UPGRADE AT THE MCBEAN REGIONAL TRANSIT CENTER AND
THE TRANSIT MAINTENANCE FACILITY

RECOMMENDED ACTION
City Council:
1. Award contract to All Systems Go, Inc. for the purchase and installation of upgraded facility
surveillance equipment at the Transit Maintenance Facility (TMF) and the McBean Regional
Transit Center and Park and Ride (MRTC) in the amount of $103,985, and authorize a
contingency of 10 percent in the amount of $10,399 for a total not to exceed $114,384.
2. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event that issues of impossibility of performance arise, subject to City Attorney
approval.
The City of Santa Clarita (City) operates and maintains the TMF, which houses the
administration, operations, and maintenance of Santa Clarita Transit's bus fleet. Additionally,
the City operates and maintains the MRTC with approximately 1 million patrons coming through
the facility annually.
In 2006, with the construction of the TMF, the City installed a facility video surveillance system
that included a recording system and 19 cameras. Since then, the City has installed an additional
5 cameras for a facility total of 24. The current recording system only holds approximately two
weeks of video. In 2011, with the construction of the MRTC, the City installed a web -based
video surveillance system that included a recording system and 22 analog cameras.

Over the years, weather and age have affected the cameras at the IMF. There are currently three
inoperable cameras and exterior camera housings are beginning to crack and fail. Additionally,
the current digital video recorder is of lower quality, the software is not user friendly, and it has
reached the end of its useful life.
The project at the MRTC will improve security camera benefits by installing additional cameras
to cover current blind spots, as well as replacing analog cameras on the passenger platforms with
clearer, sharper picture internet protocol cameras. Replacing the system will remove the need for
offsite hosting, saving the city approximately $3,041 annually in monthly fees.
This project will repair and upgrade the security camera system at both facilities.
An Invitation for Bid (IFB) was prepared and a notice was published twice on November 30,
2016, and December 7, 2016. The IFB was also posted on the City's PlanetBids website,
emailed to 654 vendors, and downloaded by 50 interested vendors. The bid was conducted in
compliance with federal procurement standards.

Based on the submitted bids, staff recommends All Systems Go, Inc. for this project based on
their depth of understanding of the project, staff qualifications, previous experience, references,
and overall cost.

FISCAL IMPACT
The total cost of this project, including contingency, is $114,384 and does not require any
General Fund monies. Adequate Federal Transit Administration (FTA) monies are available for
this project and budgeted in Transit Fund 700.

In accordance with AGENCY's NOTICE INVITING BIDS, the undersigned BIDDER hereby proposes to furnish all materials,
equipment, tools, labor, and incidentals required for the above -stated project as set forth in the plans, specifications, and
contract documents therefore, and to perform all work in the manner and time prescribed therein.
BIDDER declares that this proposal is based upon careful examination of the work site, plans, specifications,
INSTRUCTIONS TO BIDDERS, and all other contract documents. If this proposal is accepted for award, BIDDER agrees
to enter into a contract with AGENCY at the unit and/or Jump sum prices set forth in the following BID SCHEDULE.
BIDDER understands that failure to enter into a contract in the manner and time prescribed will result in forfeiture to
AGENCY of the proposal guarantee accompanying this proposal.
BIDDER understands that a bid is required for the entire work that the estimated quantities set forth in BID SCHEDULE are
solely for the purpose of comparing bids, and that final compensation under the contract will be based upon the actual
quantities of work satisfactorily completed. THE AGENCY RESERVES THE RIGHT TO INCREASE OR DECREASE THE
AMOUNT OF ANY QUANTITY SHOWN AND TO DELETE ANY ITEM FROM THE CONTRACT. It is agreed that the unit
and/or lump sum prices bid include all appurtenant expenses, taxes, royalties, and fees. In the case of discrepancies in the
amounts bid, unit prices shall govern over extended amounts, and words shall govern over figures.
If awarded the contract, the undersigned further agrees that in the event of the Bidders default in executing the required
contract and filing the necessary bonds and insurance certificates within ten working days after the date of the AGENCY's
notice of award of contract to the BIDDER, the proceeds of the security accompanying this bid shall become the property of
the AGENCY and this bid and the acceptance hereof may, at the AGENCY's option, be considered null and void.

The EH3512/EH3515 Series are indoor/outdoor, low cost camera
enclosures constructed from the cast and extruded aluminum. The
EH3512 has a lower body length of 12.75 inches (32.38 cm) and the
EH3515 has a lower body length of 15.75 inches (40.00 em).
These enclosures are for use with cameras having fixed focal length
lenses or motorized zoom lenses (with or without auto iris operation).
The front hinged lid provides easy access to the removable camera
sled. Two adjustable (PG13.5) glands on the bottom of the enclosure
allow for easy installation of the power and video cables. The rear
link -lack latch can be used with a padlock of suitable size to secure
the enclosure.
Field -installed options include heater defroster, blower, and sun
shroud- The enclosures can also be factory -ordered with a low power
24V, 120V, or 230V heater -defroster and blower or heater -defroster
only.
The EH3512 and EH3515 are ideal for small -to -medium cameras
and can be mounted to either our PT270/PT28O Series (indoor) or
PT570/PT580 Series (outdoor) pan/tilts, or any compatible mount.

Wire and Cable Recommendations
We recommend using unshielded twisted pair wiring. The
systems will operate over wire 26 to 18 AWG but are
optimized for 24 AWG. Category cables may be used.
Individually shielded pairs should be avoided, as they
drastically reduce the operating range of the systems. Multi -
pair cable with an overall shield is acceptable. Video can be
operated in the same communication cable coexistent with
telephone, computer, control signals, power voltages and
other video signals. While video may be routed through
telephone punch down block terminals, any bridge -taps, also
called T -taps and any resistive, capacitive or inductive
devices MUST BE removed from the pair.
