RECOMMENDED ACTION
City Council:
1. Award a professional service contract to Twining, Inc., for the Old Town Newhall Parking
Structure, Project F2010, to provide material testing and deputy inspection in the amount of
$174,820, and authorize a contingency in the amount of $17,500, for a total contract not to
exceed $192,320.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Old Town Newhall Specific Plan (Specific Plan) was adopted by the City Council in 2005
outlining the vision for the future of Old Town Newhall and created a plan to revitalize the area
by encouraging development and redevelopment. Since the adoption of the Specific Plan, the
City of Santa Clarita (City) and the Redevelopment Agency of the City of Santa Clarita
(Redevelopment Agency) have implemented various components specific to Old Town
Newhall's infrastructure, including circulation improvements to create a pedestrian -friendly
Main Street area, the extension of Railroad Avenue and Newhall Avenue, the five -block Main
Street streetscape enhancement, the Old Town Newhall Public Library, and the roundabout. The
next planned infrastructure investment is a parking structure at Railroad Avenue and 9th Street.
This project is a component of the "Enhancing Economic Development" theme in Santa Clarita
2020, the City of Santa Clarita's five-year strategic plan.

On July 12, 2016, the City Council awarded the design -build contract to Swinerton Builders for
the Old Town Newhall Parking Structure, Project F2010. The design portion of the Swinerton
Builders contract is complete, and the 12 -month construction phase started on March 13, 2017,
with a groundbreaking ceremony held on March 6, 2017. As a part of this project, the City will
hire a consultant to perform material testing and special inspections. This third -party firm will
verify the construction materials meet the design, strength, and installation requirements shown
on the approved construction plans.
On November 18, 2016, the Request for Proposals (RFP) for the material testing and special
inspection for the Old Town Newhall Parking Structure was sent to four qualified companies.
The various proposals were received on January 3, 2017. Staff reviewed the proposals and based
on their evaluations, scored the firms on a 100 -point scale. The scoring system emphasized the
following: recent experience with similar project, qualification of team and resources,
understanding of key items, proposed services in relation to project scope, schedule and
availability, and references. The proposals from R.T. Frankian & Associates and MTGL, Inc.,
did not included sufficient tasks or hours to complete the work required by the project.

Staff recommends awarding the professional service contract to Twining, Inc., to provide
material testing and special inspection for the Old Town Newhall Parking Structure based on
their experience with projects of similar size and scope, the completeness of their proposal, and
having the ability for in-house staff to perform all of the work. Twining, Inc.'s proposal also
included a well thought out scope of work and cost estimate to cover all of the testing and
inspection for the 12 months of construction.
A total budget of $1,208,944 was identified and previously appropriated for design, staff
oversight related to construction and project management, public works inspection, building
inspection, encroachment permits, Southern California Edison fees, environmental permitting,
entitlements, building and engineering plan check, clerical support, and material and soils
testing. The cost for this work was anticipated in that budget.

SECTION 1
Introduction
It is understood that the purpose of the City's RFP is to obtain the services of a well-
qualified consultant, to provide materials testing and special inspection for the Old Town
Newhall Parking Structure in accordance with the approved plans and specification. The
Old Town Newhall Parking Structure is a relatively straight forward project consisting
Of one (1) below ground level and six (6) above ground levels. The structure consists of
cast in place columns supported elevated post tension concrete with CMU components.
The overall construction schedule is approximately ten (10) months from the start of
foundations through TCO. Within that ten (10) month schedule, all structural elements
should be completed within the first seven (7) or so months.

Twining's local laboratory offers the most state-of-the-
art testing resources available in California. Widely
recognized as California's premier testing resource, our
lab is multi -certified and equipped to test in situ density
and moisture content, Atterberg limits, sieve analysis,
maximum dry density, direct shear, consolidation,
expansion index, sand equivalent, cleanness value,
soundness, and R -value. We also provide asphalt plant
inspection and inspection of soil, epoxies, metals, steel
reinforcement, and welds and are able to test concrete,
masonry, aggregates, asphalt, diamond bit coring of
asphalt, concrete or masonry, and road rating.

Qualifications of Firm
Inspection Services
Twining's inspection staff consists of over 150
inspectors located throughout California. More than 80
percent of these inspectors hold multiple inspection
certifications in disciplines including structural steel,
high strength bolting, prestressed concrete, reinforced
concrete, structural masonry, drilled in anchors, spray
applied fireproofing and more.
These highly skilled men and women have been
selected for their diversity of knowledge and for
their ability to work with clients to achieve maximum
performance at minimum cost. Twining has the
resources to staff every project with experienced and
professional inspection personnel.
Field Engineering
Twining's ability to perform a variety of services
in-house makes testing quicker, easier, and more
responsive to our clients' needs. We perform
standardized tests and services including:
• Pull testing of building components
• Testing of wedge anchors, epoxied anchors, and
wedge anchors
• In-place shear testing of masonry walls
• Flat -jack load testing of masonry walls
• Fireproofing for adhesion and cohesion
• Floor flatness and levelness testing
Materials Testing
Twining has been at the forefront of construction
materials testing for over a century. Our network of
state-of-the-art laboratories, complimented by our fleet
of mobile laboratories, allows us to provide in-house
testing for projects throughout the area.
Twining provides fast, reliable test results that our
clients can count on. We subscribe to the most
stringent inspection and certification requirements
in the industry. We are recognized by agencies
including Caltrans, Division of the State Architect
(DSA), American Association of State Highway and
Transportation Officials (AASHTO), United States Army
Corps of Engineers (USACE), Cement and Concrete
Reference Laboratory (CCRL), Federal Aviation
Administration (FAA), International Accreditation
Service (IAS), and U.S. Army Corps of Engineers
along with numerous cities and counties as a certified
geotechnical, paving, materials testing and inspection
laboratory.
Non -Destructive Examination
The field of non-destructive examination is undergoing
rapid change, bringing technologies that had previously
been the subject of research into the arena of practical
application. Twining has been at the forefront of these
applications; from participating in the post -Northridge
SAC committees through being the first firm to fully
implement the requirements of FEMA 353 and now
AWS D1.8, to the field implementation of the latest
technologies such as Phased Array Ultrasonics and
Time of Flight Diffraction. Twining is fully compliant
not only with ASNT SNT-TC1A, but with the stricter
certification standards of CP -189.

SECTION 2
The parking structure adjacent to the Raddison LAX is a new, 7 -story
structure. Twining worked on the project for the original owner who was
forced to file bankruptcy mid -project. Signit Parking at LAX, LLC, picked up
the project mid -construction and determined that our team was critical to its
successful completion. Signit contracted us to provide materials testing and
special inspection services for the duration of the project.
Westfield, Del Amo Mall Parking Structure
The Del Amo Mall Parking Structure project was a renovation of the existing
parking structure. The project involves the extensive structural renovation
of the existing structure and the addition of significant structural steel
elements throughout the multi -tiered structure. Twining is providing testing
and inspection of the structural steel columns and beams, composite metal
deck with concrete fill, reinforced masonry, and spray -applied fireproofing.
We are also providing special inspection and testing of additional structural
components, including site concrete elements, steel canopies, epoxy
doweling, anchors and embeds.
Westfield, Century City Parking Structure & Connector
The Westfield Century City Parking Structure is a new, 5 -story structure
adjactent to the existing parking structure. Phase 2 included the addition
of a connector between the original structure to the new 5 -story parking
structure. Twining provided geotechnical engineering services, soils testing,
construction materials testing, and special inspection services for both
phases of the project.

spots and is notably the largest parking structure in the Western
hemisphere and the second largest in the world. The structure is six levels,
3,750,000 -square -feet, and provides parking for both the Disneyland park
and resort.

Jeff Tawakoli is a engineer with over 28 years of experience in construction materials
engineering. As your Project Manager for this parking structure project, Jeff will
will oversee the project team and ensure that our services are provided to the City in a
comprehensive and seamless manner. Jeff will also ensure the accuracy and timeliness of
all reporting and billing activities. He will review all invoices, inspection reports, and
test reports prior to issuance. Jeff will play a critical role in informing the County of
budget status, working with the project team to reduce costs, and delivering our services
in an efficient manner. In the event of budget deviations, he will ensure that the County
is proactively advised and will assist with allocating costs to the actual source of the

Work Statement
Twining's field staffing plan will be to assign a multi -licensed inspector, approved by the City, capable of
performing all inspections, including concrete, rebar, CMU and welding. It is expected that the resident inspector
will be on the site when needed continuously and periodically for approximately seven (7) months. The resident
inspector will be assisted by additional inspectors as necessary, and where required by the City, generally for
concrete placement and when work is being performed where one inspector cannot adequately cover the visual
inspections required.
We are projecting about 1276 inspection hours over the seven (7) month duration, or about 182 average
inspection hours per month.

Note that hard copies of reports will be sent only to governing jurisdictions that mandate them. All other parties will receive reports electronically. The administrative fee above will
be increased by 1% if additional hard copies of reports are requested.
Minimum Charges (Inspection and Technician Personnel Only - Other Personnel Charged on Portal to Portal Basis)
2 -Hour Minimum: Inspector arrives at jobsite, no work to perform.

Regular Time
The first 8 hours worked Monday through Friday between 5:00 a.m. and 5:00 p.m.
Time and One -Half (All Types of Inspection)
All shifts will be billed based on the time and date of their start. Any increment past 8 hours through 12 hours worked Monday through Friday and the first 12 hours on Saturday.
Time and one-half will also be charged for any time before 5:00 a.m. and after 5:00 p.m.
Double Time (All Types of inspection)
All shifts will be billed based on the time and date of their start. After the first 12 hours worked Monday through Saturday, all day Sunday, holidays, and the first Saturday following
the first Friday in June and December. Holidays are New year's Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving,
and Christmas Day.
Meal Period
When personnel am required by their duties to work more than five consecutive hours without a one-half hour uninterrupted meat period,one half hour
at double time rate will be charged in addition to any applicable overtime for actual hours worked.
Shift Differential (Applies to Regularly Scheduled Shifts Only)
A $1.00 par hour shift dllferential premium will be charged for all inspection hours that fall outside of the 5:00 a.m. to 5:00 p.m. tlme period. Twining will require 48-hour notice prior
to beginning a shift that will include hours falling outside this time period. Should this notice not be provided, all work performed on that shift will be billed at the overtime rate.
if three shifts per day are required, the first shift will be billed at the standard rate. The second shift shall he billed in accordance with the previous paragraph.
The third shift shall be billed at 8 hours for the first 6 1/2 hours worked and overtime for all hours thereafter.

General Conditions, continued
Travel Time and Mileage
For projects outside a 50 -mile radius from the nearest Twining facility, $ 0]0 per excess mile to and from the project will be charged for inspectors and technicians.
Other than small tools, whenever project related equipment is required to be transported to and from the project site, time and mileage for inspectors and field technicians will be

Saturday Sample Pick -Ups
In order to be in strict conformance with testing standards, it may be required that Saturday pick-ups be performed (e.g. concrete specimens cast on Friday must be picked up on
Saturday in older to be in conformance with ASTM C31 requiring specimens to be moved to their final curing location within 48 hours of casting.) Applicable charges for Saturday
work will apply when this is required. Should these charges not be authorized then Twining will not be responsible for any negative consequences.
Reimbursable Expenses
Parking, air fare, car rental, food and lodging, etc. will be charged at cost plus 15% per processed invoice, unless provided by client.
Project Specific Documents
Costs presented assume that client will provide project specific documents (plans, specifications, submittals, RFIs, etc.) for all inspection personnel. Should project specific
documents be provided electronically through a for fee service, the client will be responsible for providing access and paying any fees for the service.
Project Site Facilities
Prices quoted assume that initial curing facilities for test samples that comply with relevant test standards and project requirements and desk space for inspection staff are
provided by others. Additional costs will apply should Twining be required to provide such facilities.
Subsistence
Subsistence on remote jobs will be charged per quotation.
Laboratory Testing Hours
Please note that laboratory testing will be billed on an hourly basis for non-standard tests. If testing is required to be performed on Saturdays, Sundays, holidays, or before 5:30
a.m. or after 4:00 p.m. on weekdays, an additional hourly charge with a minimum of one hour will be applied for the laboratory technician. 1.5 x regular test rate will be charged for
rush testing.
Charges for Subcontracted Services
Material sent to outside laboratory for testing: Cost plus 20%
Material sent to outside fabricator or machine shop: Cost plus 20%
Glu -Lam beam inspection: Cost plus 20%
Other subcontractors: Cost plus 20%
Project exclusive equipment purchase: Cost plus 20%
Limit of Liability
Client agrees to limit Twining's aggregate liability to all entities for alleged or actual effors and omissions in the performance of its professional sevices under this agreement to
$50,000.00 or the fees actually paid to Twining, whichever amount is greater. Higher limits may be available by quotation.
Certified Payroll
Certified payroll will be provided, upon request, at an additional charge of $100.00 month.
Final Reports Required by Jurisdiction
If a final report or affidavit is required, we must first review all inspection and testing reports and clear up any unresolved issues on these reports. These issues will typically require
approval by the engineer or architect of record. This process can take several weeks or just a day, depending on the number and complexity of the issues. Cost for final reports
will be billed hourly.
Terms of Payment
Fees charged are for professional and technical services and are due upon presentation. If not paid within 30 days from date of invoice, they are considered past due and a
finance charge of 11/2% per month will be added to the unpaid balance (APR 18%).
All invoice errors or necessary corrections shall be brought to the attention of Twining with 15 days of receipt of Invoice. Thereafter, customer acknowledges invoices are correct
and valid. Twining reserves the right to terminate its services to a customer without notice if all invoices are not current. Upon such termination of services, the entire amount
accrued for all services performed shall immediately become due and payable. Customer waives any and all claims against Twining, its subsidiaries, affiliates, servants and
agents for termination of work on account of these terms.
In the event of any litigation arising from or related to any agreement to provide services whether verbal or written, the prevailing party shall be entitled to recover from the non -
prevailing party all reasonable costs incurred, including staff time, court costs, attorney's fees and all other related expenses in such litigation. Additionally, in the event of a non -
adjudicative settlement of litigation between the parties or a resolution of dispute by arbitration, that same process shall determine the prevailing party.
Specimen Disposal
Specimens will be discarded after testing unless Twining has been notified prior to testing that the customer wishes to retrieve the specimens or storage arrangements are made.
Oversize Specimens
An extra charge will be made when test specimens require more than one person to handle due to size or weight.
