SUBJECT: COMPRESSED NATURAL GAS STATION, PROJECT R3004 -
AWARD CONCEPTUAL DESIGN CONTRACT

RECOMMENDED ACTION
City Council:
1. Award the conceptual design contract to Marathon Technical Services for the Compressed
Natural Gas Station at the Vista Canyon Ranch development (or other suitable location),
Project R3004, in the amount of $68,960 and authorize a contingency in the amount of
$10,344 for a total contract amount not to exceed $79,304.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita (City) continues to experience both residential and commercial growth,
which has further increased the demand for public CNG fueling stations. Currently, the City
owns and operates the only public compressed natural gas (CNG) station in the region. The
station was constructed in 2006 at the Transit Maintenance Facility (TMF) located on the west
side of the Santa Clarita Valley. Since opening, the public usage of the station has nearly tripled,
and it is not uncommon to see both commercial and private vehicles waiting in a queue for fuel.
Much of this growth has been driven by the private sector and local utility companies. The local
utility companies have significantly expanded their CNG -powered fleets-, private waste haulers
have purchased and placed into operation 16 CNG -powered refuse trucks; and local school
districts, the Sheriffs department, and private security firms have added CNG -powered vehicles
to their fleet, all of which use the City -owned public CNG fueling station. Ongoing discussions
with these fleet operators indicate the number of CNG -powered vehicles based and/or operating
within the Santa Clarita Valley will continue to increase, further increasing the need for CNG

fueling infrastructure available for public use. Due to space constraints, it is not possible to
expand the existing facility. I
The City has a new five-year strategic plan, Santa Clarita 2020. The CNG refueling station is
identified as one of the components of the plan that will sustain public infrastructure.
Site selection for the proposed CNG station was based on demand and access. A number of sites
across the Santa Clarita Valley were considered during the selection process; however, the focus
was narrowed to the east side of the Santa Clarita Valley, due to its proximity. to State Route 14
(SR -14) and the lack ofexisting CNG fueling stations in the area.
Staff is currently in discussions with the developers of Vista Canyon Ranch to locate the CNG
station within their project, but are also evaluating other suitable locations on the east side of the
valley.
A Request for Qualification (RFQ) was sent to seven consulting firms with experience in
designing CNG stations. The RFQ asked firms to identify their relevant experience in similar
projects and demonstrate their design approaches to the project.
On May I � 2015, two firms submitted their qualification statement to the City. City staff
reviewed the qualification statement and scored the firms based on a I 00 -point scale. The results
of the review are shown below:

The qualification statements were evaluated on the following criteria: staff qualifications and
experience with similar projects; thoroughness of proposal.- ability to provide services to meet
objectives; references; and cost of services provided.
Marathon Technical Services (MTS) and Gladstein, Neandross & Associates both demonstrated
an in-depth understanding of the project's needs and illustrated detailed scopes of work.
However, MTS scored highest and has previously worked with the City. MTS prepared the
conceptual design for the existing CNG station at the TMF.
Based on their previous experience with the City's existing CNG station project and the
completeness of their qualification statement for this project, staff recommends Marathon
Technical Services for this conceptual design project.
In their qualification statement and cost proposal, MTS recommended adding another task to the
scope of the project, which is schematic level drawings for the site plan, mechanical, plumbing,
and drainage plans. The cost for this task is $7,400 and adding this task will make the total
contract amount $79,304.

California Government Code 4526 prescribes selection of architectural and engineering services
to be based on demonstrated competence and professional qualifications necessary for the
satisfactory performance of the services required and does not authorize the selection of
professional architect and engineering services based on cost. City staff believes they have
negotiated a fair and reasonable price with MTS.
A LTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are appropriated in expenditure accounts R3004259-516 1.001 (Miscellaneous
Grants Funds) and R3004700-5 16 1.001 (Federal Transit Administration Grant Funds) to award
the design contract and to provide for miscellaneous costs during this project phase.
