Award the construction contract to C.A. Rasmussen, Inc., in the amount of $3,161,502, and authorize a contingency in the amount of $316,150 for a total contract amount not to exceed $3,477,652. 3. Award professional services for construction support contracts totaling $291,960 to the following: • Award professional services contract for construction support to Dokken Engineering in the amount of $106,128, for design support services. • Award professional services contract for construction support to R.T. Frankian and Associates in the amount of $148,632, for soils testing, source inspection, quality assurance materials testing, and inspection services. • Award professional services contract for construction support to Vertex Survey, Inc., in the amount of $37,200 for construction survey staking services. 4. Authorize the following transactions to fund the Sierra Highway Pedestrian Bridge and Street Improvements, Project S3031: • Increase Active Transportation Program Grant revenue in account 229-4424.009 by $1,402,000 and appropriate to expenditure account S3031229-5161.001. • Appropriate developer fees in the amount of $1,140,530 to expenditure account S3031306-5161.001. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The proposed Sierra Highway Pedestrian Bridge and Street Improvements consist of widening southbound Sierra Highway to construct a right -turn pocket and the construction of a steel pedestrian bridge over Sierra Highway, including the associated approach ramps. The scope of work also includes construction of curb, gutter, structural road section, drainage improvements, sidewalk, trail, bus turnout, streetlight conduit, traffic signals, signing and striping, retaining walls, bridge abutments, and tube steel fencing. This project supports the Sustaining Public Infrastructure theme of the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2020. A portion of the project limits on Sierra Highway is within Caltrans' right-of-way and requires Caltrans District 7 design oversight. The City's design team worked with staff from Caltrans' design and right-of-way divisions to obtain their approval of the plans and an encroachment permit for construction. This project is funded with an Active Transportation Program (ATP) grant. The ATP funding source originated in September 2013 when Governor Brown signed legislation creating the ATP program overseen by the California Transportation Commission (CTC) and California Department of Transportation (Caltrans). In May 2014, the City of Santa Clarita applied for and received a grant in the amount of $1,402,000 with a required local match of 11.47 percent. On May 17, 2017, the CTC allocated $1,402,000 in ATP funds to the project. On June 19, 2017, Caltrans granted their authorization to proceed with construction, also known as E-76. The CTC requires the construction contract to be awarded within six months from the allocation date of May 17, 2017. If this requirement is not met, the City will forfeit the grant funding in its entirety, as the CTC does not offer a time extension for ATP grant funding. In addition to the ATP grant funding, the project also received funds from developer -in -lieu fees and local match funds for the proposed pedestrian bridge and street improvements. An invitation to bid was published three times: June 27, July 1, and July 7, 2017, and was posted on the City's website. Plans and specifications were uploaded on the City's website. Rasmussen, Inc., the lowest responsive bidder. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid was reviewed for accuracy and conformance to the contract documents and found to be complete and also in conformance with the grant funding requirements. The requested construction contingency amount of $316,150 will cover the cost for unforeseen site conditions, such as potential utility conflicts, abandoned utilities not shown in record drawings, change order requests made by the contractor, and change orders for additional work ordered by the City. To ensure efficient and proper procedures in construction inspection and materials testing, staff solicited Requests for Proposals (RFP) from qualified consultants to provide construction support. Staff received seven proposals for materials inspection and testing and two proposals for construction survey. Dokken Engineering will continue to provide the construction support, as they were the design engineer of record. Staff recommends awarding the contracts to the consultants listed below. These consultants were rated as most qualified through the selection process. The construction support services contracts total $291,960. Santa Clarita, CA Construction Survey Staking $ 37,200 California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualification necessary for the satisfactory performance of the services required, does not authorize the selection of professional architectural and engineering services based on costs, and does not require the cost proposals to be sealed. However, federally funded projects, such as this, require the City to follow the strict federal guidelines in the Caltrans Local Assistance Procedures Manual (LAPM). In the Consultant Selection section of the LAPM, it clearly states, "Each consultant's cost proposal must remain sealed until negotiations commence with that particular consultant." Per the federal guidelines of the LAPM, staff opened the sealed cost proposal for R.T. Frankian and Associates and Vertex Survey, Inc., and negotiated a final contract at a fair and reasonable price for the services requested in the RFP. ALTERNATIVE ACTION Other action as determined by the City Council. Page 3 Packet Pg. 23 FISCAL IMPACT Upon approval of the recommended action, the total Fiscal Year 2017-18 budget for this project will be $3,990,976. This amount will adequately provide for the construction and professional services contracts, project management, inspections, environmental monitoring, labor compliance, and miscellaneous project administrative costs. The funding for this project is broken down as follows: Developer Fee Fund $1,472,263; Miscellaneous Federal Grant (ATP) $1,402,000; Measure R Local Return $825,344; TDA Article 8 $273,785; General Fund Capital $17,584. The floor beams will need to be painted prior to form deck installation meaning the stud weld will burn off a portion of the floor beam paint and damage the integrity of the coating system. The damage in this location will be inaccessible for touching up, but moisture will be able to penetrate the joint and could potentially "bleed" or streak rust as it drains down each floor beam. Answer. No. As the fabricator is installing the decking and can control stud locations with high precision, it would be acceptable to mask out an appropriate area for each stud. Custom fencing colors can be expensive and do not come with a warranty. Standard colors tend to be either green or black and come with a warranty from the supplier. Will the City accept either green or black? Answer: No, the color shall be as specified. Question: How much time will be allowed for the bridge fabrication and signal procurement prior to the start of the work for the 80 working days? Answer: Per this addendum, the number of working days has been changed to 200 working days, including traffic signal and pedestrian bridge procurement. Question: Is professional Liability insurance required, as stated in the specs, when the general contractor will not be providing any design or professional services?
