Agenda Item: 11 CITY OF SANTA CLARITA Q) AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: fAl DATE: January 24, 2017 SUBJECT: MCBEAN PARKWAY PEDESTRIAN BRIDGE REPLACEMENT, PROJECT S 1043 - AWARD CONSTRUCTION CONTRACT DEPARTMENT: Public Works PRESENTER: Damon Letz RECOMMENDED ACTION City Council: 1. Approve the plans and specifications for the McBean Parkway Pedestrian Bridge Replacement, Project S1043. 2. Award the construction contract to Toro Enterprises, Inc., in the amount of $647,479 and authorize a contingency in the amount of $64,748 for a total contract amount not to exceed $712,227. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. The City of Santa Clarita's (City) Landscape Maintenance District is responsible for the maintenance of all pedestrian bridges connecting to the paseo system. This project will replace the existing pedestrian bridge crossing McBean Parkway between Del Monte Drive and Arroyo Park Drive with a prefabricated steel -truss bridge. The bridge superstructure and substructure require replacement as recommended in Los Angeles County's bridge inspection report dated February 5, 2014. The project scope will include removal and replacement of the existing bridge, foundation, abutments, and reconstruction of a portion of each of the pedestrian path approaches. Nighttime road closures of McBean Parkway between Del Monte Drive and Arroyo Park Drive will be required during the demolition of the existing timber bridge (one night) and the installation of the new pre -fabricated steel truss bridge (one night). The road closures will be scheduled on a Friday night starting at approximately 10:00 p.m. at which time traffic will be Page I Packet Pg. 51 detoured along the westerly side of McBean Parkway between Del Monte Drive and Arroyo Park Drive. Staff anticipates the road closures will last eight to ten hours. As part of the ongoing effort to inform local residents of construction activity in their community, City staff contacted the adjacent homeowners associations and the Santa Clarita Valley Family YMCA management to notify them the pedestrian bridge will be replaced this spring. City staff will again contact nearby residents, schools, all impacted homeowners associations, and the YMCA prior to the start of construction regarding the planned closure of McBean Parkway in particular. An invitation to bid was published three times: November 9, 19, and 29, 2016, and was noticed on the City's website. Eight bids were submitted to the City and opened by Purchasing on December 14, 2016. The results of the bids are shown below: Corm) Toro Enterprises, Inc. Granite Construction Company C.A. Toro Enterprises, hic., possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid has been reviewed for accuracy and conformance to the contract documents and found to be complete. While the City maintains a "Support of Local Businesses" policy that can be utilized by the City Council when warranted, the City is governed by the State Public Contract Code with regard to public works project procurement. In these types of procurement, the Public Contract Code does not permit a City to utilize a "Support of Local Businesses" policy and instead requires the contract to be awarded to the "lowest responsible bidder." McBean Parkway Pedestrian Bridge Replacement project supports the Santa Clarita 2020 theme of Sustaining Public Infrastructure. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate Landscape Maintenance District funds (Fund 357) from Zone T-7 and T-1 Ad Valorem are available in the project expenditure account to provide for all project costs including construction, staff oversight related to construction and project management, including public Page 2 Packet Pg. 52 works inspection, labor compliance, and clerical support, and design support during construction, including, geotechnical testing, observation, and surveying. Portions of the Contract, not specifically mentioned in the Addendum, remain in force. All trades affected shall be fully advised of these changes, deletions, and additions. I. Specification Section 304-5.8 Product, replace the following; "Bridge shall be fabricated from ASTM A588, (Fy) greater than 50,000 psi and tubular sections from ASTM A847, (Fy) greater than 50,000 psi", with the following: "Bridge shall be fabricated with the following materials: HSS Sections, ASTM A500 Grade C, Fy = 50ksi Steel Shapes, ASTM A992, Fy = 50ksi Steel Plates, ASTM A572, Grade 50, Fy = 50ksi" 2. Specification Section 304-5.8 Product, replace the following: "The Contractor shall provide a ten year warranty against defects in material and workmanship in its manufacture and when used within stated capacity. The warranty will not cover thread fasteners, scratching or marring of finish or painted surface's deliberate destruction vandalism. Any claim under this warranty shall be made directly to the Manufacturer, which shall have the option to repair, replace or adjust without charge to the City of Santa Clarita." Sheet 7, revise Live Loading from H 10 to H5 Maintenance Vehicle Loading. Revised plan sheets have not been provided as part of this Bid Addendum. I11. QUESTIONS AND ANSWERS Question 1.1: What is the spacing requirement for the 3" high channels to be welded on the outside of the truss? They are shown such that the top one is 60" above the top of the concrete deck. Ten channels are shown in the cross section. This would provide an opening of approximately 3". However rather than count the number of channels, I would like for the bid documents to call out the spacing. Response LI: Provide 3" spacing between the channels. Question 1.2: The tubing and steel is called out to be weathering, and then three -coat painted. The weathering steel painted option will be more expensive. Want to make sure we all quote this the same way, so this should be confirmed by Owner. Response 1.2: Weathering Steel is not required, provide the following: HSS Sections, ASTM A500 Grade C, Fy = 50ksi Steel Shapes, ASTM A992, Fy = 50ksi Steel Plates, ASTM A572, Grade 50, Fy = 50ksi Question 1.3: The specifications and drawings are clear that they want the deck to have welded wire mesh as the reinforcing. This is inadequate to support the wheel loads of the 8000 lb vehicle with 30% impact. The reinforcing will need to be deformed bars. In our previously supplied bridges we required #6@12" longitudinally and #4@12" transversely. If we have to accept design of the slab, we will require deformed bars. This needs to be confirmed. Response 1.3: Use of wire mesh is the minimum for crack control. Bridge manufacturer shall design the concrete deck, pan, and truss members as appropriate to meet the 10,000 pounds total vehicle load and impact loading. The use of deformed bars is acceptable in lieu of or in addition to welded wire mesh. McBean Parkway Pedestrian Bridge Replacement ['reject S 1043 December 9, 2016 Page 2 Addendum I Question 1.4: They require a 10 -year warranty, and do not exclude painting as is custom in the industry. We only provide a one-year warranty on our painting as a pass through from the paint manufacturer. Owner needs to confine that our warranty is acceptable. Response: 1.4: Change warranty on paint from 10 -year warranty to 2 -year warranty, one year as provided by the bridge manufacturer and one year to be provided by the contractor. Question 1.5: I know on the past projects they had problems with concrete leaking out of gaps in the form deck. They are now specifying that all gaps within the form decks be welded to the structural steel. This is going to get very messy. The bridge and underside of form decking is to have three coats of paint. If we weld the form deck to the inside face of the bottom chord as specified, the paint will be burned off and thus expose the steel. We will then have to repaint. This process will be very expensive. We cannot install the form decking prior to painting, because then the tops of the floor beams and brace diagonals will not be painted. I just want the Owner to realize the consequences of what they are requiring. My suggestion is to detail a galvanized light gage angle which we will screw the vertical leg of the angle to the inside face of the bottom chord. The form deck will then be screwed to the horizontal leg of the angle. We will not rip any pieces of the form deck. Please confirm that we can propose other solutions rather than fully welding. Response 1.5: Other solutions to prevent the concrete leakage may be accepted. The use of a light gage support angle at the connection of the metal deck to the truss connection is acceptable. Question 1.6: Section 304-5.6.1- Loads states that the vehicle load shall be equal to 1000 pounds per foot of width (up to 10,000 pounds) plus 30% for impact loading. Sheet 4 and Sheet 7 of the plans however calls for H10 Vehicle Load, H10 is equivalent to 20,000 lbs. Please confirm the desired vehicle load. Response: 1.6: Section 304-5.6.1 shall govern the design. Revise Sheet 4 and Sheet 7 to reflect H5 vehicle loading (IOKip total load). Question 1.7: Section 304-5.8 — Product states the bridge shall be fabricated from ASTM A588 and ASTM A847, which is also known as weathering steel. That section also states the bridge finish shall consist of a 3 coat paint system. It is not McBean Parkway Pedestrian Bridge Replacement Project S 1043 December 9, 2016 Page 3 Addendum I common for weathering steel to be painted, typically A500, Carbon Steel, is painted. Please confirm the intent of the bridge is be fabricated from weathering steel and then painted. Response 1.7: Weathering Steel is not required, provide the following: a. HSS Sections, ASTM A500 Grade C, Fy = 50ksi b. Steel Shapes, ASTM A992, Fy = 50ksi C. Steel Plates, ASTM A572, Grade 50, Fy = 50ksi Question 1.8: It has been our experience that welded wire fabric is not appropriate style of reinforcement for the loading required on this bridge. Section 304-5.9 — Product states "size and spacing of the reinforcements shall be per the manufacturer's recommendations." Please confirm the use of welded wire fabric is not required. Response 1.8: Use of wire mesh is the minimum for crack control. Bridge manufacturer shall design the concrete deck, pan, and truss members as appropriate to meet the 10,000 pounds total vehicle load and impact loading. The use of deformed bars is acceptable in lieu of or in addition to welded wire mesh. Question 1.9: Based on previous bridges that we have fabricated, a bridge of this span may require an allowance of up to 16" for the top of deck to low steel. Sheet 4 allows for only 1'-0". Can an accommodation for an additional 4" be made if deemed structurally necessary? Response 1.9: Accommodations for the deeper section can be provided. The abutment seat can be lowered to accommodate the increased depth dimension. This can be coordinated after bridge shop drawings and calculations are provided to verify the structural sections. Question 1.10: Section 304-2.1.1 calls for the handrail to be comprised of galvanized steel. Is this handrail to be painted to match the bridge? Response 1.10: Galvanized items are not required to be painted, including the handrail.
