DISTRICT ANNEXATION NOS. 2015-06 AND 2015-07

RECOMMENDED ACTION
City Council adopt two Joint Resolutions approving and accepting the exchange of property tax
revenue resulting from Newhall County Water District Annexation Nos. 2015-06 and 2015-07.
The Los Angeles County Executive Office requests that the City of Santa Clarita staff process
and receive City Council approval of the joint tax transfer for the Newhall County Water District
Annexation Nos. 2015-06 and 2015-07.
The Newhall County Water District (District) is one of four water purveyors in the Santa Clarita
Valley and supplies a population of over 45,000 with over 9,700 service connections.
To provide water service to property located outside of the District's service area, the boundary
must be expanded through the annexation process. As part of this process, a tax -sharing
resolution to provide the required funding to the District is adopted by the public agency
responsible for providing services to the subject property.
Pursuant to Section 99 of the Revenue and Taxation Code, for specified jurisdictional changes,
the governing bodies of the affected agencies shall determine the amount of property tax revenue
to be exchanged between the affected agencies. The Los Angeles County Auditor -Controller
Office determined the amount of property tax revenue to be exchanged based off of the similar
tax rates in the areas near to the District Annexations Nos. 2015-06 and 2015-07.
Below are the annual tax increment percentages attributable to the land areas involved in the
corresponding annexation, which will be transferred to the District.
• 0.0879902% for Annexation No. 2015-06

For this total, the City of Santa Clarita (City) is contributing the following percentage of its
future revenues from the annual tax increment for the annexation areas:
• 0.0092969% for Annexation No. 2015-06
• 0.0087536% for Annexation No. 2015-07
There is a separate tax -sharing resolution for the Santa Clarita Public Library (Library). The
following is the percentage of the annual tax increment attributable to the land area involved in
this annexation and the percentage of future revenues from the annual tax increment for these
annexation areas:
• 0.0033768% for Annexation No. 2015-06
• 0.0035943% for Annexation No. 2015-07
The annexation consists of the following (see attached resolutions with corresponding map):
• Annexation No. 2015-06 - District -owned property with one existing booster pump
station facility on 0.10 acres of land located south of Newhall Ranch Road and west of
Gateway Village.
Annexation No. 2015-07 - District -owned vacant property totaling 2.43 acres located
south of the SR14 Freeway at Sand Canyon Road on-ramp.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
As proposed, the annexations to the Newhall County Water District will have minimal fiscal
impact to the future tax increment revenue to the City.

APPROVING AND ACCEPTING THE NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUE
RESULTING FROM ANNEXATION NO. 2015-06 TO THE

WHEREAS, pursuant to
Section 99 of
the Revenue and Taxation Code,
for specified

agencies shall negotiate and
determine the
amount of property tax revenue to
be exchanged
between the affected agencies; and
WHEREAS, the Board of Supervisors of the County of Los Angeles, as the governing body
of the County, the Los Angeles County Consolidated Fire Protection District, and Los Angeles
County Flood Control District, and the governing bodies of the Newhall County Water District; City of
Santa Clarita; Santa Clarita Valley Sanitation District of Los Angeles County; Greater Los Angeles
County Vector Control District; and Castaic Lake Water Agency, have determined the amount of
property tax revenue to be exchanged between their respective agencies as a result of the Newhall
County Water District Annexation No. 2015-06, as set forth below:
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The negotiated exchange of property tax revenue between the County of Los Angeles, a
as the governing body of the County, Consolidated Fire Protection District and Flood Control District;
Newhall County Water District; City of Santa Clarita; Santa Clarita Valley Sanitation District of Los
Angeles County; Greater Los Angeles County Vector Control District; and Castaic Lake Water
Agency resulting from Annexation No. 2015-06, is approved and accepted. v

2. For the fiscal year commencing in the year after the filing of the statement of boundary a
change for Annexation No. 2015-06, with the Board of Equalization pursuant to Government Code
sections 54902 and 57204, and every fiscal year thereafter, 0.000879902 of the annual property tax w
growth in Tax Rate Area 15359, shall be transferred from the affected taxing entities as specified in y
the Attachment, to the Newhall County Water District as a result of Annexation No. 2015-06 to the o
District. The other affected taxing entities' shares of property taxes in Tax Rate Area 15359 shall be 3:
adjusted as specified in the Attachment. v

3. There shall be no additional transfer of property taxes as a result of w

4. No transfer of property tax revenues from properties within a community redevelopment �
project, which are deposited into a Redevelopment Property Tax Trust Fund (as created by w
California Health & Safety Code section 34170.5(b)) shall be made during the period that such
revenues are legally committed for repayment of Enforceable Obligations (as defined by California w
Health & Safety Code section 34171 (d)).
5. If at any time after the effective date of this resolution, the calculations used herein to
determine initial property tax transfers or the data used to perform those calculations are found to be
incorrect, thus producing an improper or inaccurate property tax transfer, the property tax transfer
shall be recalculated and the corrected transfer shall be implemented for the next fiscal year, and
any amounts of property tax received in excess of that which is proper, shall be refunded to the
appropriate agency. d

The property is located in an urbanized area with no significant habitat or vegetation. The property consists of an
access road and a portion of Newhall County Water District N-4 Booster Station a connection to state water
through Castaic Lake Water Agency. Zoned as vacant land the property is generally located to the northwest of
the Interstate 5 and south of Newhall Ranch Road. The property is within the jurisdictional boundary of the City of
Santa Clarita approximately .10 acres in size and is zoned SCSP (2) (Vacant Land). Property to the east, south,
west and northwest consists of developed commercial industrial land. A property to the north is currently vacant
and zoned as vacant land.

2.43 acres in size and is generally located to the north of the Lost Canyon Road southwesterly of
Prairie Lane. It lies southerly of State Route 14. The property is within the jurisdictional boundary
of the City of Santa Clarita and is zoned SCBP (PD) (Vacant Land). Property to the south consists
vacant land and the Santa Clara River. Properties to the east and west are vacant.
