RECOMMENDED ACTION
City Council:
1. Adopt an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, AMENDING CHAPTER 2.26
PLANNING COMMISSION, CHAPTER 2.28 PARKS, RECREATION, AND
COMMUNITY SERVICES COMMISSION, AND CHAPTER 2.29 ARTS
COMMISSION OF TITLE 2 ADMINISTRATION AND PERSONNEL, OF THE
SANTA CLARITA MUNICIPAL CODE CONCERNING COMMISSIONER TERMS
AND ORGANIZATION."
2. Approve the Local Appointments List, designate all branches of the Santa Clarita Public
Library to receive a copy, and direct the City Clerk to cause the Local Appointments List
to be posted.
BACKGROUND
The members of the Planning Commission; Parks, Recreation, and Community Services
Commission; Arts Commission; and Open Space Preservation District Financial Accountability
and Audit Panel (FAAP) are all Local Appointments. Each member is nominated by a City
Councilperson, and the appointment is made by the entire City Council.
On March 24, 2015, the Los Angeles County Board of Supervisors approved the City of Santa
Clarita's request to move its City Council election to November of even years. As a result, staff
presented an item at the November 10, 2015, City Council meeting recommending amendments

to the appropriate sections of the Santa Clarita Municipal Code and FAAP Bylaws to modify the
terms of office for Commissioners and the members of the FAAP to run through December 31 of
the fourth calendar year after the appointment date or until their successor is appointed
(whichever is later) to be consistent with changes in Council terms. If an appointment is made
mid-term, that member is being appointed to fill the remaining term for that position.
At the November 10 meeting, the City Council approved the amendments to the Bylaws of the
Financial Accountability and Audit Panel (FAAP) and passed to second reading an ordinance to
modify the appropriate sections of the Santa Clarita Municipal Code affecting members of each
of the City's Commissions.
Upon adopting the ordinance, the second recommended action approves the attached Local
Appointments List indicating the new expiration dates of the members' terms. The Local
Appointments List is a requirement of California Government Code, section 54970, also known
as "The Maddy Act," which takes into consideration a vast and largely untapped reservoir of
talent which exists among the citizenry that frequently is not aware of the opportunities for
participation on local regulatory and advisory boards and commissions. For this reason, the
Maddy Act was enacted for maximum public awareness of appointments made by the Governor,
the City Council, or other legislative bodies.
The Maddy Act also requires that, on or before December 31 of each year, the legislative body
must cause to be prepared a list of appointments of all ongoing boards, commissions, and
committees which are appointed by the City Council. The list must include which terms will
expire during the next calendar year, with the name of the incumbent appointee, the date of
appointment, the date the term expires, and the necessary qualifications for the position.
Furthermore, legislative bodies must designate the public library with the largest service
population within the jurisdiction to receive a copy of the list. However, the City has a practice
of posting the list at all branches of the Santa Clarita Public Library for greater public access.

SANTA CLARITA, CALIFORNIA, AMENDING CHAPTER 2.26 PLANNING
COMMISSION, CHAPTER 2.28 PARKS, RECREATION, AND COMMUNITY SERVICES
COMMISSION, AND CHAPTER 2.29 ARTS COMMISSION OF TITLE 2
ADMINISTRATION AND PERSONNEL, OF THE SANTA CLARITA MUNICIPAL CODE
CONCERNING COMMISSIONER TERMS AND ORGANIZATION
WHEREAS, on March 24, 2015, the Los Angeles County Board of Supervisors approved
the City of Santa Clarita's request to move its City Council election to November of even years;
WHEREAS, it is the intent that Commissioners' terms to run concurrently with the terms
of the nominating City Councilmember;
WHEREAS, each of the Commissions votes in a Chair and Vice -Chair from amongst
their membership; and
WHEREAS, to maintain continuity of service it is in the best interest to move the
member election of the Chair and Vice -Chair.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. That the following sections of Chapters 2.26, 2.28, and 2.29 are amended
as shown on Exhibit A attached:
Chapter 2.26 — Planning Commission
Section 2.26.020 Members.
Section 2.26.070 Organization.
Chapter 2.28 —Parks, Recreation, and Community Services Commission

SECTION 2. This Ordinance shall be in full force and effect thirty (30) days from its
passage and adoption.
SECTION 3. The City Clerk shall certify to the passage of this Ordinance and shall cause
the same to be published as required by law.
