Gould RECOMMENDED ACTION City Council: 1. Award the design contract to Pacific Coast Land Design, Inc. for the Old Orchard Park Design, Project P 1006, in the amount of $213,799 and authorize a contingency in the amount of $21,380 for atotal contract amount not to exceed $235,179. 2. Appropriate $31,342 from Zone T-2 Landscape Maintenance District funds (357) to expenditure account P1006357-5161.001. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND Old Orchard Park was constructed in 1968 and many of the original improvements, including the irrigation system, play areas, and restrooms are obsolete and no longer meet current park standards. To address these deficiencies, the landscape architectural firm of Pacific Coast Land Design (PCLD) was selected in 2014 to lead a community engagement process and develop a master plan for the park. The planning process consisted of an extensive outreach effort that included an on-line survey and three community meetings. The master plan was subsequently reviewed by the Parks, Recreation, and Community Services Commission with a recommendation for approval by the City Council. The City Council approved the master plan on July 14, 2015. This project will create a park design based on the Old Orchard Park Master Plan. The design will focus on re -orienting the parking lot, improving pedestrian access and safety, the Page 1 Packet Pg. 134 replacement of the irrigation system, and enhancements to the overall character and appearance of the park from Lyons Avenue. The design will draw from the Lyons Avenue Corridor Plan and the success of the street improvements on Main Street in Old Town Newhall to create a sense of place and better pedestrian connectivity. Other proposed improvements include the addition of a multi -sport court, an intergenerational area comprised of game tables, exercise and seating areas, an active play zone for younger children, and a nature -focused play area with climbing boulders and native landscaping. The master plan also includes the removal of a 4,000 square foot maintenance area, which will be improved with landscaping and a new Paseo access to the adjacent elementary school. The building houses the original park office, a meeting room, and restroom facilities that will be remodeled to remove the office, create Americans with Disability Act (ADA) compliant restrooms, and generally make better use of the space. Finally, the design will provide for a 30 percent reduction in water use by removing non-essential turf areas and planting of native and drought -tolerant plants served by a low-volume irrigation system. The project is another example of the City of Santa Clarita's commitment to improve the quality of life of its residents by listening to their needs for high quality facilities and programs and delivering results in a timely manner. This project also supports the Sustaining Public Infrastructure theme of the Santa Clarita 2020 Plan. A Request for Qualifications (RFQ) was sent to six highly qualified firms familiar with park renovations. Three of the firms submitted responses to the RFQ, which were evaluated by staff based on criteria provided. Criteria included the firm's understanding of the project, success in completing similar design work, quality of staff and sub -consultants assigned to the project, and the overall design approach. Based on staffs evaluation, the firms were ranked as follows: Rank Company Pacific Coast Land Design, Inc. RJM Design Group David Volz Design Location Cost Ventura, CA $213,798 San Juan Capistrano, CA $262,726 Costa Mesa, CA $338,406 The evaluation system required that the reviewer use a common scoring system and then provide an overall ranking for each firm. The above table illustrates the composite rank order of the firms. Pacific Coast Land Design scored exceptionally well on all rating criteria and staff is highly confident that they will provide a creative and cost-effective design while achieving the goals of the park master plan. The requested contingency will cover unforeseen design issues that may occur during the process, including subsurface conditions encountered during soils and geotechnical exploration and any required design upgrades to meet current code requirements. California Government Code 4526 prescribes selection of architectural engineering services to be based on demonstrated competence and a professional qualification necessary for the satisfactory performance of the services required and does not authorize the selection of such Page 2 Packet Pg. 135 services based on cost. Staff was able to reach an agreement on the cost of services with PCLD and believes their fee is fair and reasonable. The final approved master plan proposes to retain much of the existing building, requiring architectural, geotechnical, and structural design work that was not originally anticipated in the project budget. Therefore, additional funding in the amount of $31,343 is required. This amount is available in the fund balance for Landscape Maintenance District Zone T-2, Old Orchard. ALTERNATIVE ACTION Other Action as determined by the City Council. FISCAL IMPACT The requested appropriation of $31,343 from the Landscape Maintenance District Zone T-2 (357) fund balance to expenditure account P1006357-5161.001 will provide adequate budget needed for this contract. All other costs associated with the recommended contract have been previously approved and appropriated by the City Council as part of the Fiscal Year 2015-16 Budget. (PCLD) provides landscape architecture, urban and environmental planning services within the Southern and Central California coast and coastal valleys. Serving a targeted region has afforded PCLD the opportunity to develop expertise about the controlling local political and environmental systems. Parks comprise an increasingly important part of PCLD's workload and interest. In addition to recently completing the Master Plan for Old Orchard Park, our experience includes the planning, design and construction administration of not only traditional playfield and passive open space parks, but parks that that emphasize natural settings, adventure trails and working community gardens. Project work has included community park master recreation plans, park renovations and active and passive park design. Summit Park Santa Clarita, CA Natural Play PCLD has provided landscape architectural services to Santa Clarita since 1987, and to Newhall Land and Farming Company since 1983. Our work on the Summit Park and open space marked the beginning of more than 30 years of park design and construction administration. Most recently our work in Newhall, provides a firm community foundation allowing our team to add community context and character to the design goals set forth in the master plan. The function and character of parks is evolving. Large scale sports parks for organized play are important City-wide places. Neighborhood and community parks often invite picnics, open space and play equipment for children of different ages, and for family gatherings. However, there is also a trend toward _ inviting the development of outdoor spaces that offer a feeling of adventure in a more natural setting. Old Orchard Park with its mature tree canopy and gentle mounding has the potential to serve both purposes. Old Orchard Park Refurbishment - Project P1006 Page 1.1 City of Santa Clarita INTRODUCTION SECTION 1 PROJECT UNDERSTANDING The City is seeking consultant design services for the comprehensive refurbishment of Old Orchard Park. In recently completing the Master Plan that will serve as the basis for this renovation, the PCLD Team is well prepared to develop park design documents that build upon the strengths of the existing site while incorporating exciting park upgrades as defined through the extensive public outreach process. Proposed park enhancements include improved pedestrian access, implementation of a Rustic -Civic theme that strengthens the curb appeal of the park and an intergenerational core area comprised of game tables, exercise and viewing areas. Other important features include, an active play zone for children and a nature -focused play space featuring climbing boulders along a nature trail. Each listed staff member will contribute to this project in some important way. Mike Zielsdorf, Principal with more than 15 years of public works experience will be the Project Lead. Mr Zielsdorf retains responsibility for all facets of the work and will be the main conduit for design team coordination with City Staff and the public. Mike manages day to day office production and construction administration. Mike is also active in all facets of landscape design. Chris Roberts, Founding Principal with more than 30 years of experience, guides the long term direction of the firm. In writing proposals such as this, he structures the scope of work for complex projects, while continuing to participate in landscape planning and design. Brooke McDonnell and Eric Berg, project designers, are LEED accredited and licensed landscape architects. Eric and Brooke have strong design, 3D and GIS skills. RELEVANT EXPERIENCE & Additionally, PCLD is an experienced workshop leader and SELECTED PROJECTS has implemented inclusionary design and planning in Santa Clarita as well as the cities of Oxnard, Ventura and Santa Paula. Our current parks work includes design of 2.5 acre Kellogg Park in Ventura in partnership with the Trust for Public Land and the City of Ventura and preliminary design through construction administration for a 3 acre child/family focused park in Greenfield. The firm is also involved in the development of a community Master Plan for public open space and associated pocket parks for Westview Village in Ventura and more than 6 acres of parks and open space for a residential development in East Ventura. Las Piedras Park and Iron Horse Trailhead, described on the following pages, have been constructed within the last 3 years. Most PCLD projects, even those that begin at the planning level, are constructed. Some, like the Branch Line Trail in Santa Paula, extend through construction into maintenance programming. The selected projects included in this section highlight Pacific Coast Land Design's recent work that has centered around the creation of beautiful and functional public spaces; many of them rehabilitations of existing sites. It aligns the values and processes followed by City Parks and Recreation. Detailed visualization graphics, careful documentation and open collaboration encourage positive stakeholder contribution and ownership to park development. THE DESIGN TEAM The Design Team is comprised of consultants PCLD has worked successfully with on a number of public serving projects. Tetra Tech has extensive civil engineering project experience within the City and brings special LID related kills to the project. PCLD has teamed with Architect Barbara Ricketts on a number of completed public building renovations, getting the most out of available budget and the improvement potential of the existing building. Ms. Ricketts provided initial architectural consultation to the project during the Master Plan phase and has a solid understanding of the constraints guiding the remodel of the Community Room and Bathroom structure. BUILDING ON WHAT HAS The PCLD Team will build on the work completed by City Staff and BEEN ACCOMPLISED PCLD with input from the Community as expressed in the approved Old Orchard Park Master Plan. In the description that follows, we offer the following sequence for a thorough, well organized and economical design process. Old Orchard Park Refurbishment - Project P1006 Page 3.1 City of Santa Clarita PROJECT APROACH SECTION 3 OVERVIEW TASK 1 - PRELIMINARY INVESTIGATION In addition to using the approved Master Plan as a basis for design, the PCLD Team will review existing plans, surveys and reports as provided by the City. Using the Master Plan level base sheet developed by PCLD, the Design Team, along with willing City staff, will assess the site and existing facilities from the perspective of their respective fields of expertise. This reconnaissance will build upon the information gathered during the Master Plan process and focus more technically on the structural elements of the existing building as well as the functioning capacity of the Park electrical and mechanical systems. Site reconnaissance and existing background information will be organized to illustrate opportunities and constraints within the context of the proposed facilities and programs identified in the Master Plan. This background information will assist in affirming the existing master plan design with little change. It will also serve as the basis for more detailed design decisions such as level of renovation of the existing building, LID treatments, water capture, grading, and materials selection. The team will implement the site survey, utilities investigation and geotechnical work to develop an accurate base map right away. The field survey will locate existing built features and trees, surface utilities such as meters, manholes, valves, paint marks, poles and other visible utility features. • Produce topographic CAD drawing of the surveyed features. Surveyor's notes, vicinity map, legend, and a control point listing with descriptions and coordinates will be included. The purpose is to fully illustrate how all park features will look and function. This provides stakeholders with all the information needed to assess the design without providing information contained in the construction documents. The PCLD Team proposes to produce top quality renderings at this phase, along with draft level construction document level grading plans, planting plans and site layout plans illustrating all site features. Rendered 3D drawings, sections and enlarged plan view drawings will depict how all important facets of the park will look and function. The visualization exhibits will be updates of those produce by PCLD during the Master Plan process. All items listed in the RFQ for the Design Development phase will be provided to facilitate review and approval of the project by City Staff prior to moving to construction documents.
