SUBJECT: RESOLUTION AUTHORIZING THE INSTALLATION OF
MULTIWAY STOP CONTROLS FOR THE INTERSECTIONS OF
DOROTHY STREET AT FLORENCE LANE, LANGSIDE AVENUE
AT DOROTHY STREET, AND LANGSIDE AVENUE AT ERMINE
STREET

RECOMMENDED ACTION
City Council adopt a resolution authorizing the installation of multiway stop controls for the
following intersections:
1. Dorothy Street at Florence Lane
2. Langside Avenue at Dorothy Street
3. Langside Avenue at Ermine Street
BACKGROUND
The recent completion of Golden Valley Road, connecting Newhall Ranch Road and Plum
Canyon Road, has led to a change in traffic patterns within the neighborhood near Dorothy
Street. Residents now have new alternatives for access to and from their homes. As a result,
traffic volumes have increased on Dorothy Street from approximately 1,500 to over 3,000
vehicles a day. Similarly, traffic volumes have also increased on Langside Avenue.
Staff received complaints from area residents regarding the higher traffic volumes, speeding, and
an overall impact to their quality of life. The Los Angeles County Sheriff's Department has
continued to maintain a strong presence on these roadways, and City of Santa Clarita (City) staff
has often deployed the Public Awareness Radar Educational Trailer (PARET) to help reduce
violations and educate motorists.
Both Dorothy Street and Langside Avenue meet the California Vehicle Code (CVC) definition of
a residential district. Staff conducted a study based on the City's resolution establishing
multiway stop sign warrants for residential streets for each intersection. The study included the

evaluation of vehicular and pedestrian volumes, collision history, and sight visibility at the
intersections.
All necessary requirements were met for the installation of multiway stop controls at the
following intersections:
1. Dorothy Street at Florence Lane
2. Langside Avenue at Dorothy Street
3. Langside Avenue at Ermine Street
The new multiway stop controls will improve traffic circulation and safety for both motorists and
pedestrians.
In addition, staff will continue to work with area residents to develop a plan for potential traffic
calming measures on the affected streets. A neighborhood meeting has been scheduled for
January 13, 2016, to present possible alternatives and receive neighborhood feedback. The result
of the meeting and the subsequent input from the residents will be presented to the City Council
in March 2016.

Other action as determined by the City Council.
FISCAL IMPACT
The total estimated cost for these installations, including labor and material, is approximately
$3,000. Adequate funds for the installations are currently available in the Streets Maintenance
Striping Account 14504-5111.010.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS
FOR THE INTERSECTIONS OF DOROTHY STREET AT FLORENCE LANE, LANGSIDE
AVENUE AT DOROTHY STREET, AND LANGSIDE AVENUE AT ERMINE STREET
WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to
designate any intersection under their exclusive jurisdiction as a stop control intersection; and
WHEREAS, traffic operations in the Dorothy Street neighborhood will benefit from
the installation of multiway stop controls at the intersections of Dorothy Street at Florence Lane,
Langside Avenue at Dorothy Street, and Langside Avenue at Ermine Street.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That the intersections of Dorothy Street at Florence Lane, Langside
Avenue at Dorothy Street, and Langside Avenue at Ermine Street be designated as multiway
stop -controlled intersections. Traffic on all approaches of each intersection shall be required to
stop before entering the intersections.
SECTION 2. That the stop designations, as provided herein, shall apply when
appropriate signs and pavement markings, giving adequate notice hereof, have been placed as
described in Section 1.
SECTION 3. That staff shall install all the necessary signs and pavement markings to
affect this resolution.
SECTION 4. The City Clerk shall certify to the adoption of this resolution.
