Adopt a resolution establishing a 50 mile -per -hour speed limit on Golden Valley Road, between Newhall Ranch Road and 70 feet north of Claremore Way, as indicated in the Engineering and Traffic Survey. 2. Direct staff to distribute certified copies of the Survey to the Los Angeles County Sheriff's Department and Los Angeles County Superior Courts. 3. Direct staff to implement the necessary signage changes brought about by the provisions of this Survey. 4. Request the Sheriffs Department continue radar and laser speed enforcement on City of Santa Clarita streets and highways covered by the Survey once the signage changes are made. BACKGROUND City of Santa Clarita (City) staff completed an Engineering and Traffic Survey (Survey) as defined in Section 627 of the California Vehicle Code (CVC) on the recently completed section of Golden Valley Road, between Newhall Ranch Road and the City/County line 70 feet north of Claremore Way. The Survey was completed in conformance with the CVC and as recommended by the California Department of Transportation Manual of Uniform Traffic Control Devices. Once adopted, the Survey will establish a 50 mile -per -hour prima facie speed limit on this section of Golden Valley Road. Page 1 PacketPg. 26 California cities, counties, and other state agencies must establish speed limits on the basis of an engineering and traffic survey pursuant to the CVC to allow patrol officers to enforce speed limits through the use of radar or laser. A speed limit, which is not based on a properly performed survey, cannot be enforced by radar or laser speed enforcement devices and officers must rely on less -effective alternatives, such as pacing to conduct speed enforcement operations. Establishing a 50 mile -per -hour speed limit for this section of Golden Valley Road within the City is consistent with the 50 mile -per -hour speed limit within the Los Angeles County section to the north. The Los Angeles County Sheriffs Department has reviewed the recommendations of this survey and supports its findings. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Installation of new signs will be required. The estimated cost is $500. Adequate funds are available in Street Maintenance expenditure account 14504-5141.008. ATTACHMENTS Resolution Engineering and Traffic Survey Location Map Page 2 Packet Pg. 27 6.a RESOLUTION NO. 15 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH SPEED LIMIT ON GOLDEN VALLEY ROAD, BETWEEN NEWHALL RANCH ROAD AND SEVENTY FEET NORTH OF CLAREMORE WAY WHEREAS, the California Vehicle Code Sections 22357 and 22358 permits a local authority, on the basis of an engineering and traffic survey, to establish prima facie speed limits on highways within their jurisdiction; WHEREAS, Section 40802 of the California Vehicle Code requires the speed limits be justified by an engineering and traffic survey every seven years to use radar or laser for enforcement; and WHEREAS, the effective and efficient use of radar and laser for traffic speed enforcement can enhance safety within the City of Santa Clarita. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the prima facie speed limit for Golden Valley Road, between 0 co Newhall Ranch Road and 70 feet north of Claremore Way, shall be fifty (50) miles per hour. SECTION 2. That staff shall distribute certified copies of the Engineering and Traffic Survey (Survey) to the Los Angeles County Sheriffs Department and the Los Angeles County Superior Courts. SECTION 3. That staff shall provide for the necessary signage changes to implement the provisions of the Survey. SECTION 4. That the Los Angeles County Sheriffs Department will conduct appropriate enforcement of the prima facie speed limit established by this resolution. SECTION 5.
