Adopt a Resolution authorizing the submittal of grant applications between the City of Santa Clarita and the State of California Department of Resources Recycling and Recovery (CalRecycle), specifically the Fiscal Year 2017-18 Rubberized Pavement Grant Program application, which will be applied to the City's Road Rehabilitation Program, Project M0124. 2. Authorize the City Manager or designee to execute all necessary grant applications and grant documents subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) intends to apply for grant funding from the California Department of Resources Recycling and Recovery, specifically the Fiscal Year 2017-18 Rubberized Pavement Grant Program, which will be applied to the City's Road Rehabilitation Program, Project MO 124. Procedures for administering the CalRecycle Rubberized Pavement Grant Program require an applicant's governing body to pass a resolution authorizing the submittal of grant applications. The adoption of this resolution allows the City Manager or designee the authorization to execute all documents necessary to submit a CalRecycle Rubberized Pavement Grant Program application and secure payment if successful. The resolution will also allow the City to submit grant applications for any and all future payment programs offered by CalRecycle. The Rubberized Pavement Grant Program supports the City's five-year strategic plan, Santa Page 1 PacketPg. 34 Clarita 2020, theme of Sustaining Public Infrastructure. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact from this action. ATTACHMENTS Resolution 0 Page 2 Packet Pg. 35 RESOLUTION NO. 17- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING SUBMITTAL OF APPLICATION FOR PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS WHEREAS, pursuant to Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the administration of the payment programs; and WHEREAS, CalRecycle's procedures for administering payment programs require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of the payment program. NOW, THEREFORE, BE IT RESOLVED that the City of Santa Clarita is authorized to submit an application to CalRecycle for any and all payment programs offered; and SECTION 1. BE IT FURTHER RESOLVED that the City Manager, or his designee, is hereby authorized as Signature Authority to execute all documents necessary to implement and secure payment; and SECTION 2. BE IT FURTHER RESOLVED that this authorization is effective until rescinded by the Signature Authority or this governing body. PASSED, APPROVED, AND ADOPTED this 26th day of September 2017.
