Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. 3. Appropriate $92,400 to Expenditure Account 14300-5161.001 Development Services Administration Contractual Services and appropriate $92,400 to Revenue Account 100- 4531.008 General Fund Grading Inspection. BACKGROUND Effective September 11, 2012, the Local Agency Formation Commission of the County of Los Angeles approved the annexation of Vista Canyon through City of Santa Clarita (City) Annexation No. 2011-20. Consistent with the Vista Canyon Specific Plan and in accordance with the California Environmental Quality Act, the City is the lead agency for this development and is required to administer the requirements contained in the Environmental Impact Report. Included therein are provisions for soil cement bank stabilization on the banks of the river corridor, bulk grading, and the import of up to 500,000 cubic yards of soil. This is also consistent with the primary objectives of the Vista Canyon Specific Plan's drainage concept and stormwater management program. Due to the unique character of the work being performed on this project, the services of afull- Page 1 PacketPg. 62 time inspector are necessary to oversee the bulk grading and the dirt hauling associated with bulk grading and future Lost Canyon Road grading. Additionally, with the anticipated El Nino weather pattern predicted through April, it is important to have an inspector onsite to ensure compliance with site-specific Storm Water Pollution Prevention Plan and Best Management Practices. California Government Code 4526 prescribes the selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. Therefore, and based on their previous experience on similar City projects and their illustrated understanding of the needs of this project, staff recommends the City Council award the contract for inspection services to Tetra Tech, Inc., for this project. In addition to their professional qualifications, City staff was able to reach an agreement with Tetra Tech, Inc., at a fair and reasonable price. This item authorizes a professional services contract in the amount of $84,000 and authorizes a contingency in the amount of $8,400 for a total contract amount not to exceed $92,400. Output Prepare meeting minutes. Subtask 1.2 Review and Respond to Contractor RFIs and Change Order Requests Tetra Tech's representative shall assist the project manager with the review of and response to contractor RFIs and Change Order requests, review any plan design revision, if necessary. Track changes on a plan set. Provide assistance to the City Project Manager with change order requests including cost analysis. Output 1) Provide RFIs response recommendation. 2) Review plan revisions, if necessary. 3) Track plan changes. Subtask 1.3 Review and Respond to Contractor Submittals Tetra Tech's representative shall assist the Project Manager with submittal and shop drawing review for conformance to the project plans and specifications. Maintain a submittal log and update and provide update to City as necessary. Output 1) Respond to submittals and shop drawings. 2) Maintain submittal log updates Subtask 1.4 Perform Final Job Walk Tetra Tech's representative shall perform a final job walk with the design team, the City project manager and contractor. Document issues and develop punch list items. Output Prepare resulting "punch list." Subtask 1.5 Review Record Drawings. Tetra Tech's representative shall perform a review of project record drawings. Primary areas of focus shall include, but not be limited to: a) Bulk Grading: Review geotechnical recommendations relating to the bulk grading process. Observe construction techniques and equipment utilized in the bulk grading operation for compliance with standards of the profession. Witness the removal and placement of material in the "over -excavation" process for adherence to approved project plans, standard procedures and geotechnical recommendations. b) Future Lost Canyon Road Grading: Observe the deep fill operation in the future right-of-way of Lost Canyon Road abutting the existing bridge over the railroad tracks. Review deep fill recommendations contained in the geotechnical reports for the project and observe construction process for compliance with the recommendations, standards and approved plans. c) Geotechnical Compliance Review all plans, geotechnical reports and field memos for the project. Observe activities of geotechnical staff in the field for compliance with standard procedures and project specific directives relating to soils work. Communicate concerns and any need for corrective measures with the geotechnical staff. Assess all "daily reports" prepared by the field geotechnical staff. Review all modifications proposed by the Geotechnical Engineer. Issue corrective notices to the contractor when necessary. d) Storm Water Compliance Review all erosion control plans, storm water reports and recommendations for the project. Observe all construction activities for compliance with mandated and recommended erosion control/pollution prevention measures. Work closely with the storm water pollution prevention specialist employed by the developer. Issue corrective notices to the contractor when necessary. Output 1) A daily field report will be issued with results of observations and relative compaction test results (tests performed by others) and other field information encountered each day. This daily report shall be in a format acceptable to the City and include but not be limited to the following data: weather, working hours, summary of the work completed in accordance with project schedule, safety concerns, workmanship issues, manpower and equipment utilized, and measured quantities for bid schedule items. 2) Obtain all necessary information (i.e. certificate of compliance, chain of custody, etc.)from the prime contractor and all subcontractors to ensure all materials are in conformance with the project's specifications and plans and match all approved submittals. 3) Provide daily project photograph documentation as necessary.
