Gould RECOMMENDED ACTION City Council: Approve the plans and specification for Copper Hill Park Restroom, Project P4015. 2. Award the construction contract to ODC Engineering and Technology for the Copper Hill Restroom, Project P4015, in the amount of $369,400 and authorize a 10% contingency in the amount of $36,940 for a total contract price not to exceed $406,340. 3. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND Copper Hill Park was annexed to the City of Santa Clarita (City) in 2012 as part of the North Copper Hill Annexation. Amenities currently available at the five and one half acre neighborhood park include a large turf area, concrete walking path, benches, parking lot, and trash enclosure. Upon assuming maintenance and programming of the park, staff identified a number of improvements to enhance the park. These improvements include a restroom building, play equipment, and drinking fountain. Upon award of this construction contract and related administrative costs, including design, inspection, and labor compliance monitoring costs, a balance of $141,000 is available for the purchase and installation of play equipment adjacent to the restroom building. The purchase and installation of the play equipment will be awarded as a separate contract, following the completion of the restroom construction. Page 1 PacketPg. 27 An invitation to bid for the original project scope was published two times: April 16, and April 27, 2016, and was noticed on the City website. Plans and specifications were also sent to area plan rooms. Six bids were submitted to the City and opened by Purchasing on May 17, 2016. Santa Clarita $472,400 Staff recommends the project be awarded to ODC Engineering and Technology, the lowest responsible bidder, in the amount of $369,400, and authorize a 10% contingency in the amount of $36,940, for a total contract amount not to exceed $406,340. The available budget of $607,650 is adequate to award the contract and cover the anticipated administrative expenses including design, inspection, and labor compliance monitoring, and future play area. ALTERNATIVE ACTION Other action as approved by City Council. FISCAL IMPACT Adequate funds are currently appropriated in the Copper Hill Park Restroom and Play Area Project P4015 expenditure accounts to provide for all anticipated project costs.
