Special Meeting Minutes Tuesday, December 8, 2015 5:00 PM City Council Chambers CALL TO ORDER The meeting was called to order at 5:06 p.m. by Mayor Marsha McLean R ROLL CALL All Councilmembers were present. FLAG SALUTE Mayor McLean led the flag salute. o U VALENCIA HIGH SCHOOL CHAMBER CHOIR a City Council and members of the public were entertained by the Valencia High School Chamber c Choir. REMARKS BY OUTGOING MAYOR Mayor McLean commented on the City's 2015 accomplishments. PRESENTATION TO OUTGOING MAYOR BY CITY MANAGER City Manager Ken Striplin presented the outgoing Mayor with a gift of a charm bracelet commemorating her year as Mayor and commented on highlights of the Mayor's accomplishments. PRESENTATION TO OUTGOING MAYOR ON BEHALF OF NON -CITY OFFICIALS Addressing the outgoing Mayor on behalf of Non -City Officials was Assemblymember Scott Wilk; Vanessa Wilk representing State Senator Sharon Runner; Castaic Lake Water Agency Board President Tom Campbell; Michelle Jenkins and Bruce Fortin representing Santa Clarita Community College District Board of Trustees; William S. Hart School District Governing Board President Bob Jensen; Wyatt Woodson representing Congressman Steve Knight; Rosalba Gonzalez representing State Senator Fran Pavley; Dave Perry representing Supervisor Michael Antonovich; Holly Schroeder representing the Santa Clarita Valley Economic Development Corporation; Terri Crain and Sue Nevins representing the Santa Clarita Valley Chamber of Commerce; and Andy Fried, Chairman of the Board for Safe Action for the Environment. OUTGOING MAYOR TURNS GAVEL OVER TO CITY CLERK Mayor McLean turned the gavel over to City Clerk Kevin Tonoian. CITY CLERK OPENS NOMINATIONS FOR MAYOR FOR 2016 Kevin Tonoian, City Clerk, opened the nominations for the office of Mayor. Generated 11412 01 6 3:37 PM Packet Pg. 10 0 Special Meeting Tuesday, December 8, 2015 5:00 PM Motion to: Nominate Mayor Pro -Tem Kellar for Mayor RESULT: APPROVED [UNANIMOUS] MOVER: Laurene Weste, Councilmember SECONDER: Marsha McLean, Mayor AYES: McLean, Kellar, Acosta, Boydston, Weste CITY CLERK SWEARS IN NEW MAYOR City Clerk Kevin Tonoian administered the Oath of Office and handed the gavel to incoming Mayor Kellar. PUBLIC PARTICIPATION Addressing the Council on this item was Ingrid Boydston, Deanna Hannashiro, Alan Ferdman, Steve Petzold, Diane Trautman, Moazzem Chowdhury, Patrick Mannion, James Farley, David Putnam, Andrew Taben, Cam Noltemeyer, Valerie Thomas, Carl Boyer, Allan Cameron, Annette Lucas, Douglas Fraser, Patti Sulpizio, and Stacy Fortner. Twelve written comment cards and nineteen email messages were received regarding the Mayor Pro -Tem position. NEW MAYOR OPENS NOMINATIONS FOR MAYOR PRO TEM Mayor Kellar opened the nominations for Mayor Pro Tem. Motion to: Nominate Councilmember Acosta for Mayor Pro -Tem RESULT: APPROVED [4 TO 11 MOVER: Laurene Weste, Councilmember SECONDER: Marsha McLean, Mayor AYES: Marsha McLean, Bob Kellar, Dante Acosta, Laurene Weste NAYS: TimBen Boydston Councilmember Boydston clarified his "no" vote was made as a matter of principal and indicated his belief that Councilmember Acosta would make a fine Mayor Pro Tem.
