Approve Final Tract Map for Tract No. 60258. 2. Accept on behalf of the public: the offer of dedication for ownership in Fee Simple all of Lot 18 and Lot 19; the right to restrict direct vehicular ingress and egress to Golden Valley Road; the offers of dedication of the easements for covered storm drain, appurtenant structures, ingress and egress purposes; the easements for flood control purposes; the easement for storm drain ingress and egress purposes; the easement for drainage purposes; the easements for landscape maintenance purposes; the easement for public use and trail purposes; the easement for public use and road purposes; the right to prohibit any and all allowable uses within open space; the right to restrict construction within the restricted use areas; and the right to restrict construction within the flood hazard areas. 3. Make findings as follows: (a) this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code. 4. Instruct the Deputy City Manager to endorse the Special Assessment Statement on the face of Final Tract Map for Tract No. 60258, which indicates all special assessments levied by the City of Santa Clarita are paid. Instruct the City Clerk to endorse the City Clerk's Statement on the face of Final Tract Map for Tract No. 60258, which embodies the approval of said map and the acceptance of the dedications shown thereon. 6. Instruct the City Engineer to endorse the City Engineer's Statement on the face of Final Tract Map for Tract No. 60258, which provides for verification of substantial conformance with the Tentative Tract Map and all provisions of local ordinances and state laws applicable at the time of approval. 7. Authorize the City Manager to execute all documents necessary, subject to City Attorney approval, to dispose of any portion of Lot 19 shown on Tract No. 60258 if alternative access to the Santa Clara River is available. BACKGROUND Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final or parcel map if it was previously approved as a tentative tract map for the proposed subdivision and if it finds the final map is in substantial compliance with the previously approved tentative tract map. The Final Tract Map for Tract No. 60258, an exhibit of which is attached hereto, has been reviewed by staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. It was approved as a tentative tract map by the Planning Commission on April 16, 2013. A revised tentative tract map was approved by the City Council on July 14, 2015. The Final Tract Map consists of approximately 76.41 acres and is located south and east of Golden Valley Road. The map consists of 21 lots and allows for 154 residential units, a senior center, and expansion to the previously approved YMCA. At this time, all parcels are vacant. A Covenant and Agreement to develop the property to include components of community benefit, between the City of Santa Clarita and Ermine Street, LLC was recorded December 2, 2014, as Instrument No. 20141289648. In compliance with the Covenant and Agreement, Lot 1 and Lot 2 of Tract No. 60258 will be granted to YMCA of Metropolitan Los Angeles and Santa Clarita Valley Committee on Aging Corporation, respectively. The Final Tract Map was reviewed to the satisfaction of the City Engineer and found to be in substantial conformance with the previously approved tentative tract map. The conditions of approval established by the City of Santa Clarita were also met and fees have been and/or will be paid as indicated on the attached Fact Sheet. Bridge and Thoroughfare fees are required to be paid prior to issuance of building permits. Therefore, the Final Tract Map is ready for City Council approval and acceptance of the dedications. A water supply verification has been issued by the Board of Directors of the Castaic Lake Water Agency pursuant to Resolution No. 3078, adopted December 9, 2015. Page 2 Packet Pg. 24 ALTERNATIVE ACTION Staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The public streets shown on the Final Tract Map for Tract No. 60258 will be dedicated to the City of Santa Clarita (City). The maintenance of these streets will have minimal impact on the City's street maintenance budget. The developer shall pay Bridge and Thoroughfare, Transit, and Quimby fees in place prior to issuance of building permits. A Delaware Limited Liability Company Trails/Paseos: Trail requirements are being met by the construction of a trail along the north side of the Santa Clara River. Streets: This map is dedicating a small portion of Santa Clara Street, which has already been constructed. B&T Fees: The developer shall pay the applicable Bridge and Thoroughfare (B&T) Fee(s) prior to issuance of building permits. Transit Fees: The developer shall pay the applicable Transit Mitigation Fee(s) prior to issuance of building permits. Quimby Fees: The developer shall pay the applicable Quimby Fee(s) prior to issuance of building permits.
