Councilmember Kellar delivered the invocation.

CALL TO ORDER
Mayor Smyth called to order the regular joint meeting of the City Council and Board of Library
Trustees at 6:03 p.m.
ROLL CALL
All Councilmembers were present.
FLAG SALUTE
City Manager Ken Striplin led the flag salute.
EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.
APPROVAL OF AGENDA
Motion by Weste, second by Kellar, to approve the agenda, pulling items 3 and 6 for staff
updates, and items 4 and 5 for Council comments.

AWARDS AND RECOGNITIONS
Mayor Smyth and Council proclaimed April 2017 as Autism Awareness Month in the City of
Santa Clarita and provided a proclamation to members of the Family Focus support group.
Mayor Smyth and Council recognized Wylie Thompson, Cooper Thompson, and Oliver Behrens
for their life saving actions and presented them with certificates.
Mayor Smyth and Council proclaimed May 5, 2017, as School Lunch Hero Day and presented
he ltpOcIalllaLlUll tO Nancy Haddock and members of the Santa C.larlta Valley Food Services
Agency.
mayor Smyth and Council proclaimed April 28, 2U i -/, as Arbor Day and invited David Haas of
California Department of Forestry and Fire Protection to the podium where he presented the City
with the Tree City USA award. Mayor Smyth also invited Neighborhood Services staff to the
dais to receive the award.
PUBLIC PARTICIPATION
Addressing the Council was Can Noltemeyer, representing Santa Clarita Organization for
Planning and the Environment, regarding the Chiquita Canyon Landfill; Beverlee Broggie,
regarding senior housing issues; Marrilyn Lawson, regarding senior housing issues; Dennis Hugh
Conn, regarding law libraries and Walt Disney; John Musella, representing Chiquita Canyon
Landfill, regarding operations at the landfill; and Douglas Fraser, regarding potential changes to
the Mobile Home Rental Adjustment Ordinance.
STAFF COMMENTS
City Manager Ken Striplin clarified that no staff member has made any inference of support or
opposition to the Chiquita Canyon Landfill; and commented on steps taken by Council to
approve an affordable housing project, and continues to look for other opportunities for
affordable housing projects.
Mayor Pro Tem Weste commented regarding senior issues and the need to address affordable
housing, where the senior affordable housing designation does not expire after the bonds expire.
COMMITTEE REPORTS/COUNCILMEMBER COMMENTS
Mayor Smyth commented that he recently participated in the City of Santa Clarita Public
Library's Dial -A -Story program and encouraged the community to participate by dialing
(661) 259-0750, extension 4.
Mayor Pro Tem Weste commented on her recent injury and why she is wearing a cowboy hat to
the meeting; thanked staff, the Rotary Club, and the community for their involvement with the
successful 24th year of the Cowboy Festival, and commented on the Sons of San Joaquin's last
performance, and suggested that the City acknowledge them at the 25th Cowboy Festival; and
Councilmember Miranda and Mayor Pro Tem Weste mentioned that Councilmember Kellar was
honored by the Los Angeles Police Reserve Foundation and received the "Twice the Citizen"
award.
Councilmember Kellar thanked Mayor Pro Tem Weste and Councilmember Miranda for their
comments and was honored to receive the "Twice the Citizen" award; announced that the
Triumph Foundation's Wheelchair Sports Festival will be held on April 29 and April 30, and that

the Foundation reaches out to individuals suffering spinal cord injuries offering support for
patients; and requested that the meeting be adjourned in memory of community member Barry
Gump.
Councilmember McLean commented on the Cowboy Festival where she was able to speak to
visitors from out of state; invited residents to save the date of June 17 for the SCV Senior Center
fundraiser, Touch a Truck family event, held at Central Park, where fathers and grandfathers are
admitted for free since it is Father's Day weekend; commented on attending the SCV Senior
Center Capital Campaign event at the proposed Senior Center building; mentioned that the
former Clean Water/Clean Beaches measure is now called the Water Resiliency Plan and
commented on attending meetings with Los Angeles County Supervisors' staff and reiterated that
Santa Clarita residents already pay for these plans; commented regarding the Chiquita Canyon
Landfill and questions regarding traffic impacts to the residents of the City, and would like to
reiterate concerns in a letter to the Los Angeles County Board of Supervisors; and inquired and
City Attorney Joseph Montes responded to questions about rent control within the City, who
stated that the state Costa -Hawkins Rental Housing Act imposes limits on rent control; and
commented on the shortage of available rental units as a reason for high rent.
Councilmember Miranda commented that the summer issue of Seasons Magazine should be
arriving in the mail soon; announced the 30th Anniversary of the City where Sammy Clarita, a
stuffed horse, will be hidden throughout the City; and commented on being pro -affordable
housing for seniors, and cautioned that rent control is not the solution.
Mayor Smyth requested an update on a spike of drug overdoses over the weekend, and Captain
Robert Lewis responded that there was one potential death from drug overdose over the
weekend, and due to HIPAA rules is not able to receive updates from the hospital, and that the J -
Team (Juvenile) is investigating if multiple incidents are related.

STATE LEGISLATION: SENATE BILL 34
Authored by Senator Pat Bates (R -Laguna Niguel), Senate Bill 34 proposes to authorize a city or
county to request denial of an alcoholism or drug abuse recovery or treatment facility application

City Council adopt the Legislative Committee's recommendation to support Senate Bill 34
(Bates) and transmit position statements to Senator Bates, Santa Clarita's state legislative
delegation, appropriate legislative committees, Governor Brown, and the League of California
Cities.
Michael Murphy, Intergovernmental Relations Manager, reported on the changes to Senate Bill
34 since the Council Legislative Committee considered it, and the recommended action does not
change.
Mayor Smyth agreed with staff recommendation and Council concurred.
ITEM 4
STATE LEGISLATION: SENATE BILL 35
Authored by Senator Scott Wiener (D -San Francisco), Senate Bill 35 proposes to require a city
or county to submit to the State Legislature, the Department of Dousing and Community
Development, and the Office of Planning and Research, an annual report regarding a local
agency's general plan related to housing. This bill also proposes to streamline the approval
process for specific multifamily residential developments by eliminating the requirement of a
conditional use permit by a local agency.
RECOMMENDED ACTION:
City Council adopt the Legislative Committee's recommendation to oppose Senate Bill 35
(Wiener) and transmit position statements to Senator Wiener, Santa Clarita's state legislative
delegation, appropriate legislative committees, Governor Brown, and the League of California
Cities.
Councilmember McLean commented on supporting the recommended action in opposing Senate
Bill 35 due to the far reaching oversight over cities required by this bill.

ITEM 5
STATE LEGISLATION: SENATE BILL 649
Authored by Senator Ben Hueso (D -San Diego), Senate Bill 649 proposes to reduce local control
and fees over small cell siting in the public right-of-way. For purposes of this summary, "small
cell" is defined as wireless telecommunications equipment used by cell providers to provide cell
service. This bill grants cell providers access to locally owned infrastructure within the public
right-of-way and in commercial and industrial zones and prohibits local discretionary zoning
review.
RECOMMENDED ACTION:
City Council adopt the Legislative Committee's recommendation to oppose Senate Bill 649
(Hueso) and transmit position statements to Senator Hueso, Santa Clarita's state legislative
delegation, appropriate legislative committees, Governor Brown, and the League of California
Clues.
Councilmember McLean commented on supporting the recommended action in opposing Senate
Bill 649 due to the loss of local control over aesthetics and noise control oversight for new cell
towers.
Council discussed the importance of being vigilant on these proposed bills, as local control is
eroding when the bills are passed.
ITEM 6
STATE LEGISLATION: SENATE BILL 786
Authored by Senator Tony Mendoza (D -Artesia), Senate Bill 786 proposes to authorize a city or
county to request denial of an alcoholism or drug abuse recovery or treatment facility application
to the Department of Health Care Services on the basis of over concentration. of residential
facilities.
RECOMMENDED ACTION:
City Council adopt the Legislative Committee's recommendation to support Senate Bill 786
(Mendoza) and transmit position statements to Senator Mendoza, Santa Clarita's state legisiative
delegation, appropriate legislative committees, Governor Brown, and the League of California
Cities.
Michael Murphy, Intergovernmental Relations Manager, reported an update to Senate Bill 786
since the Council Legislative Committee considered it, and that there are no changes at this time
and will be considered after 2018 legislative session.
Mayor Smyth requested that Council change the recommended action to take no action on this
item, and to take another look at this bill after amendments are made, and Council concurred.
ITEM 7
APPROVAL OF THE CITY OF SANTA CLARITA'S TRANSIT 2017 TITLE VI PROGRAM
This item serves as an update to the City of Santa Clarita's 2014 Transit Title VI Program.
RECOMMENDED ACTION:
City Council approve the 2017 Title VI Program.

Check Register No. 8 for the Period 03/ i 7/ 17 through 03/30/ i 7 and 04/06/ 17 in the aggregate
amount of $6,746,678.85. Electronic Funds Transfers included in Check Register No. 8 for the
Period 03/20/17 through 03/31/17 in the aggregate amount of $1,481,617.21.
RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register No. 8.
