Approve the 2016 Community Services and Arts Grants Committee's program funding recommendations, in an amount not to exceed $89,405 for Community Services Grants and $66,350 for Arts Grants, for a total of $155,755. 2. Transfer $5,755 from the Contingency account 19300-5401.001 to the grants expenditure account 15000-5171.001. 3. Ina separate vote, per the City Council's adopted policy/process, approve the Canyon Theatre Guild's Arts Grant, in an amount not to exceed $7,500. 4. Direct staff to execute Grant Program Agreements with agencies approved for funding. 5. Authorize the City Manager, or designee, to sign all documents pursuant to City Attorney approval. BACKGROUND For approximately 26 years, the City of Santa Clarita has provided funds for community organizations through the Community Services and Arts Grants program. Each year, a Grant Committee is assembled to determine funding categories, review and rate applications, and make final funding recommendations for community service and arts projects throughout Santa Clarita. At the September 25, 2012, City Council meeting, the City Council approved a streamlined process and policy for the Community Services and Arts Grants program. Most importantly, these changes reflected the compliance requirements under Government Code Sections 1090 and 1091 which deal with conflicts of interest in the contract -making process. Page 1 PacketPg. 29 Section 1090 provides that an officer or employee may not make a contract in which he or she has afinancial interest. Section 1091 addresses various "remote interest" exceptions whereby a Councilmember or Commissioner is considered to have a `remote interest" if he or she serves on the executive board of a nonprofit corporation applying for grant funding. When a remote interest exists, the Commissioner and/or Councilmember must disclose the interest on the record before City Council takes action on the contract/grant and the individual cannot influence or attempt to influence another member of the City Council with regard to the award of the contract/grant. Finally, a Councilmember with a "remote interest" must refrain from participating in the discussion or voting concerning such organization and a separate vote concerning any award to that organization will be conducted. Staffs recommendations for the Community Services and Arts Grants reflect this requirement. This year's Grant Committee for the Community Services and Arts Grants included Mayor Bob Kellar, Councilmember Marsha McLean, the late Parks, Recreation, and Community Services Commission Chair Duane Harte, Arts Commission Chair Patti Rasmussen, and a City staff member from the Community Development Department, City Manager's Office, and Economic Development Division. The Grant Committee selected Community Benefit as the priority funding focus area for this year's grant program and chose to continue previous funding limits of up to $5,000 per Community Services grant award and up to $7,500 per Arts grant award. With the adoption of the Fiscal Year 2015-16 budget, the City Council approved a budget for the Community Services and Arts Grants program of $150,000. The allocated amount for each grants program is $90,000 for Community Services and $60,000 for Arts. Community Services Grants - Twenty five (25) Community Service Grant applications were received, with grant requests totaling $124,405. This year's grant program includes a recommendation from the Grant Committee to fund 18 Community Services Grant applications totaling $89,405. Attachment A provides a list of proposed agencies and programs, including the funding recommendations for the 18 Community Services grant applications. Arts Grants - The Grant Committee selected to continue with two sub -categories for the Arts Grants program, City of Santa Clarita Presents and Community Arts. The City ofSanta Clarita Presents sub -category is for organizations who utilize the Santa Clarita Performing Arts Center at College of the Canyons for public artistic performances, and the Community Arts sub -category is for organizations that provide programs and projects for the benefit of the Santa Clarita community. Thirteen (13) Arts Grant applications were received, with 4 applications for the City ofSanta Clarita Presents sub -category and 9 applications for the Community Arts sub -category. The 13 Arts Grant applications received totaled a requested amount of $88,850. This year's grant program recommends funding 10 Arts Grant applications totaling $66,350. Attachment A includes a list of the 10 proposed agencies and programs, including the funding recommendations from the Grant Committee. As part of the process to select grant recipients, a combination of Grant Committee rankings and discussions selected the final proposed recipients. Grant Committee members felt it was important to recommend funding for as many proposals as possible. Consequently, they were Page 2 Packet Pg. 30 able to propose the funding of two additional grants that were tied in rankings in the Arts category by requesting an amount of $5,755 from the Contingency account, ensuring a benefit and broader reach into the community. ALTERNATIVE ACTION 1. City Council decline Community Services and/or Arts Grant funding. 2. Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended action to transfer $5,755 from Contingency account 19300- 5401.001, atotal of $155,755 will be available in the grants expenditure account 15000- 5171.001.
