RECOMMENDED ACTION
City Council:
1. Approve Hometown Heroes Military Banner Program and direct City Manager to implement
Program.
2. Transfer funds in the amount of $4,592.50 from Contingency Account 19300-5401.001 to
Communications Expenditure Account 11500-5161.005 to fund 11 Gold Star banners for
year one.
BACKGROUND
At the City Council meeting on December 8, 2015, Mayor Kellar requested an item be agendized
to create a program to recognize currently -serving military from Santa Clarita that was cost -
neutral to the City.
In an effort to visually recognize currently -serving military personnel from our community, the
Hometown Heroes Military Banner Program, whereby streetlight pole banners would be hung
Citywide is being proposed.
The proposed Hometown Heroes Military Banner Program would operate as a component of the
City's existing vendor agreement with AAA Flag and Banner. Through this program, currently
serving military personnel from Santa Clarita and/or their family would have the opportunity to
contract with AAA Flag and Banner to fabricate a single, double -sided 3' x 6' banner which
would be hung as part of this program.
The cost of this proposed program including banner fabrication, installation, and removal would
be individually borne by each requesting individual. Consistent with the terms of the City's

current agreement, AAA Flag and Banner has established an annual cost to offer this program.
The cost for printing and hanging a banner for one year at three separate times would be $417.50
plus tax. The second year would be $232.50 (using the same banner) for three hangings.
Individuals or their families requesting a military banner would have the option to select one of
four locations in the community where their banner can be hung: Canyon Country (Soledad
Canyon Road from Camp Plenty to Canyon Country Park); Newhall (Lyons Avenue from the I-5
to Main Street); Saugus (Bouquet Canyon Road from Soledad Canyon Road to Festividad
Drive), or Valencia (Valencia Boulevard from McBean Parkway to Magic Mountain Parkway).
The City currently maintains an agreement with AAA Flag and Banner Company to manage the
installation of streetlight poles and Paseo bridge banners within the public right-of-way. Under
the terms of this agreement, qualifying non -profits directly contract with the City's vendor and
assume all costs for the fabrication, hanging, and removal of banners.
The proposed banners would be two-sided and feature the qualifying military personnel's name,
rank, branch of military and color photo. The banners would remain up for a minimum of three
weeks, three times per year on military -related holidays: Memorial Day, 4t' of July, and Veterans
Day, which are three holidays most military -related (and would keep the cost to banner sponsors
down).
The City currently places 300 American flags on major thoroughfares five times per year:
Presidents' Day, Memorial Day, Flag Day/4th of July, Labor Day, and Veterans Day. The
proposed military banners would be in addition to the 300 flags.
In reviewing the proposed program with the Mayor and Mayor Pro -tem, it was suggested that the
City's Fallen Warrior Memorial Bridge would be reserved exclusively for hanging banners in
honor of designated Gold Star Soldiers (currently 11 members) and would coincide with the
same installation and removal schedule as the Hometown Heroes Military Banners. This would
be the only portion of the program that is being recommended to be funded by the City.

FISCAL IMPACT
A transfer of $4,592.50 from Contingency Account 19300-5401.001 is necessary to support this
program. Upon approval of the recommended action, the budget will be adjusted accordingly.

The Hometown Heroes Military Banner Program was established by the City of
Santa Clarita to honor and recognize currently serving, active military personnel
from the Santa Clarita Valley.
To qualify, honorees must meetthe following active requirements:
• Active duty military personnel from the United States Armed Forces, AND
• Current Santa Clarita resident, OR
• Immediate family member of current Santa Clarita resident
(husband/wife, son/daughter, grandson/granddaughter)
(military honoree must have lived in the Santa Clarita Valley at some point)
As an ongoing program, applications will be accepted at anytime bythose who
wish to purchase a banner. Banners may be purchased by individuals or
organizations that are responsible for the full cost of the banner. No sponsor
names are permitted on the banner.
