RECOMMENDED ACTION
City Council:
1. Accept Fiscal Year 2015 Edward Byrne Memorial Justice Assistance Grant (JAG) funds
from the U.S. Department of Justice, Bureau of Justice Assistance.
2. Increase estimated revenues in account 206-4461.016 (Justice Assistance Grant 2015) by
$21,681.
3. Increase estimated expenditures in account 16117-5111.001 (Special Supplies) by
$18,147.08, and in account 16117-5161.001 (Contractual Services) by $3,533.92.
4. Authorize the City Manager, or designee, to execute all contracts and associated documents,
and execute all- documents subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita has been awarded a grant of $21,681 by the U.S. Department of
Justice, Bureau of Justice Assistance, through the Fiscal Year 2015 Edward Byrne Memorial
Justice Assistance Grant (JAG) program. JAG funds are allocated by using a formula, based on
each city's share of the total violent crime reported within the state. This program allows state
and local governments to support a broad range of activities to prevent and control crime, based
on local needs and conditions. It provides agencies with the flexibility to prioritize and place
justice funds where they are needed most. With this allocation formula, the 2015 awarded
amount reflects a decrease from JAG 2014 funds, which totaled $26,749.
JAG 2015 grant funds will be used for the purchase of technologically -advanced equipment and

overtime operations that will enable Sheriffs Department personnel to enhance existing law
enforcement and community policing efforts to help reduce crime, address quality -of -life issues,
and safeguard public safety in Santa Clarita.
Equipment proposed for JAG 2015 grant funding includes the purchase of five electronic ticket
writers to be used by deputies during routine traffic stops. This type of technology upgrade is
designed to make the Sheriff Station and individual deputies more efficient, effective, and
productive, which produces significant cost savings and provides deputies with the ability to
spend more time on patrol interfacing with the community. Moreover, the utilization of
electronic ticket writers will expedite and improve crime reporting and analysis.
Overtime operations to be funded include, but are not limited to, burglary/theft containment;
gang, drug, vandalism, and graffiti enforcement; bike patrols and off-road enforcement;
curfew/truancy sweeps; probation/parole enforcement; and other surveillance, undercover, and
sting operations as needed.
ALTERNATIVE ACTION
1. Decline the Fiscal Year 2015 Edward Byrne Memorial Justice Assistance Grant funding.
2. Other direction as determined by City Council.
FISCAL IMPACT
The total cost of this program is $21,681, to be offset completely by grant funds.
