Provide direction on the design revision of the front panel of the Fallen Veterans Monument, which will remove the World War I heading. 2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND In August 2015, Mr. Bill Reynolds, a representative of the Santa Clarita Valley Veterans Memorial, Inc. (SCV VM), proposed to the City Council that a monument to honor the military veterans of the Santa Clarita Valley who had been killed in action be erected in the City of Santa Clarita (City). Over the following months, Mr. Reynolds prepared a design and proposed the monument be installed in the Veterans Historical Plaza, which was ultimately approved by SCVVM and cleared by the Parks, Recreation, and Community Services Commission (Commission). On August 23, 2016, City Council approved Mr. Reynolds' artist's depiction of the monument and proposed location at the Veterans Historical Plaza. At the February 28, 2017, City Council meeting, the City Council approved the front and back panel design for the Fallen Veterans Monument in the Veterans Historical Plaza, as well as the request to extend the existing pergola over the monument and provide City funding and staff support. The design presented by Mr. Reynolds did not include a heading for World War I or any names of Santa Clarita veterans who were killed in action during that war. The motion to Page 1 Packet Pg. 235 approve the project as proposed included the provision that further research was needed to determine if there were Santa Clarita veterans killed in action during World War L If the names of the fallen veterans were identified these could be included on the monument. Pursuant to City Council direction, Mr. Reynolds revised the design of the front face of the monument to include a heading for World War I. PROJECT DESCRIPTION As directed, Mr. Reynolds has searched for records of any Santa Clarita veterans killed in action during World War L His efforts included researching or contacting: Washington, D.C. Office of Congressman Steve Knight; Office of the Secretary of Defense; the Defense Manpower Data Center; National Archives and Record Administration; Veterans of Foreign Wars; Disabled American Veterans; Secretary of California State Archives; History Department at the California State Library; Los Angeles County Recorder's Office; Santa Clarita Valley Historical Society; and Leon Worden with Santa Clarita Valley TV, News, and History. He has been unable to identify any Santa Clarita residents killed in action during World War I. Mr. Reynolds is now proposing the removal of the World War I heading from the monument. Attached are the City Council approved design for the front face of the Fallen Veterans Monument with the World War I heading and the revised design proposed by Mr. Reynolds that removes the World War I heading. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT No fiscal impact.
