Approve the plans and specifications for the San Francisquito Creek Trail ADA Ramp Upgrade, Project T1016. 2. Award the construction contract to Toro Enterprises, Inc., in the amount of $318,693 and authorize a contingency in the amount of $31,869, for a total contract amount not to exceed $350,562. 3. Transfer Valencia Bridge and Thoroughfare (Fund 303) project savings in the amount of $180,000 from McBean Parkway Bridge Widening expenditure account S1037303-5161.001 into the San Francisquito Creek Trail ADA Ramp Upgrade expenditure account T1016303- 5161.001. 4. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The existing access ramp between eastbound Newhall Ranch Road and the west side of the San Francisquito Creek Trail provides trail access for pedestrians and bicyclists. This ramp is also used as part of the Santa Clarita Marathon route along the San Francisquito Creek Trail. This ramp currently does not comply with the requirements of the Americans with Disabilities Act (ADA) or the California Building Code due to its relatively short length and steep slope. Upgrading this ramp to meet ADA requirements will be a significant improvement for trail users and will provide code -compliant access from Newhall Ranch Road to the trail. Page 1 Packet Pg. 24 O An invitation to bid was prepared and published three times, January 30, February 10, and February 19, 2016, and was posted on the City of Santa Clarita's (City) website. Six bids were submitted to the City and opened on March 9, 2016. The results of the bids are shown below: Company Toro Enterprises, Inc. R.C. Access Pacific Location Bid Amount Oxnard, CA $318,693 Santa Clarita, CA $337,022 Glendora, CA $369,185 Long Beach, CA $389,743 Ventura, CA $413,442 Pasadena, CA $489,140 Staff recommends awarding the bid to Toro Enterprises, Inc., the lowest responsive bidder. This contractor possesses the required state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete. Upon approval of the requested transfer of $180,000, the total expenditure budget for the project will be $604,038. On November 10, 2015, the City Council approved the purchase of a portion of the Southern California Gas Company property needed to construct the ramp. The total estimated cost associated with the purchase of the property is $158,000, which includes a sale price of $135,936 and an additional $11,000 for escrow fees, title fees, appraisal fees, and due diligence costs; and $11,064 in engineering and right-of-way acquisition process costs. The remaining funds of $446,038 are identified for construction -related costs for the trail access ramp, including the construction contract in the amount of $350,562 inclusive of contingency, plus an additional $95,476 for related design and construction costs, including labor compliance services, staff oversight, construction engineering, inspection, and project management. While the City maintains a Support of Local Businesses policy that can be utilized by the City Council when warranted, the City is governed by the California Public Contract Code with regard to public works project procurement. In these types of procurements, the California Public Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead requires the contract be awarded to the lowest responsive bidder. This project supports the Santa Clarita 2020 strategic plan in the area of Sustaining Public Infrastructure. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Funds in the amount of $424,038 are currently appropriated in the San Francisquito Creek Trail ADA Ramp Upgrade, Project T1016 expenditure accounts as follows: General funds (60 1) of $24,038 in account T1016601-5161.001; Valencia Bridge and Thoroughfare (3 03) funds of Page 2 Packet Pg. 26 $158,000 in T1016303-5201.004 (Land Account), and $242,000 in T1016303-5161.001 (Contractual Services). The requested transfer of $180,000 in Valencia Bridge and Thoroughfare funds (303) project savings from 51037303-5161.001 to T1016303-5161.001 creates a total project budget of $604,038. This amount will adequately provide for all anticipated project expenditures, including property acquisition and related costs, award of the construction contract, construction support, geotechnical inspection, construction inspection, project administration, labor compliance, and miscellaneous project costs. Page F-29, CONCRETE STRUCTURES — Add the following: High early strength concrete shall be used in the construction of the retaining wall. The Contractor shall provide concrete mix designs for high early strength concrete. The proposed mix Page 1 of 3 rp designs and aggregate gradations shall be submitted per Section 2-5.3 of the SSPWC. The following requirements apply to high early strength in 4000 psi compressive strength concrete: (a) The concrete shall attain a seven-day strength such that the average of any three consecutive compressive strength tests shall be equal to or greater than 4000 psi, and not more than 10 percent of the tests shall be less than 4000 psi. No test shall be less than 85 percent of 4000 psi. (b) The concrete shall include a minimum of 610 pounds to a maximum of 750 pounds of Type I or 11 cement per cubic yard and a City -approved water -reducing admixture. Cement for concrete structures shall be Type I or II. The minimum concrete compressive strength at 7 days shall be 4000psi. Shotcretc shall not be used as an alternative construction method for reinforced concrete members unless otherwise specified. QUESTIONS Question: General Structural Note 6 of the retaining wall calls for continuous inspection by an engineer. Is the City providing the engineering service? Answer: Yes. The City will utilize the geotechnical of record, RT Frankian and Associates to provide continuous inspection during grading and retaining wall installation. Question: Does the Earthwork and Rough Grading quantity include mass excavation and remedial excavation? Answer: Yes. The quantity of 1,721 CY is the sum of the mass excavation fill quantity plus the remedial excavation. Question: Please clarify discrepancy between the specs and the geotechnical report regarding unsuitable excavation. Answer: Please use the recommendation beginning on page 4 of the soils report. Question: What is the color and texture of the CMU block? Answer: The color and texture shall be gray Oldcastle concrete block. Question: Does the City want the new asphalt installed in one - 3 inch lift or two — 1.5 inch lift? Answer: The new asphalt shall be installed in one -- 3 inch lift. Page 2 of 3 Question: What happens to the path north ofsawcut note 10 along the existing trail? Answer: This area is part of the future road and bridge widening and not a part of this scope of work. Question: Is the Contractor responsible for a temporary fence for the property owner? Answer: The Contractor shall protect the gas property at all times during construction. The permanent fence, bid item 16, eliminates the need for a temporary fencing. Question: There is a discrepancy between the plans and the soils report for the retaining wall drainage. Answer: This question will be addressed via Addendum 2 to be issued by 1/29/16. Question: Is the City supplying a designated borrow/disposal site for the project?
