Introduce and pass to second reading an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING CHAPTER 2.26 PLANNING COMMISSION, CHAPTER 2.28 PARKS, RECREATION, AND COMMUNITY SERVICES COMMISSION, AND CHAPTER 2.29 ARTS COMMISSION OF TITLE 2 ADMINISTRATION AND PERSONNEL, OF THE SANTA CLARITA MUNICIPAL CODE CONCERNING COMMISSIONER TERMS AND ORGANIZATION." 2. Adopt resolution amending Article III Membership of the FAAP, Section 3. Term, and Article V Officers, Section 2. Term of Officers of the Financial Accountability and Audit Panel Bylaws. BACKGROUND The members of the Planning Commission; Parks, Recreation, and Community Services Commission; Arts Commission; and Open Space Preservation District Financial Accountability and Audit Panel (FAAP) are all Local Appointments. Each member is nominated by a City Councilperson, and the appointment is made by the entire City Council. On March 24, 2015, the Los Angeles County Board of Supervisors approved the City of Santa Page 1 PacketPg. 59 Clarita's request to move its City Council election to November of even years. As a result, staff recommends amending the appropriate sections of the Santa Clarita Municipal Code and FAAP Bylaws to modify the terms of office for Commissioners and the members of the FAAP to run through December 31 of the fourth calendar year after the appointment date or until their successor is appointed (whichever is later) to be consistent with changes in Council terms. If an appointment is made mid-term, that member is being appointed to fill the remaining term for that position. The recommended change would extend the current terms of office for members of these four bodies by five months. Appointees with terms of office expiring on July 31, 2016, would be extended to December 31, 2016, while appointees with terms expiring on July 31, 2018, would be extended to December 31, 2018. The current, approved Local Appointments List is attached for reference. Pending Council adoption of the attached resolution and passing the ordinance to second reading, an updated Local Appointments List will be brought before the City Council for consideration with the second reading of the ordinance on November 24, 2015, and the updated Local Appointments List will indicate the new expiration dates of current members. Appointments made by the City Council to the Library Board of Trustees, Greater Los Angeles County Vector Control Board of Trustees, and North County Transportation Coalition are not affected by the move of the election date and will remain unchanged. N NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, M CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. That the following sections of Chapters 2.26, 2.28, and 2.29 are amended as shown on Exhibit A attached: Chapter 2.26 — Planning Commission Section 2.26.020 Members. Section 2.26.070 Organization. Chapter 2.28 —Parks, Recreation, and Community Services Commission Section 2.28.020 Members. Section 2.28.080 Organization. Chapter 2.29 — Arts Commission Section 2.29.020 Members. Section 2.29.080 Organization. SECTION 2. This Ordinance shall be in full force and effect thirty (30) days from its passage and adoption. SECTION 3. "' Packet Pg. 65 12.b RESOLUTION NO. 15- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING SANTA CLARITA OPEN SPACE PRESERVATION DISTRICT FINANCIAL ACCOUNTABILITY AND AUDIT PANEL BYLAWS CONCERING TERMS AND ORGANIZATION WHEREAS, on March 24, 2015, the Los Angeles County Board of Supervisors approved the City of Santa Clarita's request to move its City Council election to November of even years; WHEREAS, it is the intent that Financial Accountability and Audit Panel (FAAP) members' terms to run concurrently with the terms of the nominating City Councilmember; WHEREAS, the FAAP votes in a Chairperson and Vice -Chairperson from amongst their membership; and WHEREAS, to maintain continuity of service it is in the best interest to move the member election of the Chairperson and Vice -Chairperson. Such efforts will include the development of policies and strategies that directly lead to the implementation of the projects and programs that address critical north county transportation issues, promote economic development, and maximize transportation funding opportunities for member jurisdictions. Qualifications The Board of the North County Transportation Coalition has 12 voting members. The cities of Lancaster, Palmdale, and Santa Clarita have three (3) representatives each: City Councilmember, City Manager or staff designee, and a representative appointed by the City Council from a business organization. The County of Los Angeles has three (3) representatives: the 5th District County Supervisor or designee, County staff representative, and a representative appointed by the 5th District County Supervisor from a business organization.
