Approve the plans and specifications for the Slurry Sea] Phase 11 portion of the 2014-15 Annual Overlay and Slurry Seal Program, Project MO 102. 2. Award the construction contract to Intermountain Slurry Seal, Inc., in the amount of $888,001 and authorize a contingency in the amount of $44,400 for a total contract amount not to exceed $932,401. 3. Authorize the continued appropriations of $735,380 in Gas Tax funds (Fund 230) and $ 130,000 in Measure R Local funds (Fund 264) from Fiscal Year 2014-15 to Fiscal Year 2015-16 and appropriate to the 2014-15 Overlay and Slurry Seal Program expenditure accounts MO 102230-5 16 1.001 and MOI 02264-5 161.00 1, respectively. 4. Authorize an expenditure in the amount of $15,000 to Twining, Inc., for a proressional services contract to provide for project inspection and materials testing. 5. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Annual Slurry Seal project is an integral part of the City of Santa Clarita's (City) pavement management program. Each year, streets are evaluated and identified for the need of pavement preservation and preventative maintenance treatments. This treatment will provide a smoother ride for vehicles, enhance the appearance of the roadway and surrounding areas, and extend the life of the roadway for a minimum of three years. This year's project is expected to begin construction in July 2015 and be completed by the end of October 2015. The City has a new five-year strategic plan, Santa Clarita 2020. The Annual Overlay and Slurry Seal Program is identified as one of the components of the plan to sustain public infrastructure. This is the second slurry sea[ project, Slurry Seal Phase 11 Portion (Phase 11) for the 2014-15 Annual Overlay and Slurry Seal Program, Project MO 102. Due to the competitive bidding for this project, staff was able to assemble a second slurry sea] project within the original project budget, adding 58 more streets to the project. The City Council awarded the construction contracts for the original overlay and slurry sea] program on May 26, 2015. An invitation to bid for Phase 11 was prepared, published three times May 14, May 16, and May 20, 2015. and posted on the City's website. Plans and specifications were also sent to area plan rooms. Bids were Submitted to the City and opened by Purchasing on June 16, 2015. The results of the bids are shown below: Companv Location Bid Amount Intermountain Slurry Seal, Inc. The contractor possesses a valid state contractor license and is in good standing with the Contractors State License Board. The bid from Intermountain Slurry Seal, Inc., was reviewed for accuracy and conformance to the contract documents and found to be complete. The requested construction contingency will cover the cost lor unforeseen site conditions, such as potential utility conflicts, abandoned utilities not shown in record drawings, change order requests made by the contractor, and change orders for additional street surfacing ordered by the City. To ensure efficient and proper procedures in construction inspection and materials testing, costs for these services were anticipated and identified in the original budget. Accordingly, a Request For Proposal (RFP) was sent to*five qualified engineering firms. The results of that process were included in the May 26, 2015, agenda item. Based on the results of the original RFP, which included recent experience in similar projects. - qualification of team and resources; understanding of key development items; quality of proposal and proposed services in relation to the project's scope; scheduling and availability; and references, staff recommends awarding the construction inspection and materials testing services contract to Twining, Inc., in an amount not to exceed $1 5�000. Page 2 Packet Pg California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualification necessary for the satisfactory performance of the services required and does not authorize the selection of professional architectural and engineering services based on cost. At the time of the May 26 agenda item, the anticipated miscellaneous project costs for the overlay effort were estimated at $485,000. The revised estimated cost for miscellaneous project costs is $442,133, bringing the anticipated overlay costs to $8,143,597. The revised cost breakdown for all efforts associated with the 2014-15 Annual Overlay and Slurry Seal Program, Project MO 102 is: Slurry Seal Phase 11 $ 947,401 Slurry Seat Portion (Awarded at May 26, 2015, City Council meeting) $ 1,540,357 Overlay Portion (Awarded at May 26, 2015� City Council meeting) $ & 143.597 Total ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Gas Tax funds (Fund 230) in the amount of $150,000 are currently appropriated in expenditure account MOI 02230-5 161.001. In addition to the current Gas Tax appropriation, the requested continuance of $735.380 in Gas Tax funds (Fund 230) and $130,000 in Measure R Local funds (Fund 264), trom Fiscal Year 2014-15 to Fiscal Year 2015-16, and their respective appropriation to expenditure accounts MO 102230-516 1.001 and M01 02264-5161.001 will create a budget of S L0 15,380. This amount will adequately provide for contract award for the Slurry Seal Phase 11 portion of 2014-15 Annual Overlay and Slurry Seal Program, construction support and materials testing, project administration, and all anticipated project costs.
