HomeMy WebLinkAbout2016-01-26 - AGENDA REPORTS - CROSS VALLEY CONNECTOR VETERAN (2)0 Agenda Item: 4 CITY OF SANTA CLARITA Q) AGENDA REPORT CONSENT CALENDAR i, CITY MANAGER APPROVAL: 1 j=� DATE: January 26, 2016 SUBJECT: NAMING OF CROSS VALLEY CONNECTOR IN HONOR OF SANTA CLARITA VETERANS DEPARTMENT: City Manager's Office PRESENTER: Matthew Levesque RECOMMENDED ACTION City Council adopt a resolution to designate the portion of Newhall Ranch Road and Golden Valley Road, otherwise known as the Cross Valley Connector, within the City limits as the Santa Clarita Veterans Memorial Parkway and approach the City's state legislative delegation to introduce a measure to extend the designation to portions within California Department of Transportation right of way at Interstate 5 and State Route 14. BACKGROUND At the January 12, 2016, City Council Meeting, the City Council directed staff to place an item on the agenda for afuture meeting to discuss the designation of the Cross Valley Connector as the Santa Clarita Veterans Memorial Parkway in honor of the more than 10,000 service men and women that reside in Santa Clarita. The Cross Valley Connector is an 8.5 mile segment of roadway within the City of Santa Clarita which traverses from Newhall Ranch Road from its junction at Interstate 5 to Golden Valley Road and Golden Valley Road from its conjunction with Newhall Ranch Road to its junction with State Route 14. A map of the proposed designation is attached to this report. Since the completion of the project in 2010, the Cross Valley Connector has provided a critical transportation link across the Santa Clarita Valley and alleviated traffic on both the City's adjacent freeways and local roadways. Other designations along the Cross Valley Connector that have received formal recognition include the Fallen Warriors Memorial Bridge, which was dedicated by the City Council on May 26, 2011. The Fallen Warriors Memorial Bridge connects Newhall Ranch Road and Golden Valley Road and was dedicated in honor of the service men and women who lost their lives in Page 1 PacketPg. 24 Iraq and Afghanistan. Additionally, at the request of the City Council, the California Legislature adopted Assembly Concurrent Resolution 89 on September 15, 2015, to designate the Golden Valley Road Bridge over State Route 14 in honor of long-time Santa Clarita resident and community leader Connie Worden-Roberts. Because portions of the Cross Valley Connector that overlap with Interstate 5 and State Route 14 fall within the jurisdiction of the California Department of Transportation (Caltrans), formal recognition of the proposed Santa Clarita Veterans Memorial Parkway will require passage of a resolution by the State Legislature in order for the eastern and western most portions of the Cross Valley Connector to be recognized, which is an equivalent process that was required to secure designation of the Golden Valley Road Bridge over State Route 14 as the Connie Worden- Roberts Memorial Bridge. The process of adopting a resolution by the Legislature follows a similar process as an item of legislation, making it difficult to determine the length of the time required for both the Senate and Assembly to pass the resolution. According to Caltrans, most resolutions of this type are successfully passed within the same legislative session in which they were introduced. ALTERNATIVE ACTION 1. Do not adopt a resolution and pursue legislative recognition of the Cross Valley Connector as the Santa Clarita Veterans Memorial Parkway. 2. Other action as determined by the City Council. FISCAL IMPACT No additional resources beyond those contained within the adopted Fiscal Year 2015/16 City budget, are required for implementation of the recommended action. ATTACHMENTS Resolution Recognizing the Santa Clarita Veterans Memorial Parkway Map of Proposed Santa Clarita Veterans Memorial Parkway 0 Page 2 Packet Pg. 25 4.a RESOLUTION NO. 16 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DESIGNATING THE CROSS VALLEY CONNECTOR AS THE SANTA CLARITA VETERANS MEMORIAL PARKWAY WHEREAS, the residents of the City of Santa Clarita owe a great deal of gratitude toward the service men and women of our community for their bravery; and WHEREAS, the Santa Clarita Valley is home to more than an estimated 10,000 military veterans and their families; and WHEREAS, these service men and women have served their country by making tremendous sacrifices in order to maintain the freedom, strength and independence of our country; and WHEREAS, these selfless men and women deserve recognition to commemorate n their courage and patriotism; and a WHEREAS, veterans greatly contribute to the quality of life in the City of Santa Clarita through their investment in the City, community involvement and volunteerism in a variety of civic activities. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Newhall Ranch Road from its junction at Interstate 5 to Golden Valley Road and Golden Valley Road from its conjunction with Newhall Ranch Road to its junction with State Route 14, currently known as the Cross Valley Connector, shall be designated as the Santa Clarita Veterans Memorial Parkway in honor of the service these men and women have provided our great nation. SECTION 2. The City Manager is designated with seeking formal recognition by the California Legislature and installing appropriate commemorative markers. SECTION 3. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this 26a' day of January 2016.
