SUBJECT: RAILROAD AVENUE BIKE TRAIL DESIGN CONCEPT, PROJECT
T2011 - AWARD CONTRACT

RECOMMENDED ACTION
City Council:
1. Award contract for the Railroad Avenue Bike Trail Design Concept, Project T201 1, to MNS
Engineers, Inc., in the amount of $144,798.
2. Authorize the City Manager or designee to execute the contract, subject to City Attorney
approval.
BACKGROUND
The Railroad Avenue Bike Trail Design Concept will study the proposed Class I bike trail along
the east side of Railroad Avenue from Lyons Avenue to Oak Ridge Drive. The study will address
the flollowing constraints: proposed trail alignment within Metropolitan Transportation
Authority's right-of-way and three creek crossings. The proposed study will include a report,
conceptual plans, preliminary cost estimates, and preliminary environmental studies that will
assist with future grant funding requests for construction. This prQject is consistent with the City
of Santa Clarita's (City) adopted Non -Motorized Transportation Plan, making bicycling more
convenient and building a comprehensive citywide bicycle network, and meeting the goals and
objectives of the City's General Plan.
On October 29, 2014, a Request for Proposal (RFP) was sent to five qualified engineering firms
who have previously worked with the City. The RFP asked firms to identify their relevant
experience in similar projects and demonstrate their approach to this project.
The City received proposals from five firms by December 9, 2014. City staff from several
divisions reviewed the proposals and based on their evaluations scored the firms on a scale of

The scoring system was based on the following: recent experience in similar projects; quality of
project manager and team; qualifications of sub -consultants: experience in coordinating with
other agencies and utilities; understanding of the project; quality of the proposal; ability to meet
the City's schedule-, and availability. Additionally, each consulting firm was asked to provide
detailed hours and scope of work required for them to complete the project.
Based on the evaluation process, staff recommends NINS Engineers, Inc., as the top-rated
engineering firm for the concept design. NfNS Engineers, Inc.'s rating is a reflection of their
experience in completing similar projects and due diligence during the preparation of their
proposal. MNS Engineers, Inc., proposes Pacific Coast Land Design, Inc., a firm with experience
designing City landscaping projects and responsible for the City's standard landscaping design
plans, for landscaping design along the proposed bike trail.
California Government Code 4526 prescribes selection of architectural and engineering services
to be based on demonstrated competence and professional qualification necessary for the
satisfactory performance of the services required and does not authorize selection of professional
engineering services based on cost. The City was able to reach an agreement with MNS
Engineers, Inc., at a fair and reasonable price.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Transportation Development Act Article 3 (Fund 238) Bikeway funds in the amount of $150,000
are currently budgeted in expenditure account T2011238-5161.001 and will adequately provide
for all anticipated project costs.
