HomeMy WebLinkAbout2015-07-14 - AGENDA REPORTS - METRO STATION PAINTING (2)Agenda Item: I I CITY OF SANTA CLARITA Q) AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: 74�A"- DATE: July 14, 2015 SUBJECT: JAN HEIDT NEWHALL METROLINK STATION PAINTING AND REFURBISHMENT - AWARD CONTRACT DEPARTMENT: Public Works PRESENTER: Cruz Caldera RECOMMENDED ACTION City Council: Award the contract for Jan Heidt Newhall Metrolink Station Painting and Refurbishment project to Sparta Builders, Inc., in the amount of $76,300 and authorize a 20 -percent contingency in the amount of $15,260 for a total contract amount not to exceed $91 �560. 2. Authorize the use of Federal Transit Administration grant funds, increase Transit revenue account 700-4424.012 by $127,530, and appropriate $127,530 to expenditure account M2007700-5161.001. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Jan Heidi Newhall Metrolink Station, located in Downtown Newhall, opened in June 2000 and serves Santa Clarita Transit, the Antelope Valley Transit Authority, Greyhound, and Amtrak. It serves approximately 40,000 commuters each month. After 15 years of daily use, the station is in need of refurbishment and revitalization. In accordance with the Santa Clarita 2020 plan of sustaining public infrastructure, this project will include painting and refinishing related surfaces of the station and refurbishing and upgrading other elements of the property. An invitation to bid was published two times, June 2 and 9, 2015, and was noticed on the City's website. Seven bids were submitted to the City and opened by Purchasing on June 23. Prime Painting Contractors Fix Painting Company Location Bid Amount Santa Clarita, CA $76,300 Wilmington, CA $ 84�000 Canyon Country, CA $87,000 Long Beach, CA $94,400 West Covina, CA $98,000 Northridge, CA $105,000 Woodland Hills, CA $189,600 Staff recommends the contract be awarded to Sparta Builders, Inc., the lowest responsible bidder in the amount of $76,300 and authorize a 20 -percent contingency in the amount of $15,260 for a total contract amount not to exceed $91 �560. The remaining federal funds will be used to refurbish and upgrade other elements of the Jan Heidt Newhall Metrolink station. These projects include rebuilding landscape trellis structures, installing bike racks, refurbishing the station monument sign, and other building improvements. Staff estimates these projects to cost approximately $35,970. Sparta Builders, Inc., possesses a valid state contractor license and is.in good standing with the Contractors State License Board and the Federal System for Award Management. The contractor's bid has been reviewed for accuracy and conformance to the contract documents and found to be complete. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended action. the budget will be adjusted accordingly. There is no impact to the General Fund as this project is 100 -percent federally funded.
