SUBJECT: AWARD CONTRACT FOR BID NO. LMD-14-15-13 FOR
IRRIGATION CONTROLLER REPLACEMENT

RECOMMENDED ACTION
City Council:
Award contract to ValleyCrest Maintenance Landscape to procure and install 80
WeatherTrack Irrigation controllers for $3 )08,590, and authorize a 10 percent contingency in
the amount of $30,859, for 6 total amount of not to exceed $339,449.
2. Authorize the City Manager or designee to modify the award in the event that issues of
impossibility of performance arise, subject to the City Attorney approval.
In 2012, a year-long process began to transfer the administration and maintenance responsibility
for 12 Landscape Maintenance District (LMD) zones from the County of Los Angeles to the City
of Santa Clarita. The irrigation controllers in these LMD zones are obsolete, do not meet the
City's water efficiency requirements, and are in need of replacement.
The LMD operation maintains 540 smart irrigation controllers throughout the City. These smart
controllers have allowed the City to meet drought restrictions imposed upon the community by
the State of California and saved over one billion gallons of water in the last four years. The
efficient management of water resources continues to be a priority for the City, and as such,
funds for this purchase and installation of additional smart controllers were appropriated by the
City Council as part of the Fiscal Year 2014-15 budget process.
An invitation to bid for the procurement and installation of 80 controllers was published
December 11, 2014, on Planet Bids, with bid specifications sent directly to the Valley Industrial
Association (VIA) and the Santa Clarita Chamber of Commerce. In all, 28 vendors downloaded
bid specifications, with 5 companies electing to respond. Bids were opened on January 8, 2015;
the results of which are provided below:

Staff is recommending award to ValleyCrest Landscape Maintenance, the lowest qualified
bidder, for $308,590, and authorization of a 10 percent contingency of $30,859, for a total
contract amount not to exceed $339,449. Staff s due -diligence evaluation of ValleyCrest
Landscape Maintenance's bid has found it to be responsible, and reference checks indicate the
contractor has satisfactorily completed similar work for other public agencies, as well as for our
organization. Finally, ValleyCrest Landscape Maintenance possesses a State Contractor's
License and is in good standing with the State Contractor's License Board.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
There is no impact to the General Fund. Sufficient LMD funds were appropriated by the City
Council as part of the Fiscal Year 2014-15 budget to the following expenditure accounts:
