Extend the current contract with MNS Engineers, Inc., and increase expenditure authority in the amount of $125,000 to provide ongoing project management services and environmental permitting throughout the design phase for the proposed Santa Clarita Valley Sheriff's Station, Project F3023. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND In May of 2016, the City of Santa Clarita (City) and Los Angeles County (County) entered into a Memorandum of Understanding (MOU) to construct a new 45,000 -square -foot sheriffs station, along with a 4,000 -square -foot vehicle maintenance facility and helipad to serve the entire Santa Clarita Valley. The current station located at 23740 Magic Mountain Parkway was built in 1972 Page 1 PacketPg. 21 0 and is no longer adequate to effectively serve the needs of the community. The Santa Clarita Valley Sheriff's Station (Sheriff's Station) is identified in the Public Safety theme of the City's Santa Clarita 2020 strategic plan. In November 2016, the City Council awarded the contracts for Phase 1 of the project, which included the preparation of the environmental and geotechnical studies and concept design for the project. Subsequently in June 2017, the Initial Study and Mitigated Negative Declaration (IS/MND) for the project was completed in compliance with the California Environmental Quality Act as part of Phase 1. The IS/MND document was posted and made available for review by state agencies and the public. Comments were appropriately addressed, and the final Mitigated Negative Declaration (MND) was approved and certified by the City Council on August 22, 2017. Approval of the MND by City Council marked the completion of Phase 1, allowing the project to move forward with Phase 2. Phase 2 is the design phase of the project. It includes finalizing the concept design developed in Phase 1, and the preparation of all associated architectural, structural, and civil engineering drawings, and specifications necessary for the construction of the project. In addition, the architectural services outlined in the contract will include assisting the City during the bid and selection of the contractor, as well as providing construction administration services during the construction phase of the project. The total fee, as set forth herein, is inclusive of the above- mentioned scope of work. The process to select the best qualified architectural firm was separated into two parts. The first part was a prequalification phase to establish a short list of firms qualified through knowledge and experience in designing law enforcement facilities. The second part of the selection process included a Request for Proposals (RFP) from the short list of architects to further evaluate and score each firm in a number of categories to determine the best qualified firm for the design of the project. During the prequalification phase a Request for Statement of Qualifications (RFSOQ) was advertised and posted on PlanetBids. The RFSOQ established minimum qualifications for architectural firms interested in submitting a proposal for the project. Qualifications included extensive experience in the design of law enforcement facilities, including Type I detention facilities. At the conclusion of the prequalification process, three firms were selected to move forward with the RFP process. All three firms successfully met the minimum qualifications of the RFSOQ: Firm HDR Architecture Leach Mounce Architects WLC Architects, Inc. Location Los Angeles, California Ventura, California Rancho Cucamonga, California The RFP was distributed to each of the three architectural firms on July 10, 2017, with a final submittal date for proposals of August 22, 2017. Page 2 Packet Pg. 22 Each of the proposals from the three firms were independently evaluated and scored by a seven - member panel consisting of staff from the City's Capital Improvement Projects division, consultants from MNS Engineers, Inc., and Arcadis U.S., Inc., as well as the Director of the Facilities Planning Bureau for the Los Angeles County Sheriffs Department and the Santa Clarita Valley Senior Deputy to Los Angeles County Supervisor. Each panel member evaluated the proposals on the following criteria: completeness of the proposal; extent of experience on similar projects; quality and experience of the project management team members; demonstrated understanding of the project scope; and the ability to meet the required project schedule and deadline. As part of the selection process, a formal presentation and interview was conducted with each of the three firms. The presentations/interviews were held on August 30, 2017. Scoring by panel members included the following categories: organization and overall professionalism of the presentation; alignment of the presentation with the RFP; displayed understanding of the project; knowledge and experience with law enforcement facilities; ability to communicate the philosophy and goals of the consultant team; perceived ability to effectively work with the City and County project teams; responses from references to predetermined questions regarding previously completed projects; and the total fee submitted by each architect to provide the services. The scoring was based on a total possible score of 100. The final results of the RFP selection process are as follows: Rank Company Score Total Fee 1 WLC Architects, Inc. 87.1 $3,149,000 2 HDR Architecture 82.6 $3,569,508 3 Leach Mounce Architects 73.3 $4,156,000 Based on the results of the scoring from the RFP process, staff recommends awarding the contract to WLC Architects, Inc., for design and related architectural services, as well as construction administration service during the construction (Phase 3) for the proposed Santa Clarita Valley Sheriff's Station. Throughout the RFP process, WLC Architects, Inc., clearly demonstrated an in-depth understanding of the project scope, as well as the ability to effectively work with the City and County project teams to meet the required schedule. They have extensive background and experience in the design of law enforcement facilities and bring a highly qualified team of individuals to the project. The MOU between the City and the County stipulates the contract for architectural and engineering services is subject to approval by the County. The County has been included throughout the selection process for the architect and supports the selection of WLC Architects, Inc., to provide architecture and engineering services for the project. The fee submitted by WLC Architects, Inc., for the scope of work detailed in the RFP is Page 3 Packet Pg. 23 $3,149,000. The contingency of $310,000 will cover any additional design needs, unforeseen adjustments to the scope of work or additional design coordination with other public agencies for permitting purposes that may arise. California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and at a fair and reasonable price. City staff was able to reach an agreement with WLC Architects, Inc., at a fair and reasonable price for the services to be provided. This City Council action will also extend the contract with MNS Engineers, Inc., and includes an additional $125,000 for project management services through Phase 2 of the project. The City has been utilizing staff from MNS Engineers, Inc., as part of the project management team for Phase 1 of the project. Their knowledge and expertise continues to be a valuable asset to the City and is needed to assist with coordination with other agencies and permitting through Phase 2. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds are available in Trust Account 102-2010.073 (SCV Sheriffs Station - County Contribution) to provide for these contracts. The site has been previously graded as part of a roadway extension in 2002 and is currently occupied by a temporary fire station operated by the County of Los Angeles. Environmental site studies for the new facility are being managed by the City of Santa Clanta and are currently in progress. The new facility will be approximately 45,000 square feet and include a public lobby, community room, administrative offices, locker rooms, gymnasium, detention facilities, trustee housing and the various support spaces required for a facility of this type. In addition to the Sheriff's station, the project vsll also include a new 3 -bay Vehicle Maintenance Building of approximately 4,000 square feet. The Vehicle Maintenance Building will also include offices, breakroom, restrooms and storage areas. In addition to the main buildings, the project also includes the following elements: 1. Exterior storage areas 2. A vehicle fueling island and canopy 3. A vehicle washing and detailing area 4. Public and staff parking 5. Warbag locker area and canopy 6. Vehicles loading areas 7. Heliport 8. Communications Tower 9. Backup generator 10. Secure hash enclosure it. Areas planned for future expansion 12. A fully secured facility 13. Offsite grading and drainage improvements 14. Offsite roadway improvements The new station must meet the operational requirements and design guideline standards of Los Angeles County and meet all standards in accordance vsth Title 15 and Title 24 of the California Code of Regulations. The new facility vsll be designed to incorporate sustainable building standards and obtain a LEED Silver certification as minimum. The project should also be coordinated with the Savings By Design program conducted by Southern California Edison. The schedule for the project is broken into four parts. Phase I is currently in progress. Phase 11 is for the engagement of an Architectural/Engineering team to complete the preliminary designs developed in Phase I and produce a tight, well - coordinated and good looking set of Bid Documents. Construction of the project vsll be done in two Phases. Phase IIIA vs11 include rough grading and drainage structure installation for boric onsite and offsite areas. Phase 1116 vs11 include the construction of all onsite buildings and structures as well as any remaining offsite improvements. The project must be completed and operational by 2020. The firm was started in 1974 and was originally known as Wolff/ Lang/Christopher Architects. Overtime, the firm came to be known simply as WLC. Our work is divided for the most part into educational and public works projects. WLC TEAM KELLEY NEEDHAM, Principal -In -Charge Mr. Needham is a Principal of the firm and will serve as the Project Architect for all phases of the project. Mr. Needham will be the main project contact and shall provide the special expertise related to Sheriff's Station design. Mr. Needham will be working closely with the City and County Project Managers, as well as coordinating the efforts required of our consulting team. During the initial phases, Mr. Cuomo will be responsible for producing design presentations and other visual communication materials. Mr. Cuomo will coordinate the preparation of the final study and provide administrative support throughout the entire review and approval process. BERNHARD WASSINK, Sustainability Coordinator Mr. Wassink will serve as our Sustainability Coordinator for the project. Mr. Wassink has extensive experience with a number of sustainability tracking programs including NEED, CHIPS, and the new CALGreen code requirements. During the initial phases of the project, Mr. Wassink will evaluate the project's sustainable potential, help establish any sustainable goals, and develop a path toward those goals. Mr. Wassink will also ensure that any sustainability requirements are incorporated into the final needs assessment as required. Sub -Task 2.02 The Consultant will attend a site visit of an existing LA County Sheriff's station Facility to observe firsthand knowledge of a typical County station. Sub -Task 2.03 The project team will update Board of State Community Corrections of the changes to the Type t jail plan and update the jail plans per BSCC requirements. The project team will also submit all subsequent required submittals to BSCC during the Design Development and Construction Documents phases of the project. Sub -Task 2.04 WLC Team and LEED Coordinator vsll update the LEED project checklist and start the Southern Calitomia Edison Savings by Design process. 31 IFAI318191k,/e16DIM Mk,I SUB -TASK 3A: ARCHITECTURAL / STRUCTURAL DESIGN Sub -Task 3A.01 The project team will review Phase I Concept Design drawings to re -familiarize voth all aspects of the project in order to accomplish the final design. The WLC Team vsll conduct design review meetings voth the City and LASD project teams to review and refine the approved concept floor plans and elevations and identify specific LASD functionality needs within each specific area and department of the building and site. The site, floor plans and elevations vsll be revised based on the outcome of those meetings. Sub -Task 3A.02 The WLC Project Team vsll determine the most appropriate structural system for the main building and all site structures, which vsll be based on constructability, performance and overall cost. The floor plan will be adjusted as needed to incorporate structural elements into the building design. Sub -Task 3A.03 The WLC Project Team vsll initiate a meeting with the City's Building & Safety Division to review the floor plan in order to head off any code compliance and ADA issues prior to the formal Building Department submittal. Sub -Task 3A.04 The WLC Project team members will prepare presentation materials that illustrate the design of the Sheriff's Station for presentation to the City Council and LASD. The presentations vsll include exterior elevations, 3-D perspectives, color/ material boards, and other appropriate materials that clearly illustrate the design. Sub -Task 3A.05 The WLC Project vsll provide a construction cost estimate prepared by an independent third party based on schematic and final design drawings to include total cost, as well as subtotals for each category of work. The team vsll identify any cost deviations from the cost estimate prepared by the City's cost estimating consultant, Sierra West Group and if necessary, review the final design of the project for possible savings through 'value engineering to resolve any discrepancies. 32 SUB -TASK 3B: MECHANICAL, ELECTRICAL, DATA/COMMUNICATIONS Sub -Task 3B.01 The WLC Project Team will evaluate and provide recommendations for various options for the HVAC system. Consideration will be given for efficiency, cost of operation, maintenance, equipment life -cycle and indoor air qualify as well as the owner's project requirements as established in the Commissioning Plan for the Station. Sub -Task 3B.02 The WLC Project Team will evaluate and provide recommendations and options for the design of lighting and other electrical systems within each area of the building. Lighting options to be based on performance and optimal efficiency while meeting the operational needs of the LASD. The design team vsll submit the project to Southern California Edison's'Savings by Design' program to procure any rebates for the City that may be available. Sub -Task 3B.03 The WLC Project Team will work with the City and LASD project teams to evaluate the operational needs of the facility for Data /Communication Systems, Information Technology (IT) Systems and on-site Security and Surveillance Systems and prepare design drawings detailing each system. Sub -Task 3B.04 The WLC Project Team will provide a design alternate to install a Solar Photovoltaic System for supplementing the electrical system needs of the building. Design options should include alternate systems to provide 259, 50%, and 100% of the Station's anticipated electrical demand needs including an independent cost estimate to the City for the installation of each system for the City to make final determination. Sub -Task 3B.05 The WLC Project Team will determine the emergency generator size and fuel capacity requirements, including allowances in sizing for reduced electrical needs based on the installation of a Solar Photovoltaic System. Sub -Task 3C.01 The W LC Project Team will review Phase I concept landscape drawings to prepare final landscape/hardscape design drawings. Include design options for horoscope materials and finishes, drought tolerant tree and plant species and other landscape elements. The landscape design will comply with the provisions of the California Green Building Standards Code for water efficiency and the Los Angeles County Fire Department, Fuel Modification Unit requirements for a Very High Fire Hazard Severity Zone (VHFHSZ). The landscape design will also incorporate Low Impact Development (LID). Sub -Task 3C.02 The W LC Project Team will design an irrigation system to include the capability for future connection to a reclaimed water system (purple pipe), which may become available in the future. Sub -Task 3C.03 The W LC Project Team will review landscape design options with the City's project team and respond to comments. The team will finalize the design for approval by the City and LASD. Sub -Task 3D.01 The W LC Project Team will coordinate with the City and LASD in the selection of interior finish materials, colors, flooring, hardware, cabinetry, fixtures, workstation cubicles, signage, and/or other interior elements as part of the project. The design team will work with the city and LASD to insure that interior elements will meet the operational requirements and design guidelines of the LASD. The design team will also insure that the detention portion of the facility, complies with BSCC requirements. Sub -Task 3D.02 The W LC Project Team will provide color/material boards showing options for interior spaces for evaluation and final selection by City and LASD project teams. The Project Team will also provide two options for lighting fixtures, plumbing fixtures, and other interior design elements along with cost comparisons for evaluation and final selection by City and LASD project teams. Sub -Task 3D.03 The W LC Project Team will develop an FF&E list for the project and will work with the City and LASD to determine items that are the responsibility of each agency and clearly separate those items in the contract documents. 33 TASK 4.0 CONSTRUCTION DOCUMENTS AND PLAN REVIEW SUB -TASK 4A: OFF-SITE, ON-SITE ROUGH GRADING AND RELATED IMPROVEMENTS (FOR SEPARATE BID PACKAGE PHASE III A) The W LC Project Team will prepare all necessary Civil Drawings for Site improvements asidentifed in Phase I documents including details, construction notes and associated plans. Drawings shall include: • On-site rough grading including heliport pad and final building pads • On-site retaining walls required by rough grading • On-site crib walls required by rough grading • On-site construction fencing and signage • Chemring Engineering Devices (CED) site grading • CED commercial driveway approach and new driveway • CED relocated telephone conduits under driveway • CED construction fencing and signage • Santa Clarita LLC (SCLLC) site grading • SCLLC inlet structure modification • SCLLC construction fencing and signage • Temporary and permanent erosion control devices Sub -Task 4A.01 The W LC Project Team will prepare a Traffic Control Plan as required for the Phase III A improvements (ingress and egress to the site during construction) Sub -Task 4A.02 Based on Phase I drawings and geotechnical report, the W LC Project Team will prepare a final Rough Grading Plan with associated details, notes and calculations to provide construction -ready building pad and heliport pad. Building pad compaction details will demonstrate compliance with 'California Geological Society- Note 48' for an essential services building. Sub -Task 4A.03 The Consultant shall provide geotechnical review of the Rough Grading Plan to ensure conformance with recommendations outlined in the geotechnical report prepared in Phase I. 34 Sub -Task 4A.04 The W LC Project Team will review earthwork calculations specified in Phase I Civil documents based on final Rough Grading Plan and adjust if necessary. Sub -Task 4A.05 The W LC Project Team will prepare retaining wall and crib wall construction plans based on Phase I civil plans Sub -Task 4A.06 The W LC Project Team will coordinate the submittal of the Rough Grading Plan, Geotechnical Report and retaining / crib wall plans to the City's Engineering Division and Building & Safety Division for review. Sub -Task 4A.07 The W LC Project Team will respond to City comments and finalize plans for the issuance of grading and building permits. Sub -Task 4A.08 The W LC Project Team will prepare a Storm Water Pollution Prevention Plan (SW PPP) per the latest NPDS requirements and County's MS4 permit and assist the City in the fling of State required forms. Sub -Task 4A.09 The Consultant shall review all Bid Schedules developed in Phase I civil documents and adjust as needed for construction bidding. Sub -Task 4A.10 Specifications will be prepared in 'Greenbook' format as applicable. SUB -TASK 4B: OFF-SITE, ON-SITE CIVIL (PART OF FINAL BID PACKAGE PHASE III B) The WLC Project Team will prepare the following documents and tasks: Sub -Task 4B.01 Precise Grading Plan for the site to include all on-site design elements including parking areas, planters, hardscape and landscape, ADA site access routes and other site features. Sub -Task 4B.02 Area Drainage Plan to support the Precise Grading Plan. The Area Drainage Plan shall conform to LID design specifications and include a hydrology analysis. Sub -Task 4B.03 On -Site Sanitary Sewer Plan for connection to the public sewer system. Sub -Task 4B.04 Fire Protection Plan detailing all on-site fire service wafer lines, FD connection points, and other related information to comply voth Building and Fire Code requirements. Sub -Task 4B.05 Final civil drawings and calculations to show compliance voth LID requirements. Sub -Task 4B.06 Site Fencing Plan detailing all perimeter and on-site security fencing and gates as developed in Phase I. Adjust fence locations where necessary to conform to the Precise Grading Plan. Sub -Task 4B.07 Signal Plan to include all pertinent information regarding the emergency signal improvements. Sub -Task 4B.08 Review of all Bid Schedules developed in Phase I civil documents and adjust as needed for construction bidding. Sub -Task 4B.09 Specifications shall be prepared in ' Greenbook' format as applicable. SUB -TASK 4C: ARCHITECTURAL/STRUCTURAL/MECHANICAL/ ELECTRICAL The WLC Project Team will prepare all necessary construction documents to include final drawings, specifications, calculations, and final cost estimate, complete and comprehensive architectural and engineering services required to execute the entire project. Construction Documents will be submitted to the City for review at 60% and 90% completion. We have included the following disciplines: l) Architectural 2) Civil Engineering 3) Structural Engineering 4) Mechanica l Engineering 5) Electrica l Engineering 6) Security Electronics 7) Landscape Architecture 8) Radio Tower Interface/Helipad Design 9) Cost Estimating 10) Furniture/Equipment Layout The following site elements are included in the site design package: Radio / Communications Tower Emergency Generator enclosure (size and fuel consumption) Warbag Lockers and Canopy Fuel Island / Car Wash / Oversize Vehicle Canopy Fuel Tank Enclosure Memorial Wall and Trellis Trash Enclosure Clarifying System The WLC Project Team will prepare the following documents and sub -tasks: Sub -Task 4C.01 Building Code analysis of the Station Building and Maintenance Building that demonstrates compliance with fire and life safety/exiting requirements as outlined in the Building and Fire Codes. 35 Subtask 4C.02 Code analysis and design of the entire facility that demonstrates compliance with ADA and Chapter 11 B of the California Building Code for disabled access. Subtask 4C.03 Calculations, Drawings and Details for Structural, Mechanical, and Electrical systems, elements or components that are part of the project. Structural calculations shall demonstrate compliance with 'California Geological Society- Note 48' for an essential services building. Subtask 4C.04 Coordinate the submittal of all plans, drawings and calculations to the City's Building & Safety Division for plan review. Initial plan submittal will be in electronic format. Subtask 4C.05 Meet with Building & Safety staff, as necessary, to address any issues and resolve any Code concerns including ADA compliance, fire and life safety requirements and other applicable Code requirements. The Project Team will respond to input from Building & Safety to demonstrate full compliance with all State and local building codes and regulations in the Construction Documents for the issuance of a building permit. Subtask 4C.06 Project Team will submit final drawings of the detention area to the BSCC for review and comment and include all other plan submittals such as Los Angeles County Fire Department, Regional Water Quality Control Board, Air Quality Management District, Sanitation Department, Los Angeles County Flood Control, CalTrans (Heliport) 36 SUBTASK 41): PROJECT SPECIFICATIONS (BUILDINGS) • The W LC Project Team will prepare Specification Documents describing the quality, performance, installation, fabrication, or method of construction for each component, system, material, product or fixture that is part of the project. The Specifications shall be prepared in CSI format. • Specifications will allow for "or equal" options where appropriate in the selection process where possible but, regardless, shall, in all cases, ensure minimum standards of quality or performance as required by BSCC and LASD. • Where standards of quality or performance can only be achieved through the selection of a single source product, specifications will identify this (Refer to LASD list of required single source or preferred items, products, or systems and incorporate into the project specifications). • Final selected colors, finishes, materials, fixtures, hardware, etc. will be included in the project specifications. Product material/color boards will be provided during the design selection process. • Where appropriate, specifications shall identify those items, products or systems that are the responsibility of LASD. SUBTASK 4E: LANDSCAPE / HARDSCAPE Subtask 4E.01 Project Team will prepare all necessary Drawings, Details, Notes and Specifications as needed for the construction and/or installation of all aspects of the landscape and horoscope. Subtask 4E.02 Project Team will prepare and submit a Fuel Modification Plan to the Los Angeles County Fire Department Fuel Modification Unit for review. Respond to any comments for final approval. Subtask 4E.03 During the construction phase, Project Team will review the selection, installation and placement of landscape materials to ensure the final product conforms to the approved design and specifications. Subtask 4E.01 Project Team will design the irrigation system to allow for future connection to a reclaimed water system should one become available (purple pipe) SUBTASK 4F: GENERAL REQUIREMENTS Subtask 4F.01 The Project Team will prepare a detailed construction cost estimate (prepared by an independent third party). From the 60% and 100% construction documents. Subtask 4F.02 The Construction Documents submittal will be stamped and signed by each of the responsible disciplines with the words '1009 Construction Documents' placed directly below the stamp/signature block. Initial submittal to the City for plan check will be in electronic format as instructed by the City's Building & Safety Division. Any subsequent resubmittals should also be in electronic format until plans are approved for issuance of a building permit. Subtask 4F.03 The Project Team will submit plans and specifications that are complete, coordinated between disciplines, and ready to be issued for bidding vsth the understanding that any additional plan checking (via peer review or City/LASD review) may be conducted at the discretion of the City. All in-house quality control review or interdisciplinary coordination will be completed prior to submitting plans to the Building Department. Subtask 4F.04 The Project Team will submit a finalized report detailing each of the green building design features that have been incorporated into the project plans and specifications and will include the life cycle cost information suitably formatted/detailed to allow for third party review of the targeted green building design goals. Subtask 4F.05 The Project Team will schedule a meeting vsth the City (time and location by the City) and with LASD following the documents submittal (while the plancheck process is in progress) to present an overview of the 1009 Construction Documents. The Architect and the major sub -consultants (including the mechanical, electrical, civil, and structural sub consultants), vsll each provide a summary presentation. Subtask 4F.06 The Project Team will address a II utility company comments and coordination issues prior to issuing the Construction Documents. Utility company drawings shall be incorporated into the Construction Documents submittal. Subtask 4F.07 Civil drawings will be formatted and printed on the same size drawing sheets as the rest of the Construction Documents utilizing the architect's title block (to match all other disciplines in the drawing set). Where the utility provider requires a specific smaller sheet size, those drawings shall be issued to the utility provider in the size required. Subtask 4F.08 The Project Team will ascertain all utility company connection and/or permit fees including fees to be charged by the utility company for work to be performed by the utility company. Information regarding utility company fees shall be transmitted to the City as soon as it is obtained. Subtask 4F.09 Proposed bid alternates will be concisely described and delineated in the Construction Documents indiating how the project will be affected when and if bid alternates are not accepted. The scope of work related to testing, balancing, and commissioning of mechanical systems shall be clearly defined. Subtask 4F.10 The Project Team will receive written approval from the city prior to the printing of the bid documents for bid. Construction Document Preparation and Retention Drawings vsll be prepared utilizing AutoCAD (most recent version) or Building Information Modeling (BIM) software, and documents shall be prepared utilizing Microsoft programs, i.e., "Word," "Excel," "PowerPoint', "Primavera Scheduling", and "Project Management Software". The Project Team will submit four (4) progress sets of plans (18" x 24" minimum size), specifications, and updated cost estimate for review by City and County project teams after each phase and two (2) complete sets of plans and specifications (full size) paper hard copy as well as in electronic format of approved building department plans for permanent retention. The Project Team will treat project plans as confidential documents and only shared on an as needed basis. Prior to sharing with others outside of the approved project, the design team will obtain authorization from the City Project Management Team. 37 TASK 5.0 PERMITS Sub -Task 5.01 The Project Team will obtain necessary approvals from all required agencies, City and/or County and external, to provide 100% complete plans and specifications ready to issue all required permits including any final approvals as may be required by the BSCC for construction. Sub -Task 5.02 The Project Team will obtain agency approval stamps, where required, on the final plans as outlined by Building & Safety for permit issuance. Sub -Task 5.03 The Project Team will assist the selected General Contractor, if needed, with the acquisition of all necessary construction -related permits for the project. INFORMATION TASK 6.0 BIDDING AND CONTRACTOR SELECTION Sub -Task 6.01 The Project Team will prepare complete Bid Documents within the time allowed, incorporating appropriate corrective actions as necessary to address all review comments issued as a result of the plan checking process. Sub -Task 6.02 The Project Team will stamp and sign the words 'Bid Documents' placed directly either below the stamp/signature block or elsewhere in the title block on each sheet of the drawings. Sub -Task 6.03 The Project Team will prepare all Bid Documents, which will include the drawings, specifications, and addenda. The City will provide a copy of their front-end specifications which are to be incorporated into the project manual. Sub -Task 6.04 The Project Team will create an FTP website for electronic access to all Bid Documents by qualified bidders. Sub -Task 6.05 The Project Team will provide assistance in soliciting and obtaining bids from properly licensed and qualified contractors, respond to requests for information (RFls) regarding information contained in the construction documents and project specifications and issue addenda to all plan holders as needed. No addenda will be issued less than 72 hours before the bid time unless authorized by the City. Sub -Task 6.06 The Project Architect will attend the pre-bid conference and site visit. Sub -Task 6.07 The Bid Documents and the project team's construction cost estimate will be to provide a project that can be completed within the established construction budget, and not include the City's construction contingency. The contingency is intended for use during the construction phase of the project only. As a member of this team, attend a pre -construction meeting voth the General Contractor's construction team as well as weekly on-site construction progress meetings and respond to general questions that may arise. Sub -Task 7.02 The project team will make periodic visits to the site to familiarize themselves with the progress and qualify of the work and to determine if the work is proceeding in accordance with the Contract Documents. The sub -consultants vs II visit the site as required and distribute a written report describing their observations during each site visit to the City and County. Site visits by the project team vsll be coordinated with the City. Sub -Task 7.03 Site visits by the project team will occur periodically as required for the entire construction administration time period. The project architect vsll attend the weekly construction meetings and will have sub -consultants attend the project meetings as needed. Sub -Task 7.04 The project team will be the interpreter of the drawings and specifications. All interpretations and decisions rendered by the project team and Architect shall be consistent voth the intent of the Contract Documents. Requests for Information: Responses to Requests for Information (RFIs) issued by the Contractor will be provided by the project team within a maximum of 10 days or sooner from the date that they are received. Sub -Task 7.05 The project team will assist the City with Change Orders and Change Directives that may arise during the construction phase of the project. Sub -Task 7.06 The project team will prepare supplemental documents such as bulletins, drawings and/or details, as required to facilitate changes in the work as may be necessary, or where it is determined more information is needed to complete the work. Sub -Task 7.07 The project team will review and evaluate proposals from the Contractor regarding changes in the work, and shall make recommendations to the City regarding the validity of any proposed changes to the Contract Sum or the Contract Time. Sub -Task 7.08 The project team will review submittals and shop drawings for conformance voth the Contract Documents. Submittals and shop drawings shall be reviewed and distributed within a maximum of 10 days or sooner from the date that they are received. Sub -Task 7.09 The project team will review contractor submittals regarding the selection of products, materials, fixtures, and other components, including 'or equal' submittals and make recommendations in the selection and approval of such. Sub -Task 7.10 The project team will review and evaluate construction mock-ups showing building materials, finishes, colors, etc. and make recommendations in the selection and approval of such. The project team acknowledges that the City reserves the right to make final decisions regarding the selection and approval of colors, finishes, materials, fixtures, products and other aspects of the project during the construction phase. Sub -Task 7.11 The structural engineer vsll provide structural observation of structural elements or systems specifically noted in the approved plans and as outlined in Chapter 17 of the California Building Code and prepare documentation of such Structural Observation for filing voth the City. Sub -Task 7.12 The project team will assist the City in selecting and hiring special or deputy inspectors for use on the project where required in the construction documents and review special inspection reports to identify work that is substandard. The project team will notify the City and the contractor immediately should consultant observe any deviation from the approved plans without prior approval by the City. 39 Sub -Task 7.13 The project team will review Progress Payment Applications each month at the project site with the Contractor and the City's designated representatives. Sub -Task 7.14 The Consultant shall review and evaluate claims relating to the execution and progress of the work. Sub -Task 7.15 The project team will periodically monitor and evaluate the progress and quality of the Contractor's as-builts, which shall document the project as constructed, including dimensioned locations and sizes of buried utility lines. Sub -Task 7.16 The project team will shall conduct a punch walk with all the appropriate agencies/participants to conduct a comprehensive review of the project and shall prepare a punch -list identifying any/all noted deficiencies when the project is substantially complete. The project team will verify that all punch -list items have been satisfactorily completed prior to recommending approval of final payment to the Contractor. Sub -Task 7.17 The project team will conduct site visits as required to determine the date of Substantial Completion and the date of Final Completion and shall receive and forward to the City as -built record drawings, operation and maintenance manuals, guarantees, warranties, and other closeout documents required by the Contract Documents. The project team will review all operation and maintenance manuals for compliance with the Contract Documents and shall forward them to the City. Sub -Task 7.18 The project team will prepare a complete set of record drawings and specifications showing all changes in the work made during construction based on the Contractor's as -built drawings and based on all addendum items, clarifications, RFIs, and change orders. All revisions to the original Contract Documents shall be completed by a qualified draftsperson in a manner that is consistent with the quality of the original Contract Documents. M Sub -Task 7.19 The project team will provide record drawings and specifications 40 days after the Contractor delivers the as -built drawings to the project team. All document will be submitted per the City's electronic submission requirements. Sub -Task 7.20 Prior to the end of the one year warranty period, (approximately 11 months after the date of the Certificate of Substantial Completion, on a date scheduled by the City/LASD) the project team (mechanical and electrical sub -consultants) shall attend a warranty review session at the project site, and shall prepare a list of any warranty issues observed during the review session. The project team shall provide written opinions or interpretations to assist the City with warranty issues for the duration of the warranty period.
