HELIPORT TO BE LOCATED AT THE SITE OF THE PROPOSED
SHERIFF'S STATION

RECOMMENDED ACTION
City Council adopt a resolution for the approval of the construction and operation of a heliport as
part of the proposed Santa Clarita Valley Sheriff's Station to be located at 26201 Golden Valley
Road in the City of Santa Clarita.
BACKGROUND
The need for a new Sheriff's Station to serve the Santa Clarita Valley was an important goal
identified in the Public Safety theme of Santa Clarita 2020 plan. The City of Santa Clarita (City)
and the County of Los Angeles (County) entered into a Memorandum of Understanding (MOU)
in May 2016 to replace the existing and undersized Santa Clarita Valley Sheriff's Station with a
new state-of-the-art station to serve the Santa Clarita Valley and outlying areas.
A key component of the proposed new station is a helicopter landing and take -off facility,
hereafter referred to as a heliport, to support law enforcement operations. The new heliport will
ensure continued air support for law enforcement activities throughout the valley.
The City received approval from the County of Los Angeles Airport Land Use Commission to
construct the proposed heliport and is pursuing clearance from the Federal Aviation
Administration Airports Division.
As part of the approval process, the City must also obtain approval from California Department
of Transportation (Caltrans) Division of Aeronautics, the state's permitting agency for approving
new heliports. California Public Utilities Code Section 21661.5 requires the City Council to
approve, through a separate and independent action, the construction and operation of a new

heliport located within the City's boundaries. Such action is necessary before Caltrans Division
of Aeronautics can issue final approval.
Through this City Council action, the approval process for the proposed heliport can be
completed.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, AUTHORIZING THE CONSTRUCTION AND OPERATION OF A
HELIPORT LANDING FACILITY FOR USE BY THE LOS ANGELES COUNTY
SHERIFF'S DEPARTMENT TO BE LOCATED AT THE SITE OF THE FUTURE SANTA
CLARITA VALLEY SHERIFF'S STATION AT 26201 GOLDEN VALLEY ROAD,
SANTA CLARITA, CALIFORNIA
WHEREAS, the Los Angeles County Sheriff's Department requests to operate a
helicopter landing facility, hereafter referred to as a heliport, as part of the proposed Santa
Clarita Valley Sheriff's Station to be located at 26201 Golden Valley Road in the City of
Santa Clarita; and
WHEREAS, the proposed heliport will accommodate Los Angeles County Sheriff's
Department helicopters and will facilitate and support law enforcement operations in the
Santa Clarita Valley, thus, helping to maintain the current level of safety for the community;
and
WHEREAS, environmental documentation addressing the heliport has been prepared
for this facility in compliance with the California Environmental Quality Act; and
WHEREAS, the proposed heliport was designed in compliance with Federal Aviation
Administration helipad design criteria, and
WHEREAS, the heliport's design and operation is being permitted by California
Department of Transportation (Caltrans) Division of Aeronautics, the State permitting
agency for such facilities; and
WHEREAS, California Public Utilities Code Section 21661.5 requires that the City
Council approve plans for the construction and operation of a heliport located within City
boundaries before Caltrans Division of Aeronautics can issue its final approval.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. FINDINGS OF FACT. The City Council does hereby make the
following findings of fact:
a. A heliportfor use and operation by the Los Angeles County Sheriffs Department
is essential to the law enforcement operations of the Santa Clarita Valley Sheriffs
Station and the safety of the community.

b. All necessary permits and approvals from Caltrans Division of Aeronautics, the
Federal Aviation Agency and the County of Los Angeles Airport Land Use
Commission, have been or will be obtained as required by law prior to the
construction and operation of the heliport.
c. Environmental impacts from the operation of the heliport at the project site were
addressed in the environmental documents for compliance with the California
Environmental Quality Act.
SECTION 2. In compliance with California Public Utilities Code Section 21661.5,
the City Council does hereby approve the construction and operation of a heliport for use by
the Los Angeles County Sheriff's Department to be located at the site of the future Santa
Clarita Valley Sheriff's Station at 26201 Golden Valley Road, Santa Clarita, California.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
