OF SANTA CLARITA AS A RECYCLING MARKET
DEVELOPMENT ZONE

RECOMMENDED ACTION
City Council adopt a resolution supporting the redesignation of the City of Santa Clarita as a
Recycling Market Development Zone.
BACKGROUND
The City of Santa Clarita (City) has been a Recycling Market Development Zone (RMDZ) since
1995. The RMDZ program is administered by the State of California through California
Department of Resources Recycling and Recovery (CalRecycle), the successor to the California
Integrated Waste Management Board. The RMDZ is designated by CalRecycle for 10 -year
periods. The City last renewed its RMDZ designation in 2005. The resolution includes an
extension related to the term of the City's designation and an increase in geographical boundaries
of the RMDZ to coincide with recent City annexations.
The RMDZ program combines recycling with economic development by providing businesses
with access to low interest loans, technical assistance, siting and permitting assistance, and
assistance with obtaining recycled feed stock. The program is available primarily to
manufacturers that use recycled feed stock, rather than brand new materials, to make new
products or to businesses that repurpose items that are otherwise disposed. Loans are provided
with state funds, and are available to companies located in one of 35 RMDZs in California.
Additionally, the state provides RMDZs with Zone Incentive Funds to help market the program
to local businesses.
Locally, this program represents collaboration between the City's economic development
partners, including the Santa Clarita Valley Economic Development Corporation and the Santa
Clarita Valley Chamber of Commerce. Letters of support are attached.

The RMDZ program is marketed through direct outreach from the City, advertising in local news
outlets, and emails and newsletters distributed by our partners. Most recently, the RMDZ
program was highlighted through the Santa Clarita Business Minute initiative, which can be
viewed at GreenSantaClarita.com. In addition to the economic development benefits of being
designated an RMDZ, this program is considered part of the City's efforts to comply with
Assembly Bill 341, which created a statewide goal of diverting 75 percent of solid waste from
landfills by 2020. The RMDZ program was identified as part of the Santa Clarita 2020 Plan to
divert waste from local landfills.
As part of the redesignation of the RMDZ, the City undertook an analysis in accordance with the
California Environmental Quality Act. Under Article 19 Section 15301, the project is exempt as
a Class 8 exemption. Class 8 exemptions include actions by regulatory agencies for protection of
the environment.

RESOLUTION NO. 15-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, SUPPORTING THE REDESIGNATION OF THE CITY OF SANTA
CLARITA AS A RECYCLING MARKET DEVELOPMENT ZONE
WHEREAS, California Public Resources Code Section 42010, et al. provides for the
establishment of the Recycling Market Development Zone (RMDZ) program throughout the
state, which provides incentives to stimulate development of post -consumer and secondary
materials markets for recyclables;
WHEREAS, California Department of Resources Recycling and Recovery (CalRecycle)
brings together the state's recycling and waste management programs, including the RMDZ, and
continues a tradition of environmental stewardship;
WHEREAS, all California jurisdictions must meet a 50 percent reduction in landfill
waste disposal as mandated by the California Integrated Waste Management Act; with an
additional state goal of 75 percent of waste recycled by 2020;
WHEREAS, the Santa Clarita RMDZ includes the City of Santa Clarita;
WHEREAS, the Santa Clarita RMDZ is dedicated to establishing, sustaining, and
expanding recycling -based manufacturing businesses, which is essential for market development
and to assist this jurisdiction in meeting the established landfill waste reduction goals;
WHEREAS, the City of Santa Clarita recently annexed areas since the previous RMDZ
renewal, and to make the zone consistent with City's boundaries, the City of Santa Clarita U
desires that existing and new recycling -based manufacturing businesses located within the City
to be eligible for the technical and financial incentives associated with the RMDZ program;

WHEREAS, the renewal of the Santa Clarita RMDZ as a RMDZ is still necessary to
facilitate local and regional planning, coordination, and support existing recycling -based c

manufacturing businesses and attract private sector recycling investments to the RMDZ;

WHEREAS, the City of Santa Clarita values the RMDZ program as a part of the overall
economic development strategy for the City and aligns with the City's goal of being business
friendly and providing programs to local business to help them grow and succeed; t

WHEREAS, the addition of these annexed areas to the Santa Clarita RMDZ is necessary
to facilitate local and regional planning, coordination, and support existing recycling -based
manufacturing businesses and attract private sector recycling investments to the RMDZ;
WHEREAS, the continued development of local markets for recycled materials would
reduce the need to transport them out of the region in the future;

WHEREAS, the current and proposed waste management practices and conditions are
favorable to the development of post -consumer and secondary waste materials markets;
WHEREAS, local governing bodies may receive RMDZ program -related payments as
authorized by Public Resources Code;
WHEREAS, the California Legislature has defined environmental justice as "the fair
treatment of people of all races, cultures, and incomes with respect to the development, adoption,
implementation, and enforcement of environmental laws, regulations, and policies" [Government
Code section 65040.12(e)], and has directed the California Environmental Protection Agency to
conduct its programs, policies, and activities that substantially affect human health or the
environment in a manner that ensures the fair treatment of people of all races, cultures, and
income levels, including minority populations and low-income populations of the state [Public
Resources Code section 71110(a)];
WHEREAS, CalRecycle has adopted a goal to continuously integrate environmental
justice concerns into all of its programs and activities;
WHEREAS, in accordance with the CEQA, the City of Santa Clarita has determined that
this redesignation is exempt from CEQA; and
WHEREAS, in accordance with the California Environmental Quality Act (CEQA), the
City of Santa Clarita bases its decision of Categorical Exemption under Article 19 Section
15301, the project is exempt as a Class 8 exemption, and the Notice of Exemption is available
from the City Clerk, 23920 Valencia Boulevard, Santa Clarita, California, 91355; and
WHEREAS, the City of Santa Clarita finds there are no reasons to prepare an
environmental document.
NOW THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows: v
SECTION 1. The City of Santa Clarita approves the redesignation of Santa Clarita c
RMDZ, which includes all areas within the boundaries of the City of Santa Clarita.

SECTION 2. The City of Santa Clarita approves receipt of any RMDZ related payments
authorized by the Public Resources Code. The City Manager or his designee is hereby authorized
to execute in the name of the City of Santa Clarita all documents necessary to secure payment
and implement the associated activities.

SECTION 3. The City of Santa Clarita will administer the RMDZ program in a manner
that seeks to ensure the fair treatment of people of all races, cultures, and incomes, including but
not limited to soliciting public participation in all communities within the RMDZ, including
minority and low income populations.
SECTION 4. This resolution is effective immediately upon adoption.

SECTION 5. The City Clerk shall certify to the adoption of this Resolution.

To whom it may concern:
On behalf of the Santa Clarita Valley Chamber of Commerce, I am writing in support of extending the City of Santa
Clarita's Recycling Market Development Zone (RMDZ) for an additional 10 year period.
The RMDZ program is an important program to continue within the City for the following reasons:
1. As our community has increased its recycling efforts, there are opportunities and markets for recycled materials
developing.
2. Starting or running a business using recycled -content materials or finding ways to do more with previously
discarded items can be challenging.
3. This program provides valuable funding, technical assistance, and other resources to businesses that are
leading the way to reducing waste in our community.
4. Continuing this program reaffirms the City's commitment to being business friendly and offering programs to
help businesses thrive in Santa Clarita.
For these reasons, the Santa Clarita Valley Chamber of Commerce is in support of extending the City of Santa Clarita's
Recycling Market Development Zone for a additional 10 year period.

Dear City Council Members:
The Santa Clarita Valley Economic Development Corporation supports the
extension of the Recycling Market Development Zone (RMDZ). This is an
important program to continue within the City of Santa Clarita.
RMDZ combines recycling with economic development by providing low interest
loans and technical assistance to qualified businesses that use secondary waste
materials to manufacture new products and those companies that reduce waste
resulting from manufacturing products.
As the City of Santa Clarita has increased its recycling efforts, it has provided
further opportunities and markets for developing more recycled products. For
many, starting or running a business using recycled content materials or finding
ways to do more with previously discarded items can be challenging; this
program provides valuable resources to business that are leading the way to
reducing waste in our growing community.
Continuing the RMDZ program would reaffirm the City's sincere commitment to
being a true business -friendly city, and one which helps business grow and thrive
in the Santa Clarita Valley.
