Award a month-to-month contract, for a period of 12 months, to Oakridge Landscape Inc., to provide contractual landscape maintenance for Landscape Maintenance District (LMD) Zones T68 (West Creek) and T69 (West Hills) in the amount of $172,083, plus 10 percent contingency of $17,208, for a total amount not to exceed $189,291. 2. Authorize the City Manager or designee to execute all contracts and associated documents or modify the awards in the event impossibility of performance arise, and execute all documents subject to City Attorney approval. BACKGROUND As part of the November 2016 West Hills and West Creek annexation into the City of Santa Clarita (City), the City Council and Los Angeles County Board of Supervisors adopted a Joint Resolution transfer of LMD Zones T68 and T69, pursuant to Section 22612 of the State Streets and Highways Code. The transfer of maintenance responsibility for these two LMD Zones will occur on August 1, 2017. LMD Zones T68 and T69 are currently administered and maintained via landscape contracts by the County of Los Angeles (County) through a contract with Oakridge Landscape Inc. These LMD areas encompass approximately 3,737,165 square feet of which 1,340,971 square feet is irrigated ornamental plantings, while the remaining 2,396,194 square feet is native vegetation requiring standard brush clearance. To date, approximately 40 percent of the total LMD improvements have been accepted by the County for maintenance. The City's Special Districts division will be responsible for accepting and inspecting the remaining areas for maintenance Page 1 Packet Pg. 162 from the developer. In an effort to facilitate a seamless transfer from the County, and to continue the current level of maintenance standards in the area, staff is recommending a temporary month-to-month contract for a period not to exceed 12 months with the incumbent contractor. This action will allow staff time to complete the transfer of the remaining LMD areas from the developer as they become suitable for turnover, and evaluate the appropriate level of maintenance required. Staff recommends the award of a contract in the amount of $172,083, plus 10 percent contingency of $17,208, for a total amount not to exceed $189,291 to cover re -occurring landscape maintenance costs associated with the LMD areas previously accepted by the County. Funds to support the operation and maintenance of LMD Zones T68 and T69 have been appropriated by the City Council as part of the Fiscal Year 2017-18 annual budget process. As remaining areas are accepted and become the responsibility of the City, staff will return to the City Council for additional expenditure authority. Following acceptance of all areas within LMD Zones T68 and T69, staff will competitively bid and award a longer term maintenance agreement for these LMD zones. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact to the General Fund. Sufficient special assessment revenues previously collected by Los Angeles County will transfer to the City and were appropriated as part of the Fiscal Year 2017-18 annual budget process.
