HomeMy WebLinkAbout2017-09-26 - AGENDA REPORTS - 2017-18 PAVEMENT MANAGEMENT SYSTEM UPDATE, PROJECT (2)0 Agenda Item: 9 CITY OF SANTA CLARITA Q:° AGENDA REPORT CONSENT CALENDAR 7, CITY MANAGER APPROVAL: 1 j4 _ " DATE: September 26, 2017 SUBJECT: 2017-18 PAVEMENT MANAGEMENT SYSTEM UPDATE, PROJECT M0124 - AWARD PROFESSIONAL SERVICES CONTRACT DEPARTMENT: Public Works PRESENTER: Cruz Caldera RECOMMENDED ACTION City Council: Award a one-year professional services contract to Pavement Engineering, Inc., in the amount of $89,880, plus a 15 -percent contingency in the amount of $13,482 for a total amount not to exceed $103,362 for the City of Santa Clarita's road pavement inspection services, updates to the City's Pavement Management System, and miscellaneous pavement engineering services related to the 2017-18 Annual Overlay and Slurry Seal Program, Project MO 124. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) is responsible for maintaining 1,129 lane miles of streets. The Annual Overlay and Slurry Seal Program (Program) is an integral part of the City's efforts to maintain our street and roadway system. The Program is identified in the City's five-year strategic plan, Santa Clarita 2020, as one of the components to Sustaining Public Infrastructure. As part of the Program, the City inspects and records pavement conditions citywide. The data collected during inspections is used to record street pavement inventory, determine current pavement conditions, provide reports and forecasts, and generate the City's Five -Year Pavement Plan. City staff incorporated a multiple criteria selection process to ensure the recommended firm understands the scope of the work. The following categories comprised the weighted criteria Page 1 PacketPg. 49 used to evaluate bid proposals: • Recent Experience in Similar Projects (20 points) • Understanding of Key Development Items (20 points) • Qualification of Resources (20 points) • Schedule (20 points) • Quality of Proposal Materials (10 points) • References (10 points) On July 11, 2017, the City requested firms submit their proposal specific to the 2017-18 Pavement Management System update. Pavement Engineering, Inc., and Nichols Consulting Engineers prepared and submitted proposals to the City for consideration. Bid 2 Nichols Consulting Fountain Valley, CA $87,000 88.50 Engineers Bid scoring utilizing the above criteria was completed by staff and resulted in Pavement Engineering, Inc., achieving a 92.75 out of 100 possible points. Thus, staff recommends City Council award the contract to Pavement Engineering, Inc. The proposal amount includes all tasks necessary to complete the project's street inspection and system update. The contingency amount will cover costs of unforeseen additional engineering studies and/or plans that may be required as the evaluation of each specific location is developed. Additional services may include traffic studies, surveys, and miscellaneous pavement engineering services requested by City staff. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds to support the recommended action were appropriated to Project M0124 as part of the Fiscal Year 2017-18 budget process.
