RECOMMENDED ACTION
City Council:
1. Approve the proposed traffic -calming plan for Dorothy Street and Ermine Street.
2. Adopt a resolution for the installation of multiway stop controls on Ermine Street at
Northbrook Avenue.
3. Authorize staff to work with residents of Langside Avenue and Meadowcreek Road to install
speed cushions on their streets, as determined by additional traffic studies.
4. Authorize the sole source purchase of speed cushions and related materials from Traffic
Logix, Inc., in an amount not to exceed $70,000.
5. Increase Gas Tax Miscellaneous Revenue Account 230-4621.001 by $30,000, and increase
General Fund Miscellaneous Revenue Account 100-4621.001 by $70,000.
6. Appropriate $30,000 to Street Maintenance Expenditure Account 14504-5201.002 and
appropriate $70,000 to Traffic Admin Expenditure Account 14400-5161.001.
BACKGROUND
As a condition of the Five Knolls development, the developer was required to complete Golden
Valley Road between Newhall Ranch Road and Dorothy Street (the connection at Dorothy Street
is within the unincorporated area of Los Angeles County). While this new roadway connection
has resulted in changes to traffic patterns within the existing adjacent neighborhood, these
changes were anticipated during the Five Knolls entitlement process.

The project developer was conditioned to provide for traffic -calming features on Dorothy Street
and Ermine Street and within the surrounding neighborhood to the satisfaction of the Director of
Public Works. The City of Santa Clarita (City) determined this condition could be satisfied with
the payment of an in -lieu fee in the amount of $100,000 to be utilized by the City for the
installation of traffic -calming features along the subject streets.
In anticipation of its completion and subsequent opening, staff recently collected traffic data
within the adjacent residential neighborhood before and after the completion of Golden Valley
Road. The data indicated traffic volumes increased from 1,650 vehicles per day to 3,250 vehicles
per day on Dorothy Street just east of Golden Valley Road. Ermine Street opened to traffic to
access Golden Valley Road on February 3, 2016. Traffic volumes on Ermine Street just east of
Golden Valley Road quickly rose from 220 vehicles per day to 1,260 vehicles per day. The
opening of Ermine Street did provide some relief to the traffic on Dorothy Street, as the traffic
volume fell to 2,870 vehicles per day. Attachment 1 illustrates the changes in daily traffic
volumes and vehicular speeds on Dorothy Street and Ermine Street.
Consequently, City staff developed a comprehensive traffic -calming plan to address these
changes in traffic patterns. This plan includes four new multiway stop -controlled intersections,
three of which were previously approved by City Council on January 12, 2016 (Langside
Avenue at Ermine Street, Langside Avenue at Dorothy Street, and Dorothy Street at Florence
Lane), and the installation of 12 sets of speed cushions. Staff is proposing making the
intersection of Ermine Street and Northbrook Avenue the fourth multiway stop -controlled
intersection. Staffs evaluation determined the installation of multiway stop controls at this
intersection would improve safety and traffic operations. This location is also compatible with
the three previously installed multiway stop -controlled intersections. In addition to the proposed
multiway stop controls, the installation of speed cushions will further enhance traffic safety and
circulation within the neighborhood. Attachment 2 illustrates the proposed traffic -calming plan.
An invitation letter and a reminder letter were sent in advance to the affected residents regarding
a public meeting, held on January 13, 2016, at Skyblue Mesa Elementary School. All homes
fronting Ermine Street and Dorothy Street between Golden Valley Road/Langside Avenue and
Langside Avenue between Dorothy and Ermine Streets received these notices, samples of which
are attached as Attachments 3 and 4.
Approximately 40 people attended and viewed exhibit stations with information about traffic
volumes, vehicle speeds, future speed humps, stop sign locations, and their design and
construction in this area. City staff was available to explain the plan and answer any questions.
Two Los Angeles County staff members, including a representative from the Board of
Supervisors Fifth District office, attended and supported the event (as a portion of the impacted
community is in unincorporated Los Angeles County). The attendees were highly in favor of the
proposed traffic -calming measures and locations as prepared by staff. Some questions and
suggestions were raised at the public meeting via comment cards, a petition, a submitted letter,
and dialogue with staff.
Following the public meeting, a letter summarizing the outcome of the meeting was sent to the
affected residents on January 26, 2016. The letter indicated staff would be implementing the

same traffic -calming measures, as illustrated at the meeting, and provided for a comment period.
In addition, the residents were notified this matter would be presented to the City Council on
March 8, 2016. The letter included diagrams illustrating traffic and speed data, the locations of
proposed speed cushions and stop signs, and construction details of the proposed speed cushions.
A copy of this letter is attached as Attachment 5. Residents were requested to contact staff if they
had any comments or concerns regarding the plan. In follow up to this letter, the City received
calls from three residents with questions and additional requests. Staff plans to review the
conditions after the implementation of the traffic -calming plan and take further action as
necessary.
The Los Angeles County Department of Public Works, Traffic and Lighting Division have also
shown support for this traffic -calming plan. They indicated no additional approvals are necessary
from their Board of Supervisors. hi addition, staff received no notices or objections from the
local offices of the Los Angeles County Fire Department, after bringing this proposed traffic -
calming plan to their attention.
Upon approval by the City Council, City staff will proceed with ordering the necessary supplies
to install the 12 speed cushions at locations for both the City and County jurisdictional areas. The
speed cushions will be made as a sole source order from Traffic Logix, Inc., of Spring Valley,
New York. The sole source order will be made, as this product was used successfully within the
Benz Road/Alaminos Drive neighborhood, City staff is familiar with the installation process,
and the City would have one consistent product to maintain and keep an inventory of materials.
A photo of a typical installation of the Traffic Logix type speed cushions is included as
Attachment 7.
Of the $100,000 collected from the developer of the Five Knolls residential neighborhood,
$70,000 will be used to cover the costs of materials and $30,000 will be used to cover the costs
of additional equipment needed to implement the traffic -calming plan. Installation of the devices
is anticipated to occur by the end of May 2016.

FISCAL IMPACT
Adequate funds in the amount of $100,000 are available in Trust and Agency Cash -in -Lieu
Account 102-2013.001. Upon approval of the recommended action, the budget will be adjusted
accordingly.

Additional specific traffic -calming devices have not been decided, but may include stop signs, speed humps, or
speed cushions.
The City is currently performing an assessment study to determine potential traffic -calming measures, the type
of traffic -calming devices, and their possible locations. The assessment study includes an extensive data -
collection effort, including speed and volume data for streets in the neighborhood. This study will enable the
City to develop a plan for City Council consideration for your neighborhood that best meets the needs of the
residents.

Subject: Implementation of Dorothy and Ermine Street Traffic Calming Plan
A neighborhood open house meeting for a proposed traffic calming plan on Dorothy and Ermine
streets was held by the City at Skyblue Mesa Elementary School on January 13, 2016.
Approximately 40 people attended and viewed exhibit stations with information about traffic
volumes, vehicle speeds, future speed hump and stop sign locations and their design and
construction in this area.
City staff was available to explain the plan and answer any questions. The attendees were
overwhelmingly in favor of the proposed traffic calming measures and locations. In addition to
the proposed traffic calming plan, questions and suggestions were raised via comment cards,
petition, a submitted letter and dialogue with staff, which included, but were not limited to
requests for more stop signs, speed cushions and no parking zones. The City is evaluating these.
Two County staff members were in attendance, including a representative from the Supervisor's
5th District office, as a portion of the impacted community is in unincorporated Los Angeles
County.
As a result of the positive feedback received at the meeting, the City will pursue implementation
of this area traffic calming plan as proposed. The plan is currently scheduled for City Council
consideration at its meeting on March 8, 2016. The Los Angeles County Department of Public
Works, Traffic and Lighting Division have also shown support for the current plan. City staff
will proceed with ordering the necessary supplies to install 12 speed cushions locations for both
the City and County jurisdictional areas upon approval of the City Council. If approved by the
City Council, installation of the devices is anticipated to take place by the end of May 2016.
Two exhibits are enclosed with this letter detailing the plan, specific locations and the design of
typical speed humps/cushions. In addition, these exhibits will be made available on the City's
website at www.santa-clarita.com/DorothyErmine along with an additional exhibit of average
daily traffic volumes and vehicle speeds in the area. After implementation of this plan, City and
County staff will continue to monitor driving trends and conditions in this community and may
propose additional measures as necessary to enhance the traffic calming plan.

RESOLUTION NO. 16 -
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS N
FOR THE INTERSECTION OF ERMINE STREET AT NORTHBROOK AVENUE
WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to
designate any intersection under their exclusive jurisdiction as a stop -controlled intersection; and
WHEREAS, traffic operations in the Ermine Street neighborhood will benefit from
the installation of multiway stop controls at the intersection of Ermine Street and Northbrook
Avenue; and
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That the intersection of Ermine Street and Northbrook Avenue be
designated as a multiway stop -controlled intersection. Traffic on all approaches of the
intersection shall be required to stop before entering the intersection.
SECTION 2. That the stop designations, as provided herein, shall apply when
appropriate signs and markings, giving adequate notice hereof, have been placed as described in
Section 1.
SECTION 3. That staff shall install the necessary signs and pavement markings to }
affect this resolution.

SECTION 4. The City Clerk shall certify to the adoption of this resolution.
