Award the design contract to Pacific Coast Land Design, Inc., for the Orchard Village Road Median Turf Removal, Project B1015, in the amount of $163,382, and authorize a contingency in the amount of $24,508, for a total contract amount not to exceed $187,890. 2. Appropriate $91,890 from Landscape Maintenance District Zone 2008-1 fund balance to expenditure account B1015357-5161.001. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. This proposed Orchard Village Road Median Turf Removal, Project B1015, will remove existing median turf and replace it with plant material that requires significantly less water. Additionally, the project will make provisions to use recycled water when available. This project is part of the multi-year Citywide Major Thoroughfare Median Turf Removal Program and supports the Community Beautification theme in the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2020. This project also follows the City's current design standards for median landscaping. This project exemplifies the City's commitment to maintain the high quality of life enjoyed by our residents. Investing in high-quality landscape projects within the public right-of-way helps maintain higher property values and keeps the City on the cutting edge of water management. Page 1 Packet Pg. 26 Yl This project is one facet of an overall program to improve our water management infrastructure, while keeping the City's public areas well -landscaped. Orchard Village Road was constructed in 1970 by the developer of the adjacent master -planned community of Valencia. Maintained by the City's Landscape Maintenance District (LMD) since 1997, the three -acre landscaped median consists primarily of turf, shrubs, and trees with the associated irrigation. The LMD provides a local funding source that is dedicated to the construction and maintenance of landscaped medians within the City. A large portion of the median is located within Southern California Edison (Edison) right-of-way beneath high voltage electric lines, which serve a major portion of Southern California. Each year, the median becomes a prime viewing area for the community's annual Fourth of July parade. The parade route begins in Old Town Newhall, traveling west on Lyons Avenue onto Orchard Village Road and finishing at 16th Street. The parade has been a long-standing tradition in the Santa Clarita Valley since it began in 1932. The design of this median takes this use into consideration by providing an area adjacent to the street that will allow residents to continue viewing the parade from the median. Staff performed extensive outreach during the conceptual design, which has been well received by the community. On June 1, 2016, staff facilitated an open house to engage and discuss potential design options for the Orchard Village Road MedianTurf Removal project with the community. This open house was held at St. Stephen's Episcopal Church, which drew a number of nearby residents. They were able to provide staff with excellent feedback. Upon completion of the conceptual design, staff met with the Fourth of July Parade committee to review the plan and received their approval. On October 18, 2016, a follow-up outreach meeting was held at the Business Incubator with members of the community who attended the initial open house to share the final conceptual plan, which was well received. A Request for Proposal (RFP) for design was issued on December 12, 2016. The RFP asked firms to identify their relevant experience in similar projects and demonstrate their approach for this design project. On January 17, 2017, one firm submitted a proposal to the City. Staff reviewed the proposal and based on their evaluations, scored the firm on a 100 -point scale. Rank Comp anv Score Location Desien Cost 1. Pacific Coast Land Design, Inc. 96 Ventura, CA $163,382 The scoring system heavily emphasized the understanding of the following: required scope of work; key development items; potential issues and resolutions; solutions to drainage issues; understanding of the City's median landscape design guidelines; experience with previous median landscape projects; qualifications of the project team and their resources; and organization of the proposal. Additionally, the consulting firm was asked to provide a detailed schedule and scope of work required for them to prepare the plans, specifications, and an engineer's estimate. Page 2 Packet Pg. 27 Even though Pacific Coast Land Design, Inc., was the only firm to submit a proposal for this project, staff did not see the need to re -advertise the RFP. Pacific Coast Land Design, Inc., has successfully completed many design projects for the City, most recently the design for the Valencia Median Refurbishment project. City staff was able to reach an agreement with Pacific Coast Land Design, Inc., at a fair and reasonable price. Based on their design experience on previous City median projects and the completeness of their proposal for this project, staff recommends the City Council award the concept design contract to Pacific Coast Land Design, Inc., for this project. The requested contingency of $24,508 will cover costs for additional design efforts due to unforeseen conditions or conflicts uncovered during potholing, the design of median modifications, and design coordination with Edison. The requested funding of $91,890 will add to the current budget of $146,500, for a total budget of $238,390, which allows for award of the design contract totaling $187,890. The remaining balance of $50,500 will provide utility fees (for Edison in particular), staff time for environmental support, plan check fees, and project administration costs. California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Landscape Maintenance District Zone 2008-1(357) funds in the amount of $146,500 are currently appropriated in project expenditure account B 1015357-5161.001. The requested appropriation of $91,890 from the Landscape Maintenance District fund balance (357) creates a project budget of $238,390. This amount will provide for award of the design contract and anticipated project costs. SECTION 9 Orchard Village Road Median Turf Removal, City Project B1015 City of Santa Clarifa INTRODUCTION SECTION 1 PROJECT The City intends to obtain the services of a well-qualified Landscape UNDERSTANDING Architectural and Civil Engineering team to develop plans, specifications and estimates (PS&E) for the removal of the existing turf and beautification of the medians along Orchard Village Road. The project aims to refurbish the nine medians located along Orchard Village Road, beginning with the oversized medians near Lyons Avenue that contain SCE transmission towers, and stretching north to McBean Parkway. Coordination with SCE is critical to the success of this project and PCLD has already opened the lines of communication with SCE and is aware of the utility based constraints defining the design within the larger medians. Overall, the existing medians include an irrigated turf ground -plane, mature ornamental trees, and limited shrub planting in key locations. The southern section of the study area serves as the parade route for the annual Fourth of July Parade, and the oversized medians serve as a prime viewing area for the parade. KEY ISSUES Pacific Coast Land Design recently completed the conceptual design and preliminary costing for this project and we look forward to refining the design. As a follow up to the conceptual design process, we see there is room within the design to maximize the functionality of the large medians at Lyons through the potential inclusion of expanded planter area infiltration treatments. Also, with a detailed survey in hand, the team aims to better define the limits of the expanded paving in ways that fully accommodate the yearly parade traffic while allowing for cost effective paver installation. In addition to our recent work on the Orchard Village Medians Conceptual Plan, Pacific Coast Land Design (PCLD) has had the opportunity to produce several other detailed conceptual designs and construction documents for numerous medians throughout the City of Santa Clarita. Through this experience, PCLD has developed a strong understanding of the existing conditions that will affect the project design. It is anticipated that most of the existing trees will remain and additional trees will be planted. The existing spray irrigation system within the medians will be demolished to allow for construction of a new system that meets the current City LMD design Guidelines, as well as State regulations. The existing water meters, point of connection equipment, mainline, and roadway crossing conduits will be assessed Orchard Village Road Median Turf Removal, City Project 81015 City of Santa Clarita INTRODUCTION SECTION 1 for protection, demolition, or re -use. The planting areas of the medians will be modified, allowing for implementation of the standard median design within the narrower medians. A similar palette will be used in the larger medians to convey continuity through the corridor but the layout of the planting will follow a more organic layout to better make use of the larger planning areas throughout. While the Conceptual Plan calls for median noses to be reduced at Wiley Canyon Road to prevent the obstruction of the crosswalks; the design team understands this effort is already defined on a current set of plans being completed by our Civil design Consultant Kimley-Horn. As such, no median modifications are anticipated within the current scope of work. It is understood per the rfp, that any street improvement plans in addition to the simple detailing of curb and gutter repair will be provided as an additional service at the direction of the City Project Manager. Drawings and specifications will be consistent with City format for Capital Improvement Projects, and will be submitted for City review at 60%, 90% and 100%. Final Bid Documents will be delivered on mylars and include a CD with digital files. The consultant team will collaborate with City staff, utility companies and, if directed, attend public presentations. The design will adhere to the LIVID "Design Standards. Notes & Specifications for Median Landscaping in Santa Clarita," dated June, 2014. THE DESIGN TEAM The "core" team is comprised of the Landscape Architect and Kimley- Horn, the Civil Engineer. In addition, ECG Civil has been brought on to conduct the field survey and produce the project base map. PCLD, Kimley-Horn and ECG Civil are proud to have developed strong relationships with City Staff and are very familiar with the City submittal and review process and the standards and guidelines defining the work. Wallace Labs, the Soils Engineer will be carrying out the coring and testing of the planting area sub -grade early on during the Preliminary Investigation phase and this information will be used to define how the sub -grade in the planted medians will be treated to ensure permeability in the planted section. PCLD understands that time is of the essence. The PCLD team has completed many median construction and renovation projects with the City over the last 9 years. Most recently PCLD has worked in conjunction with City Project Engineer James Tong to complete plans and construction for the Valencia Boulevard Median Refurbishment, a job very similar in length and scope to this project. As on Valencia, key to this project are the existing trees and how they will be protected and accommodated within the design. In modifying the median planter grade, it will be important on this project to protect the raised root crown of the existing trees. (PCLD) was incorporated in August DESCRIPTION 2011. It was founded by Chris Roberts in 1983 as a sole proprietorship. PCLD operates under Mr. Robert's State of California Landscape Architect's license #2461. The company carries general, professional and automobile liability insurance. Current certificates of insurance are on file with the City of Santa Clarita. We are a certified Small Business Enterprise through the Metropolitan Water District (Certificate #18594). GENERAL PCLD has broad community planning/design and CIP experience over QUALIFICATIONS a span of 30 years. PCLD's strength in leading the development of complex, unique public projects is our most important attribute. Currently, Pacific Coast Land Design consults with the Cities of Goleta, Simi Valley, Camarillo, Thousand Oaks and Santa Clarita. PCLD's understanding of capital improvement infrastructure and maintenance practices are based on years of field experience. We have overseen the management and renovation of hardscape infrastructure, ROW landscaping and hillside plantings for Newhall Land and Farming Company, and now Santa Clarita, since 1990. PCLD has been constantly involved in the planning, design and Capital Improvements management of the City Landscape Maintenance District. Main Street Newhall is our most visible design project. But, it is just as important that we developed a program for evaluating arterials, recommending and costing improvements (or no improvement), and then producing a five year CIP plan for the City that is updated annually. Our involvement with this project, the Orchard Village Road Medians Refurbishment began as a part of that yearly CIP effort a number of years ago. We believe Santa Clarita has one of the most beautiful community landscapes anywhere. KEY In producing the Design Standards for Medians, PCLD has an intimate EXPERIENCE knowledge of LMD maintenance practices and goals for the design of streetscapes throughout the City. PCLD has an unparalleled understanding of the design details and specifications that will be used to define the work for this project. With this understanding, PCLD can provide efficiencies to the project allowing the team to focus energy and time on the development of well thought out design solutions. Chris Roberts, with over 30 years of experience, guides the long term direction of the firm. Mike Zielsdorf, with more than 16 years of experience, manages office production and construction administration. Mike is also active in all facets of landscape design. Tony Perkins and Brooke McDonnell, project managers, have managed several turf reduction and median refurbishment projects in the City of Santa Clarita. Tony and Brooke have an intimate knowledge of median landscaping and irrigation, and strong writing, drafting, 3D rendering skills. Brooke is a LEED accredited, licensed Landscape Architect. Both will participate in the Orchard Village Road Turf Removal Project. ORGANIZATIONAL Because we have a highly skilled staff, the office structure is horizontal. STRUCTURE All projects are discussed at weekly review meetings, and as interesting junctures in the work arise. Most projects are shaped in some way by all six Landscape Architects, although Chris Roberts and Mike Zielsdorf bear primary responsibility. RELEVANT & RECENT Since 2008 much of PCLD's work has been centered around PROJECT EXPERIENCE circulation corridor planning and design. Our portfolio includes several turf removal and median refurbishment projects, a bike trail with 12 street crossings and four railroad crossings, several Caltrans interchanges, and transformation of Santa Clarita's historic Main Street in Newhall. The streetscape renovation and roundabout which is now complete, is the cornerstone to attracting private development. Main Street's renovation is the first step into the transformation of historic Newhall into a mixed use TOD. It won the APWA's BEST transportation corridor project of the year for So. CA in 2011. US 101 /Hampshire Road Interchanae, The scope included ramps, street medians and parkways. Existing and new planting was combined in the medians, along with stamped paving and a City monument. Orchard Village Road Median Turf Removal, City Project B1015 City of Santa Clarita QUALIFICATIONS OF FIRM & ASSIGNED STAFF SECTION 2 THOUSAND OAKS US -101 US 101/Moorpark Road Interchange Landscape; PCLD was FREEWAY CORRIDOR & retained to design the landscape for an unusual triangle of INTERCHANGES property at the Moorpark Rd. northbound off -ramp. The property continued was dirt and weeds, the City had not established any criteria for the design. PCLD designed a gateway to the downtown that was within the context of the hills and drainages that define the Conelo Valley. Undulating mounds with native vegetation and a sandstone dry creek and waterfall are the primary components of the constructed landscape. This was a relatively inexpensive solution that befits its location at the primary gateway to downtown Thousand Oaks. US 101 / Borchard Road Interchange and commuter parkina lot; included City Street medians & parkways, existing landscape renovation, new landscaping including existing planting, new planting and gateway signage and paving. The Borchard Road Interchange, competed in 2003, was the last of three interchanges designed according to the criteria developed during the Thousand Oaks corridor study. Pacific Coast Land Design held prime consultant responsibility for all facets of freeway interchange landscape architecture. The team will note existing conditions at this time. Particular attention will be paid to the SCE facilities and the required access points. Existing trees will be eval- uated to recommend whether they should be removed or protected in place. Irrigation facilities will be catalogued to assist with the production of a comprehensive Irrigation Crossing Plan to be developed following com- pletion of the field survey and digital base map by ECG Civil. PCLD and Kimley-Horn will also identify damaged median & curb concrete with the City Project Manager. Pictures will be taken and filed. We will identify the items to be catalogued through field surveying (e.g. utilities, existing irrigation facilities, traffic signs, trees, as well as any other conditions that may require team coordination and/or other agencies.) OUTPUT 1. Map of existing conditions for development of design base map. 2. Determine limits of field survey and features to be catalogued. SUB -TASK 1.2 EXISTING UTILITY RESEARCH AND MAPPING Use Kimley tasks - Along with the initial site investigation and the supple- mental survey, Kimley-Horn will contact dry and wet utility companies and agencies to obtain record drawing information to document existing utili- ties within the work area. Record utility maps will be compiled onto an ex- isting utility base map used for design. Dig Alert will be contacted to obtain a list of providers and utility owners for the project area. A letter and map will be sent to each entity on the list with a request for maps or a clear- ance statement. Kimley-Horn will compute alignments of subsurface utilities and provide potholing recommendations on the plans to avoid conflict with proposed improvements. Subsurface alignments will be oriented and adjusted to the digital base map using the surveyed locations of surface features where possible. OUTPUT 1. Existing Utility Base Map. SUB -TASK 1.3 FIELD SURVEY ECG Civil will perform a field survey within the limits of the existing medians. The field survey will locate all existing utilities such as SCE facilities and ac- cess ways, manholes, valves, vaults, paint marks, poles, boxes, meters, sign- age, and other visible utility features. The extents of damaged curb and gutter to be repaired will also be surveyed for accurate delineation on the project plans. Existing tree trunk locations with elevation data will also be surveyed. The engineer will download and compute field survey data. Surveyed features will be added to the City GIS aerial based digital base map on identifiable layers. (Optional - Survey to be provided as additional service at the direction of City project manager if medians are to be modified in addition to what is defined on the approved conceptual plans. Horizontal and vertical data will be recorded to assist with the production of street improvement plans in those areas. At this time if is understood no median modifications are planned) OUTPUT AutoCAD drawing file of the surveyed features. Surveyor's notes, legend, and a control point listing with descriptions and coordinates will be added to the project design cover sheet. SUB -TASK 1.4 DIGITAL PROJECT BASE MAP Following completion of the Site Investigation, Field Survey, and Utility Research & Maopina, the team will produce a digital project base map from a combination of sources including the City provided median plans, Georeferenced City GIS aerial, acquired utility information and the gathered field survey data. OUTPUT 1. Digital project base map in AutoCAD format at 1" = 20' resulting in (9) 24" x 36" 'D' size sheets to be used for design purposes. SUB -TASK 1.5 EXISTING IRRIGATION FACILITIES PLAN/IRRIGATION STREET CROSSING PLAN With base map in hand, PCLD will inventory the existing irrigation facilities to assess the viability of reusing existing POC equipment, sleeves, mainline and controller wire. PCLD anticipates visiting the site with the LMD maintenance contractor to observe the operation of the existing Point of Connection (P.O.C.) equipment including water meter, backflow with associated valves and the automatic controllers. The equipment will be reviewed to determine if it meets the specifications of the current LIVID standards. Areas currently being irrigated will be noted to determine if the P.O.C. equipment and in-place pipe, wire and sleeving can accommodate the increase in the number of stations that will be required based on the use of bubbler and localized irrigation. Irrigation equipment to be removed or abandoned will be noted. Based on the analysis of the existing systems, recommendations will be made for irrigation street crossings, new sleeve locations, or modification to the existing points of connection should it be required. Orchard Village Road Median Turf Removal, City Project B1015 City of Santa Clarita WORK STATEMENT SECTION 3 This exhibit will be provided as part of the construction plan set in Task 3 Design and serve as the basis for the development of the irrigation plans for construction. OUTPUT 1. Exiting Irrigation Facilities Plan Exhibit - (2) 24x36 plan sheets at 1" = 40'. SUB -TASK 1.6 SOIL CORING AND TESTING WITHIN MEDIANS Wallace Labs will perform exploration within the existing medians at 12 lo- cations determined by the City PM and PCLD during the initial Site Investi- aa tion. Prior to starting exploration, test locations will be marked, and Un- derground Service Alert will be notified with at least 48 hours notice before excavation will start. In addition, traffic control if needed will be coordinat- ed with the Surveyor. The team anticipates that one 3.5 -inch diameter hand auger boring will be advanced within the existing planter areas without the need to core through concrete. All borings will be advanced to depths of approximately 5 feet, and logged by the soil scientist. Core samples of the soils that are encountered will be obtained from each boring at depths of 24 and 60 inches below existing grade.. Borings will be backfilled with cuttings gener- ated during the excavation process. Samples will be returned to Wallace Labs offices for testing. Testing will in- clude approximately 24 (i.e. 2 per boring) measurements of in-situ density and moisture content (to help determine whether soils are native or previ- ously compacted fill materials), and approximately 12 (i.e. one per boring) short hydrometer tests (to determine clay contents for correlation with per- meability characteristics). 12 samples will be processed for nutrient analy- sis agronomic testing. The scope of the median planter area coring is based on the City request- ed data to be gathered on the soil subgrade. It is anticipated that this scope item will be reviewed with the City PM at the Project Kick-off meet- ing and assessed during the initial site visit to determine if the number of testing locations can be reduced. OUTPUT 1. Soils Report containing test results for all core samples with permeability interpretations, and recommendations to facilitate adequate permea- bility within the planted section. 2. Agronomic soils report with recommended actions to amend the soils for planting and irrigation. TASK 3 DESIGN SUB -TASK 3.1 PRELIMINARY DESIGN PLANS (60% CONSTRUCTION DOCUMENT SUBMITTAL) Prepared with the digital mapping and the studies conducted during Site Investigation, PCLD and its consultants shall develop preliminary design plans defining the proposed refurbishment of the planted medians. Due to the fact that the conceptual plan has been completed as part of a separate project, this submittal will provide the City with the opportunity to review the proposed design prior to production of full construction doc- uments and technical specifications. This set of plans will include a draft copy of all plan sheets. Draft technical specification sections will be in- cluded with headings tied to an itemized Bid Schedule with costs. The intent is to give the City the opportunity to review proposed solutions for making use of the existing irrigation facilities, the planting concept showing the existing trees and the proposed layout of the new trees and shrubs as well as the limits of demolition and proposed concept for subsur- face drainage to facilitate permeability in the planted section.
