SUBJECT: RESOLUTION ESTABLISHING MULTI -WAY STOP CONTROLS
ON PAMPLICO DRIVE AT CARNEGIE AVENUE AND RON RIDGE
DRIVE

RECOMMENDED ACTION
City Council adopt a resolution authorizing the installation of multi -way stop controls on
Pamplico Drive at Carnegie Avenue and Ron Ridge Drive.
BACKGROUND
Staff received requests from residents for multi -way stop controls at various locations along
Pamplico Drive. Pamplico Drive is a residential street connecting Seco Canyon Road and
Haskell Canyon Road. It provides the primary route to James Foster Elementary School and is
used as a route to Saugus High School. Currently, there are no stop control measures along
Pamplico Drive between Seco Canyon Road and Grovepark Drive (a distance of approximately
6,000 feet).
The City Council adopted Resolution No. 03-140 establishing multi -way stop sign warrants for
intersections of two residential streets on November 25, 2003. Staff collected traffic data and
completed field observations at several locations along Pamplico Drive between Seco Canyon
Road and Ron Ridge Drive. Based on the provided data and field observations, staff concluded
the intersections of Pamplico Drive at Carnegie Avenue and Pamplico Drive at Ron Ridge Drive
met those minimum warrants for the installation of multi -way stop controls.
The proposed multi -way stop controls on Pamplico Drive at Carnegie Avenue and Pamplico
Drive at Ron Ridge Drive will be evenly spaced along the roadway (approximately 2,000 feet
between stop controls). The installation of the multi -way stop controls will help reduce traffic
volumes and speeding issues. In addition, the proposed multi -way stop controls on Pamplico
Drive at Carnegie Avenue will enhance safety and circulation for students going to and from
James Foster Elementary School.

Staff met with school administrators from James Foster Elementary School and Saugus Union
School District on April 26, 2017, to inform them of the proposal to install multi -way stop
controls on Pamplico Drive at Carnegie Avenue. They were supportive of the proposal.
Staff also received support from residents in the area of Ron Ridge Drive at Pamplico Drive to
install the multi -way stop controls. However, residents on Pamplico Drive between Seco Canyon
Road and Carnegie Avenue expressed concerns that the locations of the proposed multi -way stop
controls may not adequately address the speeding near their homes. The residents were informed
that staff will re-evaluate that area after the multi -way stop controls are implemented and work
with them to determine if additional measures are needed.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The cost for installation of multi -way stop controls is estimated to be $3,000. Adequate funds are
available in Street Maintenance expenditure account 14504-5141.008.

RESOLUTION NO. 17 -
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTI -WAY STOP
CONTROLS FOR THE INTERSECTIONS OF PAMPLICO DRIVE AT CARNEGIE
AVENUE AND PAMPLICO DRIVE AT RON RIDGE DRIVE
WHEREAS, Section 21345 of the California Vehicle Code allows local authorities to
design any intersection under their exclusive jurisdiction as a stop control intersection; and
WHEREAS, traffic operations on Pamplico Drive at Carnegie Avenue and Pamplico
Drive at Ron Ridge Drive will benefit from the installation of multi -way stop controls.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That the intersections of Pamplico Drive at Carnegie Avenue and
Pamplico Drive at Ron Ridge Drive be designated as multi -way stop controls intersections.
Traffic on Pamplico Drive at Carnegie Avenue and Pamplico Drive at Ron Ridge Drive shall be
required to stop before entering the intersections.
SECTION 2. That the stop designations, as provided herein, shall apply when
appropriate signs and pavements markings, giving adequate notice hereof, have been placed as
described in Section 1.
SECTION 3. That staff shall install all the necessary signs and pavement markings to
affect this resolution as described in Section 1.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
