Approve the purchase of two Automatic License Plate Reader trailers from Kustom Signals and 3M in an amount not to exceed $85,901.66. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney final document approval, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year. BACKGROUND The purchase of two Automatic License Plate Reader (ALPR) trailers was approved during the 2015-2016 budget process. ALPR technology is used by law enforcement agencies to notify deputies if a license plate of interest has been detected. This tool helps law enforcement by quickly identifying vehicles that have been stolen, are involved in ongoing police investigations, or are registered to a wanted felon. Currently, the Santa Clarita Sheriffs Station utilizes the ALPR technology with similar units placed into patrol cars. The addition of trailers with this technology will allow Sheriff Deputies to scan license plates for connections to crime activity, while simultaneously having the ability to display speed or traffic messages as necessary. The information collected by this type of technology will be used exclusively for law enforcement purposes. ALPR trailers can be monitored in dispatch and by deputies via the Mobile Data Center in patrol vehicles. The trailers can be placed in static locations and monitor passing vehicles in areas experiencing a heightened number of residential burglaries. The purchase of these trailers will provide enhanced public safety and crime solving capability through the use of technology. Page 1 PacketPg. 22 0 The purchase of these customized trailers is recommended as a sole -source purchase. The cost of each trailer is $42,950.83, which includes the purchase of the trailer with electronic messaging components from Kustom Signals ($21,967.78) and the cost to upgrade the trailer with ALPR technology from 3M ($20,983.05). The combination of these two technologies is specific to law enforcement and is already being utilized by other stations within the Los Angeles County Sheriff's Department. The City currently owns two Public Awareness Radar Educational Trailer (PARET) units which can be placed throughout the City to alert drivers of the speeds they are traveling. The ALPR trailers are similar to the PARET units, with additional capabilities. The City's PARET units do not record any data and are deployed to areas that experience excessive speeding rather than increased crime. ALPR trailers have unique features and capabilities, including changeable messaging platforms designed specifically for Homeland Security Applications, use of 199 pre-programmed messages and up to 199 user -defined messages. The trailers have an all -LED display, providing outstanding legibility during all weather, daylight, and nighttime conditions. This technology is housed in a compact size allowing for multiple trailers to be deployed quickly in order to communicate vital information to the public. Funds for this purchase were appropriated with the adoption of the 2015-16 Fiscal Year Budget. The purchase is being funded with Domestic Highway Enforcement state and federal funds. The use of these funds is governed by state and federal legislation. All funds distributed to local governments are regulated by specific guidelines and to be used to support law enforcement. This request supports the public safety theme of the Santa Clarita 2020 plan, and the goal of implementing the use of technological resources to improve the operations of the Santa Clarita Valley Sheriff's Station.
