BACKGROUND The need for a new Sheriff's Station to serve the Santa Clarita Valley was an important goal identified in the Public Safety theme of Santa Clarita 2020 plan. The City of Santa Clarita (City) and the County of Los Angeles (County) entered into a Memorandum of Understanding (MOU) in May 2016 to replace the existing and undersized Santa Clarita Valley Sheriff's Station with a new state-of-the-art station to serve the Santa Clarita Valley and outlying areas. A key component of the proposed new station is a helicopter landing and take -off facility, hereafter referred to as a heliport, to support law enforcement operations. The new heliport will ensure continued air support for law enforcement activities throughout the valley. The City received approval from the County of Los Angeles Airport Land Use Commission to construct the proposed heliport and is pursuing clearance from the Federal Aviation Administration Airports Division. As part of the approval process, the City must also obtain approval from California Department of Transportation (Caltrans) Division of Aeronautics, the state's permitting agency for approving new heliports. California Public Utilities Code Section 21661.5 requires the City Council to approve, through a separate and independent action, the construction and operation of a new Page 1 Packet Pg. 113 heliport located within the City's boundaries. Such action is necessary before Caltrans Division of Aeronautics can issue final approval. Through this City Council action, the approval process for the proposed heliport can be completed. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT None by this action.
