Approve the plans and specifications for Pacific Crest Park Improvements, Project P4014. 2. Award the construction contract to A.M.G., Inc., in the amount of $491,980, and authorize a contingency in the amount of $49,198, for a total contract amount not to exceed 5541,178. 3. Authorize the transfer of project savings in the amount of $66,303 in General Capital Projects Fund (Fund 601) from Central Park Sports fields, Phase III project, expenditure account P40 12601-516 1.001 to expenditure account P4014601-5161.001. 4. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND Pacific Crest Park was annexed into the City of Santa Clarita (City) in 2012 as part of the North Copper Hill Annexation. Amenities currently available at the five acre neighborhood park include a large turf area, a playground and a four foot wide path around the perimeter of the park. A solar powered irrigation clock operates the park's irrigation system. Upon assuming maintenance of the park, staff identified a number of improvements necessary to bring the park more in line with City park standards. These improvements include a restroom building, a six foot wide concrete perimeter path to replace the existing decomposed granite path, maintenance access for the restroom building and play area, and a drinking fountain. In addition, the proposed perimeter path will be realigned to provide for a more functional turf area and some Page 1 Packet Pg. 42 turf areas remaining outside the new path will be removed as part of the City's ongoing efforts to reduce water consumption. An invitation to bid for that project scope was published two times: April 20, 2015, and April 26, 2015, and was also noticed on the City of Santa Clarita website. Plans and specifications were also sent to area plan rooms. Six bids were submitted to the City and opened by Purchasing on May 21, 2015. The complete bid results are shown below: Rankine Company I. MG Enterprises Location Santa Clarita, CA Saugus, CA Culver City, CA Glendale, CA Los Angeles, CA Tarzana, CA Base Bid Amount $491,980.22 $577,731.32 $618,752.28 $637,925.30 $715,390.60 $764,731.00 Staff recommends the project be awarded to A.M.G., Inc., the lowest responsive bidder, in the amount of $491,980, and authorize a contingency in the amount of $49,198, for a total contract amount not to exceed $541,178. Staff has identified savings of $66,303, from another project that could be transferred to the Pacific Crest Park Project in order to fund the improvements. The contractor possesses a valid state contractor's license and is in good standing with the Contractor State License Board. The contractor's bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. ALTERNATIVE ACTIONS Other action as approved by the City Council. FISCAL IMPACT The total project cost including design and construction is $583,753. Approval of the requested budget transfers totaling $66,303, along with the existing budget of $517,450 will provide adequate funding for completion of the project.
