SUBJECT: ADOPT A RESOLUTION ALLOWING THE CITY TO SUBMIT
GRANT REQUESTS TO THE FEDERAL TRANSIT
ADMINISTRATION

RECOMMENDED ACTION
City Council adopt a resolution allowing the City Manager or designee to submit grant requests
and enter into a Funding Agreement, Letter of Agreement, Memorandum of Understanding, or
other form of agreement required by Federal Transit Administration to secure federal grant
funding on an ongoing basis.
BACKGROUND
In February of 1993, the Council adopted a resolution authorizing the City Manager to submit
funding applications and execute funding agreements with the Department of Transportation for
planning, capital, training, demonstration and/or operating assistance grants. Since that time, a
number of changes have been made to federal grant programs and this resolution would update
the City of Santa Clarita's (City) authority and comply with current funding guidelines.
The Federal Transit Administration (FTA) grant application process requires a resolution by the
City Council authorizing staff to file grant applications, receive funds, and administer the grant
program. The purpose of the resolution is to authorize staff to file for eligible federal funds for
the support of the City's transit and transportation services, pursuant to Sections 5307 and 5339
Urbanized Area Formula Annual Apportionment.
The City receives approximately $5 million each year in FTA funding.

FISCAL IMPACT
None by this action. This resolution only allows the City to submit grant requests and enter into
agreements to secure grant funding with the FTA. Fiscal impacts for projects funded with FTA
grant funding will be addressed at the time of each project award.

RESOLUTION NO. 17 -
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, AUTHORIZING THE FILING OF
APPLICATIONS WITH THE FEDERAL TRANSIT ADMINISTRATION, AN OPERATING
ADMINISTRATION OF THE UNITED STATES DEPARTMENT OF TRANSPORTATION,
FOR FEDERAL TRANSPORTATION ASSISTANCE AUTHORIZED BY 49 U.S.C.
CHAPTER 53, TITLE 23, UNITED STATES CODE, OR OTHER FEDERAL STATUTES
ADMINISTERED BY THE FEDERAL TRANSIT ADMINISTRATION
WHEREAS, the Federal Transit Administrator has been delegated authority to award
federal financial assistance for a transportation project; and
WHEREAS, the grant or cooperative agreement for federal financial assistance will
impose certain obligations upon the City of Santa Clarita (City), and may require the City to
provide the local share of the project cost; and
WHEREAS, the City has or will provide all annual certifications and assurances to the
Federal Transit Administration required for the project.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve
as follows:
SECTION 1. That the City Manager or his/her designee is authorized to execute and file
an application for federal assistance on behalf of the City with the Federal Transit Administration c
for federal assistance authorized by 49 U.S.C. Chapter 53, title 23, United States Code, or other
federal statutes authorizing a project administered by the Federal Transit Administration. This 0
authorization includes submitting requests on behalf of the City as the designated recipient as
defined by 49 U.S. C. 5307(a)(2), for Urbanized Area Formula Program assistance authorized by a
49 U.S.C. 5307, either alone or in addition to other federal assistance administered by the m
Federal Transit Administration.
SECTION 2. That the City Manager or his/her designee is authorized to execute and file
with its applications the annual certifications and assurances and other documents the Federal
Transportation Administration requires before awarding a federal assistance grant or cooperative
agreement.
SECTION 3. That the City Manager or designee is authorized to execute grant and
cooperative agreements with the Federal Transit Administration on behalf of the City.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
