Approve plans and specifications for the Storm Drain and Culvert Upgrades, Project N0002. 2. Award the construction contract to E & E Engineering, Inc., in the amount of $259,270, and authorize a contingency in the amount of $39,000, for a total contract amount not to exceed $298,270. 3. Authorize the following transactions to fund the Storm Drain and Culvert Upgrades, Project N0002: Increase Miscellaneous Federal Grants (Federal Emergency Management Agency) revenue in account 229-4424.009 by $269,452 and appropriate to expenditure account N0002229-5161.001 to supportthe Storm Drain and Culvert Upgrades project. Appropriate Transportation Development Act (TDA) Article 8 funds (233) in the amount of $42,500 to expenditure account N0002233-5161.001 as local match funds required to support this federally funded project. 4. Authorize the continued appropriations of $24,952 in General Fund Capital Projects (Fund 601) and $23,848 in Gas Tax (Fund 230) from various project savings in Fiscal Year 2016-17 to Fiscal Year 2017-18 and appropriate to the Storm Drain and Culvert Upgrades project expenditure account N0002601-5161.001 and N0002230-5161.001. 5. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. Page 1 Packet Pg. 139 BACKGROUND The City of Santa Clarita (City) received a Pre -Disaster Mitigation (PDM) grant from the Governor's Office of Emergency Services (CalOES) to correct roadway flooding issues within four key locations throughout the City. The PDM program provides funds for hazard mitigation planning and the implementation of mitigation projects prior to a disaster event. Funding these plans and projects reduces overall risk to the population and structures, while also reducing reliance on funding from actual disaster declarations. This project will improve drainage at four locations within the City to correct roadway flooding during storm events. The locations of these four areas are: Wiley Canyon Road north of Calgrove Boulevard, 13th Street west of Arch Street, and two locations on Sierra Highway north of The Old Road. The goal of the proposed project is to improve the conveyance of stormwater and increase driver safety while decreasing the need for roadway closures, maintenance, and property damage. Correcting flooding issues at these locations is necessary. Under current conditions, storm events cause damage to the roadway and create significant traffic congestion on these important transportation corridors within the City. This project addresses maintaining the safety, quality, and value of our public infrastructure in the Sustaining Public Infrastructure theme of the Santa Clarita 2020 plan. An invitation to bid was published three times: May 17, 19, and 23, 2017, and posted on the City's website. Plans and specifications were also sent to area plan rooms. Four bids were submitted to the City and opened by Purchasing on June 19, 2017. The results of the bids are shown below: Companv Location Cost E & E Engineering, Inc. The contractor possesses a valid state contractor's license and is in good standing with the Contractor State License Board. The contractor's bid was reviewed for accuracy and conformance to the contract documents and found to be complete. The requested contingency of $39,000 will cover costs for unforeseen conditions or conflicts uncovered during construction. The requested appropriations will fund the contract award, contingency amount, staff oversight related to construction, project management, including public works inspection, technical support, material testing, labor compliance, and other project -related costs. ALTERNATIVE ACTIONS Other action as determined by the City Council. 0 Page 2 Packet Pg. 140 FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available for contract award for the Storm Drain and Culvert Upgrades, construction support, materials testing, project administration, and all anticipated project costs.
