Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. 3. Appropriate $444,828 to Expenditure Account 14300-5161.001, Engineering Services Administration Contractual Services, and appropriate $444,828 to Revenue Account 100- 4531.005, General Fund Sewer Inspection. BACKGROUND The Vista Canyon project proposes to develop approximately 185 acres, providing 1,100 residential units and up to 950,000 square feet of commercial and medical offices, retail stores, a theater, restaurants, and hotel. Once it is fully developed, approximately 392,000 gallons per day (GPD) of wastewater will be generated from this project. The Vista Canyon Recycled Water Factory proposes to build a tertiary wastewater treatment and recycling plant that treats wastewater generated from the Vista Canyon project and a portion of the existing flows from the City of Santa Clarita (City) sewer line crossing the project site, in accordance with the requirements of California Code of Regulation, Title 22. The treated wastewater is recycled for onsite and off-site landscape irrigation and other non - potable applications. During rainy weather, liquid waste/sewage discharge from the Recycled Page 1 PacketPg. 59 Water Factory will be conveyed to downstream facilities of the Santa Clarita Valley Sanitation District. The Recycled Water Factory has a design capacity of 392,000 GPD, which will generate 371,000 GPD of recycled water. The facility has been designed by Vista Canyon Ranch, LLC, the Vista Canyon developer, under a design -build contract. The construction estimate for the Recycled Water Factory is $10 million with an anticipated construction start in late July 2017. The duration of the construction phase is expected to be 14 months. Once completed by Vista Canyon Ranch, LLC, and accepted by the City, the Recycled Water Factory will be owned and operated by the City of Santa Clarita. The services of a well-qualified inspector, with extensive experience in wastewater treatment processes will be needed throughout the construction phase of this facility. On March 2, 2017, a Request for Proposals (RFP) for consultant services to provide comprehensive inspection for the Recycled Water Factory was sent out to engineering firms with relevant experience. On March 27, 2017, two firms submitted proposals to the City. Staff reviewed the proposals and based on their evaluation, scored the firms on a 100 -point scale. Staff recommends awarding the inspection services agreement to MNS Engineers, Inc. This item authorizes a professional services contract in the amount of $370,690 and authorizes a contingency in the amount of $74,138 for a total contract amount not to exceed $444,828. The total amount of this contract of $444,828 will be reimbursed by Vista Canyon Ranch, LLC. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The total amount of this contract will not exceed $444,828 and will be fully reimbursed by Vista Canyon Ranch, LLC. Work Statement rl ■ Project Management Approach MNS approaches every project with an attention to detail and understanding of the overall project goals. Our hands-on management promotes a successful project, meeting both the contract requirements and project stakeholder expectations. Our construction management approach is based on years of experience managing construction projects for public agencies throughout California. The key component of our process centers upon communication with all team members, including the construction management (CM) team, City, design engineer, and contractor. MNS manages each project as an extension of the City; we represent the City with the utmost professionalism and competence. We administer our projects in a fair and comprehensive manner based on the contract requirements, project needs, and the team's expertise from years of similar project experience. Looking ahead and addressing items proactively minimizes impacts to the public and leads to a successful project by staying on schedule and within budget. Our straightforward techniques focus on project efficiency and fulfilling all agency budget, schedule, and documentation requirements. We make every effort to identify the major construction milestones and potential issues in advance of the work to resolve any issues fairly in the field. This maintains the integrity of the project and minimizes any impact on the project and the public. Resolving issues at the earliest time and lowest level keeps the project moving forward. Time and Schedule Management Time management uses scheduling to accurately manage and track the restrictive elements of time and resources throughout the project. We focus on scheduling as a key project element. A properly developed, implemented, and maintained schedule is a critical management tool to ensure project completion within the contract specified time. The key to a successfully implemented and managed schedule is developing an accurate, detailed, and realistic baseline schedule. Several factors may challenge the project completion date such as permit requirements, weather, and unanticipated issues. Our experienced CM team has the experience to anticipate these challenges and work proactively to address and resolve any issues arising during construction in order to keep the project on schedule. Consistent attention to the schedule ensures the contractor meets the project completion milestone. A few methods to assist with increased construction efficiency, adherence to the schedule, and minimized costs includes: • Understand the project, permits, and challenges prior to commencing the project • Anticipate potential items with the capability to cause time and cost impacts and address them early • Provide clear and simple procedures for addressing problems and/or changes • Clear communication with project stakeholders MNS requires a three -week -look -ahead schedule from the contractor, which we review at the weekly project meeting. Daily communication with the contractor; consistently monitoring the work and the schedule; looking ahead to future activities and milestones; and anticipating, evaluating, and resolving issues in a timely manner prevent potential delays. This critical procedure maintains the project schedule. Cost Management MNS manages cost through several methods to contain expenditures within the project budget. To maintain overall project costs, MNS ensures the CM team has a thorough understanding of the work and experience in administering and inspecting similar types of projects. MNS uses two primary methods for managing cost: • Tracking the value of completed workto ensure accurate and detailed monthly progress billing by the contractor • Proactively managing changes and the change order process Work Statement This section details our scope of work activities for each of the project task items. TASK 1 General Project Management _J Ja a Project Oversight MNS' Principal-in-Charge/Project Manager, Peter Brennan, PE, CCM, will provide overall project oversight and ensure contractual obligations and client concerns are consistently met. 4&1\ Output 1.1 MNS provides a single source of responsibility for the project and direct contact forthe City for full accountability. Ongoing Project Management MNS' Project Manager will provide onsite project management as required and perform the following project functions. Project Administration Project management responsibilities include developing task schedules; coordinating with City staff, subconsultants, utilities, and other contractors; maintaining quality control; preparing and coordinating required documents; reporting; and preparing presentations. Construction Engineering MNS will provide construction engineering to facilitate the review of shop and working drawings, submittals, and safety and accident prevention plans. We also perform contract drawing and specification interpretation as part of regular project management duties. Coordination with City Staff MNS will proactively coordinate with City staff to receive input; address concerns; obtain concurrence on any project plan, cost, or schedule changes; and provide project -status updates. Schedule MNS will ensure the contractor maintains an up-to-date computerized schedule in critical path format. MNS will review the contractor's baseline and monthly Critical Path Method (CPM) schedule, coordinate changes, and forward written conclusions to the City. We will review to ensure milestone are reflected in the schedule. This is one of the more useful tools in controlling both costs and budget for the project. MNS will notify the City and the contractor when the project schedule slips by more than 10%. Anticipation and Avoidance of Problems and Claims MNS will regularly review items such as upcoming contract work and seek to anticipate ambiguities, inconsistencies, phasing or scheduling issues, changed conditions, and existing conditions concerns as part of the regular construction contract administration duties. MNS will implement a program of claims avoidance and claims management. 0 Output 1.2 MNS' ongoing project management services result in complete, detailed project management and oversight. Our management team serves as the City's advocate to maintain the City's interests throughout the project while keeping City staff in the information loop continuously. SECTION 3. WORK STATEMENT 13 CITY OFSANTA CLARITA PROPOSAL TO PROVIDE COMPREHENSIVE FACILITY INSPECTION E N G I N E E R S I N C AND EVALUATION SERVICES FOR THE VISTA CANYON WATER FACTORY Schedule of Values Review TASK 2 Construction Management I MNS will review the contractor's Schedule of Values and coordinate changes as part of the regular construction contract administration duties. Correspondence and Reports MNS will furnish correspondence, bulletins, memoranda, and reports on a regular basis as dictated by the project and required by the City. Other correspondence will be produced as appropriate to the project status. Constructability Review Construction Coordination Meetings MNS will perform a limited constructability review for general MNS will conduct weekly meetings as part of the regular constructability and biddability issues within two weeks of construction engineering duties. Additionally, meeting minutes receiving the Notice to Proceed and prior to bidding the project. will be written and distributed to all attendees and others as designated by the City. Minutes will utilize the City's format. Review of Drawings and Specifications MNS will review the contract documents for general constructability, obvious errors and omissions, coordination problems and conflicts, sequencing, ambiguities, and adherence to project conditions as part of constructability review services. Review of Engineers Estimates MNS will review the construction cost estimates for general accuracy and verify each item of work has an associated pay method. Review of Engineers Schedule MNS will review the engineer's schedule and project phasing for feasibility. Constructability Report MNS will document all constructability review items and recommendations in a report submitted to the City and design engineer for review. 0 Output Subtask 2.1 MNS' complete constructability review and recommendations result in savings on the overall project cost and avoidance of potential time delays. Contract Ad m inistration MNS will provide construction contract administration services as required to maintain accurate documentation of the construction. Project records and documentation will be available to all members of the project team. SECTION 3. WORK STATEMENT Schedule and Cost Control MNS will monitor the project schedule, costs, and budget throughout the project. The cost control system will track and monitor the actual construction costs on a project. MNS will track contract item payments, contract change order payments, and supplemental work. The project contingency balance will be verified as part of the monthly progress pay request review and submission. Labor Compliance MNS will act as the Labor Compliance Officer for the project. We will review the contractor's certified payroll to ensure the contractor abides by the Department of Industrial Relations (DIR) requirements for prevailing wage and payment requirements. Change Order Processing and Review MNS will review and evaluate contractor change order requests, recommend solutions, negotiate change orders, and maintain a log of all change orders and costs. Document Control and Review MNS will review and coordinate with the design engineer to resolve contractor requests for information (RFIs) or any other requests in a timely manner and maintain a running log. The RFI log will be distributed at the weekly meeting. The age of RFIs will be noted in the log. Unanswered RFIs will receive particular attention. This process ensures timely response to all RFIs. Submittal Review and Coordination MNS will coordinate with the design engineer for the efficient review and processing of all shop drawings and submittals. A submittal log will be maintained to accurately track review and approval of all submittals. Coordination MNS will act as the point of contact between contractors, construction surveyors, material testing technicians, design engineer, City staff, utilities, and others. Permits MNS will verify the contractor adheres to and maintains all permits applicable to the project. Maintain As -Built Plans MNS will maintain a separate set of as -built plans to document all project changes and layout of project work items. Any revised elevations of major facilities and utilities will be documented on these plans. Safety MNS will review and approveto ensure compliance with the contractor's safety plan. We will notify the contractor of safety problems immediately and directthe contractor to suspend work if no immediate remedy for the imminent hazard occurs or a dangerous condition persists. 0 Output Subtask 2.2 MNS provides complete project administration and documentation of project plans, specifications, and project documents in accordance with City and funding guidelines. Construction Management and Inspection MNS will provide a daily onsite Construction Inspector as needed to meetthe required level of quality assurance for the project. The Construction Inspector's primary duties include the maintenance of project documentation and the inspection and verification of all work in place to meet the requirements of the contract plans and specifications, shop drawings, change orders, and operations and maintenance (O&M) manuals. Daily Inspection Diaries The Construction Inspector will maintain daily written records of work, including notation of such items such as weather, onsite Photo Record Maintenance MNS will regularly photograph construction activity in digital format and deliver in electronic format to the City. Record Drawing Maintenance MNS will regularly review the contractor's record set for completeness and accuracy and keep a separate as -built set throughout the project. Special Inspection Coordination MNS will coordinate with the City and the contractor to identify special inspections required for the work. Verification of Material and Equipment As material arrives on site, the Construction Inspector will verify the delivered items conform to the project specifications and approved submittals priorto approving them for use on the project. Quality Assurance MNS will inspect all work in progress to ensure adherence to the requirements and quality of work outlined in the contract documents. Any deficient work will be rejected. Acceptance/Performance Testing The Construction Inspector will coordinate acceptance and performance testing of each system or piece of equipment in conformance with the requirements of the written specifications, industry standards, and controlling codes. Offsite Inspections MNS will schedule and coordinate all offsite inspections. Construction Materials Testing MNS will monitor the work of the subconsultant materials testing firm as required by the project specifications and provided by the contractor to ensure all materials conform to the project documentation. 0 Output Subtask 2.3 MNS' complete project daily inspection, verification, testing, and quality assurance ensures all constructed work complies with the contract requirements. MNS' continuous monitoring of project costs and the schedule proactively alerts the team to mitigate any potential issues. SECTION 3. WORK STATEMENT 15 -CM�Q� E N G I N E E R S I N C CITY OF SANTA CLARITA PROPOSAL TO PROVIDE COMPREHENSIVE FACILITY INSPECTION AND EVALUATION SERVICES FOR THE VISTA CANYON WATER FACTORY 0 Output Task 2 MNS construction management services result in a quality constructed project meeting all required contract specifications, codes, and regulatory requirements. This ensures the City takes ownership of a properly constructed, fully functioning facility that meets the City's long-term operational and maintenance needs. TASK 3 Project Closeout _4 fir' -'- -- •- � - MNS will be proactive during the closeout of the contract to ensure all work is completed to the City's satisfaction and all required documents, manuals, and warranties are properly submitted prior to final project closeout. Punch List Inspection The Project Manager and Construction Inspector will administer the specifications' final acceptance requirements and develop a deficiency list (punch list) for the work performed, notify the contractor, and re -inspect the completed work. MNS will also conduct a final inspection in the presence of City representatives and the contractor. 0&M Manual and Warranty Coordination MNS will coordinate with the design engineers and contractorto ensure all required 0&M manuals are submitted. MNS will review vendor operation and maintenance manuals for conformance with the specifications. MNS will also ensure the contractor submits all warranty information and assists the City during this period if corrective work is need by the contractor. Startup and Operator Training MNS will review the project specifications to ascertain startup, training, and operation requirements for each system and piece of equipment—and ensure these requirements are satisfied. Startup and Commissioning MNS will coordinate with the contractor for the commissioning of all new equipment and facilities. We will assist with troubleshooting and addressing any required corrective action. Closeout Upon satisfactory completion of all contract work, MNS will perform a final inspection, compile final invoices, assemble and submit contract closeout packages, prepare project closeout files and reports, and recommend final acceptance of the project. Final Report MNS will prepare a final construction reportforthe project. The reportwill contain ata minimum the following: • Final project costs (items, change orders, and settled claims) • A summary of key dates (contract award, pre -construction meeting, first working day, and completion date) • A summary of working days, non -working days, change order days, weather days, and other days • A summary of change orders (approved costs and final costs) • Discussion of significant issues or problems encountered or addressed during construction • A copy of the approved final acceptance form ** Output Subtask 3.1 MNS will provide complete punch list corrective actions, 0&M manuals, training, startup and commissioning, and final project reports. Output Task 3 Project closeout will result in complete and accurate final documentation of all work completed. All issues encountered during construction will be properly documented. All deliverables due to the City will be reviewed for quality and delivered in a convenient format. Quality Assurance/Quality Control MNS considers internal quality control as the backbone of our services. Based on serving as Owner's Representative Construction Managers for over two decades, MNS implements our successful internal Quality Assurance/Quality Control (QA/QC) system on all projects. As a result of our well-established QA/QC system, all MNS-managed construction projects have successfully passed federal and state audits for funding reimbursement and accomplished timely closeout with project agencies. Each of our project team members has the responsibility for quality assurance and quality control. Our construction management team reviews their own documentation on a consistent basis, adhering to the procedures and requirements set forth in the contract requirements to ensure conformance with industry quality standards. For each project, MNS designates a QA/QC Manager responsible for performing additional independent reviews of the project records and project site to ensure compliance with the contract documents. SECTION 3. WORK STATEMENT 16 E N G I N E E R S I N C CITY OF SANTA CLARITA PROPOSAL TO PROVIDE COMPREHENSIVE FACILITY INSPECTION AND EVALUATION SERVICES FOR THE VISTA CANYON WATER FACTORY During the construction, Assistant Resident Engineer, Jason Mate, will independently review the project records on a routine basis. The MNS Principal -in -Charge and designated QA/QC Manager, Peter Brennan, PE, CCM, will perform third -party audits of the project records and the work in the field to ensure compliance with contract requirements and City, state and federal procedures. As the first order of work, Peter will meet with the City and incorporate any additional City QA/QC procedures or requirements into a project specific QA/QC plan for the VCWF project. A document controls system will be established at the beginning of the project. The system will be in full compliance with the contract requirements and City, state, and federal procedures. A few of the areas checked for completeness and accuracy as part of the review process include project daily reports; contract change orders (CCOs), RFIs, submittals, and material logs; compliance certificates; pay quantities; project schedule and costs; labor compliance; and correspondence. Our daily report includes a list of any areas with missing information, outstanding update requirements, or special attention needs. The construction management team reviews and discusses the report and adheres to the established timeline to correct any deficient items. At this time, a discussion also occurs in regard to any new procedures, requirements, or standards to be incorporated into the project. These independent reviews and quality assurance and quality control procedures result in a quality project that meet all the requirements of the contract documents and lead to an efficient closeout of the project. Verification of MNS Work Approach MNS will also complete the tasks listed in Section III, Scope of Services, of the City's Request for Proposal (RFP) as part of our complete project construction management and inspection services (task items were detailed previously in this section under the Work Statement heading). SECTION 3. WORK STATEMENT Review Available Plans and Data The MNS Construction Inspector and project managementteam will review project -related information including architectural, structural, mechanical, electrical, irrigation, and site civil plans. The Construction Inspector and project management team will also review all related analytical data, flow monitoring data, equipment manufacturer information, and operation and maintenance manuals as they specifically pertain to wastewater treatment. 1.2, 2.1, 2.2, 2.3, and 3.1 � • Inspect Installation of Mechanical Equipment Inspect items such as pumps, motors, and generators and review power requirements. Tasks 2.1, 2.2, 2.3, and 3.1 Effluent Flow Monitoring General inspection and evaluation for accuracy, configuration, and location. 2.1, 2.3, and 3.1 Description Comprehensive Inspection Comprehensive inspection of aeration tanks, settling tanks, storage equilization tank, piping, overflows, and major chemicals. Tasks 2.1, 2.3, and 3.1 Inspection of Building Structure Building structure inspection includes structural concrete in compliance with applicable building codes. 2.3 Description Inspection of Facility Pavement Sidewalks and Grounds General inspection and evaluation including fencing, landscape, hardscape, and lighting. Tasks 2.1, 2.3 and 3.1 Inspection and Evaluation Reporting The Construction Inspector will prepare and provide City staff with inspection reporting including compliance with applicable design or building codes.
