Striplin RECOMMENDED ACTION City Council receive report, consider candidate applications, hear applicant presentations, discuss, and appoint a new Member of the City Council to serve the remainder of the vacant term of office, currently set to expire on December 11, 2018. BACKGROUND At the statewide general election held on November 8, 2016, Mayor Pro Tem Dante Acosta was elected as a Member of the California Legislature. On December 4, 2016, Mr. Acosta resigned his seat on the City Council, thus creating a vacancy. During the regular meeting of December 13, 2016, the City Council approved a process to solicit applications from Santa Clarita residents interested in being appointed to the City Council. The Council also approved holding a special meeting on January 17, 2017, for purposes of considering candidate applications and appointing a new Member of the City Council to fill the unexpired term of office. On December 15, 2016, the City of Santa Clarita began soliciting applications from eligible residents interested in being considered for appointment to fill the vacancy on the City Council. The California Elections Code requires that in order to be eligible to serve on the City Council, an individual must be a registered voter eighteen (18) years or older and must maintain their principal residence within the City of Santa Clarita at the time of appointment. The application process closed at 5:00 pm PST on Friday, January 6, 2017. The City received a total of 51 applications. A list of all of the applicants is attached to this report. The names on the list are in the order of submission to the Santa Clarita City Clerk. One applicant subsequently withdrew from further consideration and another applicant submitted the application after the deadline. Therefore, there are 49 applicants who filed within the noticed time frame and wish to receive further consideration for appointment to serve as a Member of the City Council. Page 1 Packet Pg. 3 On January 6, 2017, copies of the submitted applications were transmitted to the City Council. On January 9, 2017, the applications were posted on the City's website for public consideration. Additionally, copies of the applications are available for review in the City Clerk's Reading File. At the special City Council meeting of January 17, 2017, the City Council will be considering all of the applicants for potential appointment to the City Council. Each applicant has been advised that they may supplement their written application with up to a three minute oral presentation to the City Council at the special meeting. The City Council is anticipated to consider candidate applications, receive public comment and appoint a new Member of the City Council to fill the unexpired term of the vacant City Council seat, currently set to expire on December 11, 2018. Under California law, the City Council must appoint a new Member of the City Council to fill the vacancy not more than sixty (60) days after the vacancy occurred. As the vacancy occurred on December 4, 2016, the position must be filled by appointment not later than February 2, 2017. ALTERNATIVE ACTION 1. Should additional time for consideration of candidates or deliberation be required, the City Council may choose to hold another special meeting of the City Council. 2. Consider applications and defer making an appointment to the City Council until the regular City Council meeting of January 24, 2017. 3. Other direction as determined by the City Council. FISCAL IMPACT Approval of the recommended action does not require any additional resources beyond those already contained within the approved 2016-17 budget.
