bidding is required for purchases of products or services from a
validated sole source."
The new scoreboards are designed with the newest light -emitting diode (LED) lighting/energy
saving technology. They provide the required timing and event functions for swim competitions,
special events, and trainings.

FISCAL IMPACT
Adequate funds have been budgeted in CIP account number M3026601-5161.001.
