I0009 - APPROVE PLANS AND SPECIFICATIONS AND AWARD
CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the Intelligent Transportation System Phase IV,
Project I0009.
2. Award the Intelligent Transportation System Phase IV construction contract to Sturgeon
Electric California, LLC, in the amount of $1,992,900 and authorize a contingency in the
amount of $199,290, for a total contract amount of $2,192,190.
3. Award the contract for the Traffic Management System to McCain, Inc., in the amount of
$227,625 and authorize a contingency in the amount of $22,763, for a total contract amount
not to exceed $250,388.
5. Adopt a resolution requesting an allocation and payment of County Aid -To -Cities Funds
from the County of Los Angeles to the City of Santa Clarita.
6. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
In February 2015, the City of Santa Clarita (City) executed a Letter of Agreement with the Los
Angeles County Metropolitan Transportation Authority (Metro) for Proposition C grant funds for
the design and construction of the Intelligent Transportation System (ITS) Phase IV. The ITS
Phase IV project builds upon the successes of the previously completed ITS Phases I to III. This

phase will install the necessary infrastructure to continue expanding the traveler information data
collection, integration, and dissemination systems in the City.
The goal of this project is to enhance the existing communication system by installing system
detection equipment and adaptive traffic signal systems at various intersections. The project
includes installing system detection at 10 intersections, re -synchronizing traffic signals at 39
intersections along Golden Valley Road, Newhall Ranch Road, Copper Hill Drive, and Rye
Canyon Road and deploying an adaptive traffic signal performance measurement system at 12
intersections along Copper Hill Drive, Rye Canyon Road, and Seco Canyon Road.
The ITS Phase IV project will continue to improve the City's congestion management program.
The synchronizing of traffic signals on high volume arterials will give vehicles as many
consecutive green lights as possible. By closing gaps in the City's network and installing fiber
optic equipment along select corridors, this project will create a redundant, hardwired
communication system which will allow the City to manage traffic operations more effectively.
The project will also implement an adaptive system with capabilities to measure performance of
the traffic signals on select routes for the City to better optimize the timing on the routes. Finally,
the project will include additional system detection to expand the City's ability to actively
manage traffic and add routes for arterial travel time data collection and analysis.
This project supports the goal of Building and Creating Community in the City's five-year
strategic plan, Santa Clarita 2020. As a part of the design of this project, the City updated the ITS
Master Plan, which provides a road map that will guide the City through the next 15 years in the
development and deployment of traffic signals and ITS systems for operation, maintenance, and
management.
The City's updated ITS Master Plan evaluated the seven available traffic management systems
and identified the McCain's Transparity System as the top ranked system. This system most
closely met the City's operational and performance criteria. As a result, staff recommends
awarding the Traffic Management System contract to McCain, Inc., to implement their traffic
management system, Transparity, as part of this project.
An invitation to bid was prepared and published three times, on July 26, 28, and 29, 2016, and
posted on the City's website. Plans and specifications were also sent to area plan rooms for
distribution to additional firms. Bids were submitted to the City and opened by Purchasing on
August 30, 2016. The results of the bids are shown below:

license and is in good standing with the Contractors State License Board. The bid from Sturgeon
Electric California, LLC, was reviewed for accuracy and conformance to the contract documents
and found to be complete.
The construction contingency requested will cover the cost for unforeseen site conditions, such
as potential utility conflicts, abandoned utilities not shown in record drawings, and change order
requests made by the contractor.
The County of Los Angeles has appropriated funds and provided the attached resolution to give
the City $5,459 for the ITS Phase IV project as part of their Aid -To -Cities for signal
synchronization, transportation system management projects, and congestion management
project that will improve regional traffic mobility.
The current budget of $3,277,304 is sufficient to award the ITS Phase IV contract of $2,192,190,
to Sturgeon Electric, LLC, and the Traffic Management System contracts of $250,388 to
McCain, Inc., including contingencies, and to provide for all anticipated project costs, including
project administration and support items, such as construction and environmental support,
survey, inspection, and labor compliance.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are currently appropriated in project expenditure accounts I0009230-5161.001,
I0009232-5161.001, I0009259-5161.001, I0009260-5161.001,10009265-5161.001, and
I0009601-5161.001.

COUNTY AID -TO -CITIES FUNDS FROM THE COUNTY OF LOS ANGELES TO
THE CITY OF SANTA CLARITA
WHEREAS, the County of Los Angeles has appropriated certain funds to the City

Phase IV project that will improve regional traffic mobility in accordance with the County
Board of Supervisors' policy regarding the use of said County Aid -to -Cities funds.
Section 2. After the County Board of Supervisors approves said allocation, and
the funds are made available, the County is requested to send such allocated amounts
to the City when claimed. The City will begin using the funds for said project according
to the terms of the allocation.
Section 3. The City Clerk of Santa Clarita is directed to forward a certified copy
of this resolution to the County Director of Public Works for processing.

In accordance with AGENCY's NOTICE INVITING BIDS, the undersigned BIDDER hereby proposes to
furnish all materials, equipment, tools, labor, and incidentals required for the above -stated project as set
forth in the plans, specifications, and contract documents therefore, and to perform all work in the
manner and time prescribed therein.
BIDDER declares that this proposal is based upon careful examination of the work site, plans,
specifications, INSTRUCTIONS TO BIDDERS, and all other contract documents. If this proposal is
accepted for award, BIDDER agrees to enter into a contract with AGENCY at the unit and/or lump sum
prices set forth in the following BID SCHEDULE. BIDDER understands that failure to enter into a

The award of contract, if made, will be to the lowest responsible BIDDER determined solely by the
AGENCY as follows:
The Basis of award of the contract shall be the CONTRACTOR's BASE BID PLUS ALL ADD
ALTERNATES. The Agency reserves the right to award the contract for the base bid and those alternates, if
any, which the City may select in its sole discretion. The Agency also reserves the right to add any of the
additive alternates by Contract Change Order at any time during the project up to the last contract working
day. The BIDDER agrees to hold all unit prices bid for Additive Alternates constant throughout the duration
of the project up to the last contract working day. No additional compensation will be allowed for Alternates
added by Contract Change Order beyond the amount shown on the original bid.
Additionally, the ANGECY reserves the right to reject any or all proposals, delete portions of any and
all bids, to waive any irregularity, and to take the bids under advisement for a period of NINETY (90)
days, all as may be required to provide for the best interest of the AGENCY.
