RECOMMENDED ACTION
Provide direction to staff regarding Councilmember compensation.
BACKGROUND
Members of the Santa Clarita City Council are compensated monthly by the City, under specific
provisions of state law, for the substantial amount of time and effort they contribute leading our
local government. In addition to participating in regular meetings, City Councilmembers
represent the City on regional and statewide boards and commissions and organizations.
Councilmembers also participate in a wide variety of community events and meet with
constituents on issues of concern to residents of the City.
Government Code Section 36516(c) sets forth basic provisions which allow regular adjustments
to the City Council compensation. Government Code Section 36516.5 requires City Council
compensation adjustments be adopted by the present City Council to be effective for future City
Councils. The Government Code also provides for Councilmember compensation to be
increased up to 5% for each calendar year from the effective date of the last adjustment to salary.
On July 1, 2014, Councilmember compensation was increased to $1,832.57 per month. This
increase was equal to 3% per year for the calendar years 2013 and 2014. This compensation
increase was less than the 5% per year allowed by Government Code. The City Council did not
receive a salary adjustment in calendar year 2015, nor is one scheduled for calendar year 2016.
Consistent with the Government Code, Councilmember compensation may be reviewed for
consideration of a salary adjustment anytime prior to the November 2016 election. However,
any potential increase approved by the current City Council cannot go into effect until after the
November 2016 election results are certified by the Los Angeles County Registrar Recorder and

the Santa Clarita City Clerk. Accordingly, the current City Council has the ability to consider a
Councilmember salary adjustment of up to 5% per year for the calendar years 2015 and 2016, as
the Council did not receive salary adjustments for those years.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The current Council compensation is $1,832.57 per month. If the City Council chooses the
maximum compensation increase of 5% per year for the two calendar year periods as allowed by
state law, the new rate of pay would be $2,015.83 per month. This increase in Councilmember
compensation would take effect on the first full pay period calendar year 2017, following the
certification of the November 2016 election results. The maximum budget impact would be
$183.26 per month per Councilmember or an annual increase to the City budget of $10,995.60.
Should the City Council approve a lesser percentage adjustment, the adopted budget will reduce
the fiscal impact accordingly.
