Approve the plans and specifications for the Santa Clarita Sports Complex, The Centre Building Roof Replacement, Project F3022. 2. Award the construction contract to Best Contracting Services, Inc., in the amount of $170,535, and authorize a contingency in the amount of $25,580, for a total contract amount not to exceed $196,115. 3. Establish spending authority in the amount $120,146, to purchase roofing material, including tax and a 20 -year maintenance warranty from Weatherproofing Technologies, Inc., from expenditure account F3022305-5161.001. 4. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND The Centre building was acquired by the City of Santa Clarita (City) in 1998. The building supports a variety of activities including Recreation and Community Services staff offices, a dance room, banquet rooms, a classroom, and large multipurpose area. The building is a popular location for public meetings and recreation classes. The existing roofing on The Centre building is in excess of 20 years old and leaks in several locations. The roofing has been inspected by a consultant and rated as "poor overall condition." The condition of the roofing is past the point where patching would be an effective repair method Page 1 Packet Pg. 44 and requires replacement. Completing this roof replacement will prevent further water -related damage and ensure recreation programs and public rentals are not negatively impacted. This project supports the Sustaining Public Infrastructure theme in the City's five-year strategic plan, Santa Clarita 2020. An invitation to bid was published two times: November 30 and December 7, 2016, and was noticed on the City's website. Plans and specifications were also sent to area plan rooms. Nine bids were submitted to the City and opened by Purchasing on January 3, 2017. The results of the bids are shown below: Companv Best Contracting Services, Inc. Danny Letner, Inc. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid was reviewed for accuracy and conformance to the contract documents and found to be complete. City staff also recommends establishing a spending authority in the amount of $120,146 to purchase roofing material, including a 20 -year maintenance warranty from Weatherproofing Technologies, Inc. Weatherproofing Technologies, Inc., has a cooperative purchasing agreement with the Association of Educational Purchasing Agencies. By purchasing the material through this cooperative purchasing agreement, the City is able to save time and avoid the contractor's mark-up for profit and overhead. The City Council previously approved the use of joint powers contracts at a substantial savings to the City. The approved budget will adequately cover the cost of material procurement, removal and disposal of the existing roofing, replacement of anticipated water -damaged roof framing material, installation of the new roofing, contingency for unknown conditions, staff time, and the manufacturer's warranty. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Funds for this project in the amount of $425,700 were approved in the Fiscal Year 2016-17 budget and are currently appropriated in expenditure account F3022305-5161.001.
