BACKGROUND At the request of Councilmember McLean at the July 11, 2017, City Council meeting, the City of Santa Clarita (City) would like to offer a $500 reward in the hope that a person(s) will come forth with any valuable information that may lead to the citation(s) of the person or persons responsible for illegal firework activity in the City. Each year the City works closely with the local Sheriffs Station to ensure additional staffing is in place to enforce illegal firework activity and educate the community of the potential dangers related to illegal firework activity. These strategies and actions are typically implemented around the 4th of July and New Year holidays when firework activity is most likely to occur. After deploying additional resources the night of 4th of July and widespread communication the weeks leading up to the holiday, enforcement efforts were still ineffective in 2017 with only eight citations issued and a large volume of complaints from community members received by the City. According to the City's adopted reward policy, at the discretion of the City Council, the City may offer a reward pursuant to Government Code Section 53069.5. Since the inception of this policy in November 1996, the City has on occasion offered rewards in order to help facilitate the solving of a crime. This policy is being reused to include this provision. According to the policy, rewards for certain crimes are offered only at the approval of the City Council. Page 1 PacketPg. 37 For the purpose of this specific crime, illegal firework activity, the reward(s) will be distributed only to those who provide information which leads to the successful citation of the individual(s) committing the crime. The Santa Clarita Sheriffs Station will notify the City should a citation be written with the help of contributors providing information. The contributor(s) will then be contacted by the City to collect their reward. In the event of multiple contributors of information, the reward amount can be divided by the City in the manner it shall deem appropriate. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Rewards will be paid from current budgets. NOW, THEREFORE, the City Council at the regular meeting of October 10, 2017, establishes a reward for information leading to the citation of the person or persons responsible for firework activity. SECTION 1. Pursuant to Government Code Section 53069.5, the City of Santa Clarita (City) does hereby offer a reward of $500 for information leading to the citation(s) of the person or persons responsible for firework activity. hi the event of multiple contributors of information, the reward amount shall be divided by the City in the manner it shall deem appropriate. SECTION 2. Claims for rewards under this section shall be filed with the City. The City shall resolve claims in the manner which it deems appropriate. SECTION 3. This resolution shall take effect immediately. SECTION 4. The City Clerk shall certify to the adoption of this Resolution PASSED, APPROVED AND ADOPTED this th day of 2017.
