PURCHASE OF FIVE COMPRESSED NATURAL GAS (CNG)
UTILITY BODY TRUCKS

RECOMMENDED ACTION
City Council:
Authorize and approve the purchase of five compressed natural gas (CNG) utility body
trucks, in the amount not to exceed $231,600.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
City Council authorized the purchase of five replacement service body trucks during the Fiscal
Year 2016-17 budget process as part of the annual vehicle replacement program. The current
service body trucks are used by the General Services and Parks Maintenance divisions to
transport tools and equipment to job sites throughout the City of Santa Clarita (City). The service
body trucks were inspected by the City's mechanics and their analysis determined the trucks
meet the "vehicle life" standard and are eligible for replacement. The analysis is consistent with
the City's Vehicle and Equipment Replacement Policy.
An invitation to bid was posted on the City's bid management website for five full-size 3/4 ton
cab and utility body trucks on June 1, 2017. Of the 102 vendors notified of the bid, 21
downloaded the bid packet.
As a result, five bids were received and opened by Purchasing staff on July 10, 2017. The results
of the bids are shown below:

Santa Clarita, CA
Santa Clarita Municipal Code § 3.12.205 "Support of Santa Clarita Businesses" states the lowest
bid or quote submitted by a Santa Clarita business that is within 10 percent of the lowest bid or
quote may be deemed to be the lowest bidder. However, Parkway GMC is not within 10 percent
of the lowest bidder. Therefore, staff recommends the contract be awarded to Raceway Ford.

FISCAL IMPACT
Funds for this purchase were appropriated during the Fiscal Year 2016-17 budget process in
account 12103-5201.003.
